Hr. Larry Reis brought the meeting to order with
a report on a phone call from Virginia Greig from
State Library of Florida inquiring into the status
of the search for Library Director. The Civil Service
exam will be conducted February 7, 1977.
Jeff Butler, Assistant City Manager and Budget
Director, reported on'the State Statutes and City Code
which prohibit disbursement from city treasury
without approval of the governing body. The funds
'in question, gifts to the Library, are currently
deposited with the Finance Department and drawn by
the Library Director to purchase books and other
materials in keeping with the requests of the donors.
Mr. Butler, a representative of the Legal Department,
and the Library Director will meet to formulate rules
of procedure to present to the City I,tanager for approval.
Chairman Larry Reis urged speedy action on this matter
of budgeting and control of Library Trust Funds.
Larry Reis congratulated members Rita Garvey and
t1alter Krick on their reappointment by the Commission.
Note ylas made that Library Board members' terms Hould
be limited to two consecutive terms in action taken
by the Commission at the January 6, 1977, meeting.
Ritu Garvey nominated Library secretary, Susan Doel,
to act as Board secretary. Walter Krick seconded the
motion. Motion carried unanimously.

Audrey Patouillet urged the Board to read the
new charter with respect to the Library, and obtained
copies for those present. I ,
Chairman Larry Reis strongly objected to being
ignored by the Manager's office and felt'the Board
should be apprised of developments concerning the
Library before reading about them in the press. '
Wilby Anderson concurred.
Mrs. Andersen reported on a conference held vii th
Assistant City Manager, Tony Shoemaker. The Man~ger's
office is stUdying the proposals and recommendations
for leased 'space for a branch library and \<lill submit
the Manager's report to the Board before the first
regular Commission meeting in March. (Enclosed find
statement prepared by Hs. Nancy Zussy on priorities.)
Rita Garvey discussed passage of main library
and branch as items on future referendum.
Curtis Barre showed concern for older technical
books found on the shelves. Johnie Mae Moore responded
that the Library was weeded regularly and the books
may have value to patrons interested in the historical
development of technology.
Mrs. Andersen requested the Board contact with
The Clearwater DowntoHn Development committee pursuant
to the library bond issue. Wilby Anderson and Rita
Garvey voiced concern about what the Board can be
expected to do to support the bond issue.
