Larry Reis' at 1: 00 P. [.!. tir. Reis read a proposal
presented by Lee Arnold 8 Associates (see attachment A)
off Bring space in the Drevl-19 Shopping Center for a
leased branch library. In addition to the listed
features, the management will allow 30~ per sq. ft.
for floor covering, a two year lease, and install
a partition for staff lounge and install workroom sink.
The Countryside proposal from Stuart Goldine Company
was reviewed (sec attachment B) arid lively discussion
followed.
Pros and cons of the two locations are listed
below:

Dear Mr. Rets:
As you know. I l~ve met with City Commissioner Darwin Frank in an effort
to explore the possibilities of locating a branch of the Clearwater Public
Library here at Countryside Mall. As a result of these conversations, we
would like to propose for your consideration the following arrangement
for what is now our Community Room and can be further identified as 832
Countryside Mall:

1. Annual 'tent~l of'iii;~p~~pO) payable monthly, plus Florida State
Sales Tax, for an area containing appro~tbnately 3)760 square feet
inCluding the kitchen adjacent.
2. Term of 2 years and if a third year is required, a rental increase
of $1,880.00 for the year.
3. An annual connnon area maintenance and mall maintenance charge of
$3,760.00 plus Florida State Sales Tax, payable monthly.
4. Real Estate tax pass through estimated on nn annual basis LO be
in the amount of $1,504.00.(It is assumed that the city would be
able to recapture their portion of the milage from the County.)
5. A charge for chilled water which would be computed based on n
formula arrived at through demand and u~e.
6.
A contribution to the Merchants Association in the amount of
$564.00 for the first year, payable monthly, und in the amount
of $1,128.00 thereafter.
In addition to the foregoing. it is understood that you would pay your normal

it is felt that a library here at Countryside Mall would be an asset and
would compliment the complete facility we are trying to create. We arc
willing to cooperate with you and the city in permitting the removal of,
or changing to glass, the presently existing double metal doors opening

The meeting was brought to order by Chairman Larry Reis
at 1:30 P.M. Mr. Reis introduced Commissioner Darwin Frank
who related to the Board the offer proposed to him by
Loren Pollack of Countryside Mall regarding leased mall
space for a branch library. The mall has a 3,760 sq.ft.
finished area with restroom and kitchen now being used as
a community room. Mall charges and sq. ft. space rental
would bring the total cost of the space to $20,30IJ annually.
Mrs. Zussy stated from her research that cost of operation
'of a branch in a mall would be approximately $80,000 annually.
It was observed that leased mall space would serve as a
market test to determine the feasibility of a constructed
branch in the mall area.
Commissioner Frank withdrew while the Board discussed
the proposal.' Mr. Barre moved that the Board authorize
Commissioner Frank to pursue the matter of leased space in
Countryside Mall with Loren Pollack, the Mall representative.

The meeting was called to order at 1:00 P.M. at
City Hall by Rita Garvey in the absence of Larry Reis,
Chairman. Copies of Libraries for Today and Tommorrow,
Virginia Mathe~lS, vIere dis,tributed to members.
There was lively discussion of the September Iii, 1976
Commission meeting:and the action taken by the City
Commission avoiding the downtown site endorsed by the
Planning Department and the Proposed Library Program.
Audrey Patouillet recounted her statements at
the Commission meeting. \1ilby Anderson led discussion
of the Commission's direction to the City t1anager to
come back to them with full reports of available sites
for 'main library construction qualifying for the Federal
Public Works application. The Commission asked the
Hanager to make contact ",lith architects in accordance
with the Competitive Negotiations Act. Known sites
were discussed and the board voted six to one favoring
a downtown site. The Board asked Mrs. Andersen to make
contact with City Hall and keep them informed of a
pending special commission meeting addressed to site
review and selection.
