The Chairman read a letter, dated October 18, 1974, from Mayor Hougen asking that attendance at Board meetings be recorded and that the Mayor be notified when a member misses three consecutive meetings. 2. Mr. Korosy mentioned the Library's annual report for 1973/74 referring especially to the selection of a Library staff member as City Employee of the Month, the initiation of an inventory of the Library's book stock and the establishment of the Legislative Committee to study the feasibility of county-wide library service. 3. Ms. Garvey reminded all Board members of the meeting of the Friends of the Clearwater Public Library at a p.m., Friday, ,November 22, 1974, in the Library. Mr. Cecil Beach, State Librarian, will talk on County-Wide Library service for Pinellas County. 4. The Chairman stated that there was still hope that the Wickman Fund would be increased by gifts from Mr. Robin Wickman and . his grandmother. 'There is the possibility of their establish- ing an endowment fund for this Collection. 5. Ms. Martin raised the question of a meeting time for the Board other than afternoon. No other suitable time being found, the meeting 'time remains 1:30 p.m. on the third Friday of each month. It was also agreed there would be no Board meeting in December, 1974. 1: .... f~~::l,,: > ,. At the previous meeting the Chairman was asked to contact Mayor Hougen about the status of the capital construction program and funds for the Library. Mr. Korosy read to the Board a copy of a reply, dated November 12, 197ij, to this matter from City Manager Picot Floyd. There was considerable discussion on the topic and Ms. Martin moved and Mr. Anderson seconded a motion directing the Chairman to write the City Manager urging that the following renovations to the Main Library be initiated immediately: a) A new roof built for the entire building. b) The west wall be waterproofed. " c) A ramp be built on the front of the building to permit the physically handicapped to use the Library. As. you know, there are several issues' that need to be resolved before definite plans can be made to implement current tentative proposals , for improvement of library facilill..:S in Clearwater. In my mind, these issues are as follows: 1. Possible County-wide consolidation of library service. 2. Ultimate location for the Main Library structure. 3. A decision as to the most appropriate plan 1m: the exist- ing Main Library structure: renovation or replacement. 4. Considerations r elating to the best funding method. Let me briefly elaborate on each oC these itisues: Possible County-Wide Consolidation The Pinellas County Library Til:;k Force was created by special act of the 1974 leg islative s~s sion. The purpose of the Task Fon,:e as provided for in the enabling legislation is to ", ~ , . study all matters relating to a County-wide library service" and to report conclusions prior to Fcbrudl'y 1, 1975. The work of the Task Force interacts ~th our local ideas ..lbout locating facilities for librai' y service in twu critical ways: 1. If a County-wide serpice is proposed, service arcas, and thus the location and sizing of facilities must \;.: analyzed along dis- t1'icl lines not limited by muniCipal boundaries or service a.rea agreements, Wh~t may be an excellent location for a maiJl library or a branch library for the City of Clearwatcl' may become a very poor location when considered from a Cuunty- wid., service point of view. :~"~'. : Page il2 ~ November 12, 1974 Mr. Fred Korosy 2. Similarly, when vieWfJd from the perspective of a County-wide service. any long -term financlllg commitments for capital facilities will make the cu.dersion to a County-wide service much more com- pH ca ted. Thus, it is imperative that tbe results of this study be, known prior to funding specific plan~ for construction of City library facUities. Ultimate Lucatioll for the Main Library Structul'l.l During the May 28. 1974 Briefing Session of the City Commission. in which the subject of li1.rary improvements was discussed at length among' members of the City Commission as well as the Library Board, th!,; Library Director and the Florida State Librarian. t~ere was considerable discussion over the best location for thu Main Library strll~turc. There appearud to be a consensus among the Library Board, ~he Clear- water Library Director and the Florida State Librarian that the pown- town location was preferable. although there was disagreement from at least one member of the Library Board and from somu Ci ty Commis- sioner s. Obviollsly, the resolution of this issue would have to precede specific plans for construction of library facilities. ' Existing Main Library Structul'_'~ - Reno\, ,).t1?!1 or Replacement? For several years Clearwater has p!anned to spend several hundred thousand dollars to r enovate th,~ existing l\lain Libt'ary structur e, at costs ranging from $300,000 (1970) to $415,000 (1973) to $550, Oou (197-1). Within the last year some persons have begun to question the commit- ment of OVt~l' a bi.ilf-million dollars to salvage an antiquated structure whicb, possibly. has built-in limitations which would prohibit any cx- p'enditure from creating a library which would be able to provide a full range of servIces effectively ~LI'ld ('iiiciently. Instead. a totally new structure was advocated by the Library Director and endorsed by the Library B?ard at the May 28. 1974 Briefing Session, As do the first two questions, the decision on the most appropriate treat- ment of the Main Library must be determined prior to moving ahead. Funding M.nthod . All of the issues already discussed have l'clevanc~ to the funding method. One con~erns the availabiilily of proceeds !rom the 1970 General Obligation Bond Issue. The other i::; the inevitabilily of needing ildditional funds from some source. Availability of Procl~cds from Bond Issue Depending dn tbe re::iolution of the architectural contract on tbe Main Library renovation, the City has expendud between $276,000 aDd $311,000 for libraries to date, per the attached scheuuh'. This should leave a balance of either $169 t 000 01' $194,000 avail- able. As you know, inflation has greatly rcuuced the. purchasing power of the City's iunds and thus has caused over -runs ill most bond pro- jects planned at 1970 cost l~vels. In April, 1974, when a mid- year analysis was performed on the. progress of the 197'3 Capital Improvement Program. it was thought that interest revenues earned on'the invested. unused bond proceeds. would be available to offset the effects of inflation. Howevlu'. even at that time. only $365,000 was planned to be available. almost $200, 000 less than the $550.000 figure mentioned by the Library Director on May 28. 1974 (which did not include the $119.000 spent on land and design). . Then, Juring the summer months of 1974 it became appareul. in constructing an opera ting budget to produce services at last year levels, tbat a combinatioll of inflation, population growth and re- stricted revenue sources had caU::icd as much as a $1 million deficit. After cOllsidcrablc discussion among the staH, and with the City Commission, two procedures were employed to over- come this problem.. Fir Sl. i~ accordance wi th the City Attorney's opinion, bond interest revenue was U l\'ertcd from funding planned future pro- ject~ ,such as tbe Main Library and instead was used to fund over':"runs on proj~cts Ullder construction previously funded by general revenues. . At tbe same time, reductiuns in certain services were made to reduce tbe amount of inten,!::>t rcv.enuc needed to h~dance the budget. (The Libr <lry Director has indicated that, exc1usi ve of personnel. the 1974/75 Library budgd was only 93% of the past year's budget, evidencing the reducti OilS that were made.) The elfect of this pruccduro was to iuud thu over-runs in other B.:md " ~~" c.\ . As distalitcful as this prospect was (and is), it would not be too exaggerated to sug-, gest that the alternative might very well have ilidudcd an even more radical reduction to the Library budget. Inevitability, of Needing Additional Funds As indicated. even before it became necetisary ~o divert interest revenues to fund uver-runs on existing projects. the Main Library renuvation could n,>l have been undertaken witbout obtaining at leaat $200,000 addiLional funds from some source other than the Bond proceeds or interest revenues. Current economic trends will prevent tho City from obtaining capital iU1provement fundti for the ,Library from operating revenues at lea~t for several years into the future; thll:i." some additional form of borrowing will have to be the answer" Now, with the Library Director and Board recommending a major new downtown Main Library structure. the only feasible financing scheme would appear to be a new'Gencral Obligation Bond Issue. Indeed, a referendum on the location und lhe renovation/replace- ment question would be the most democratic solut,ion to these issues. It should be added that the funding for the East Library in tbe Bond issue has been fully depleted with the acqubltion of the site and reservation of fund. for the design contracts. Funding for the East Brancb also will have to come from a new Bond Issue. Conclusion I apologize for the lL'Jlgth of this letter. However, the complex it:loul:ti t1urrounding the decisiun to mu\ ..: allt~ad on Library facility construction demanded at least this brief discussion. Looking ahead, I would suggest the following schedule' of events which should precede definite plans !or library Lt.. ility construction: 1. If the Library Task Force concludes tbat a County-wide library service should be implemented. the provision of library facilities shoul,l be delayed until the issues of optimum location, sizing and financing methods can be anal yzed and agreed upon. 2. This input would then be helpful to the Library Board an9. to the City Commission in structuring a Bond Referendum, perhaps during thE! summer months of 1975. If the referendum if; successful, construction could begin shortly thereafter. 1 know this time scale does not fully satisfy your Board I s desire to move ahead.
