As a platform on \':hich to base discussion, !-Irs. Pollack read her
own recommendations: tha t ~l450, 000 be invested in up-dating the
do~mto~m library; that booKmobile service be started, with con-
sideration given to home service for shut-ins of all ages; that
in 5 years a main library be built in East Clea~~ater; that co-
operation be developed with public school libraries; that an
effort be made to establish a county library system; that a
strong public relations program be begun at once, with library
staff going to the community to widen knowledge of library services.
These recommendations were discussed at length. Other vie~/s were
presented. Quotations were read from standard authoritative texts.
The point '''las made that the designation "main' libary" clouded the
issue, since this merely indicated the facility in which adminis-
trative offices were housed and where processing was done. Instead,
the term "\ibra~r service centers" was proposed and employed.
Agrecnent was unanimous on all propocals but one. !rhere was one
dinsenting viewpoint on the proposal that the present downtown
library center be modernized and expanded.
Final recolTU!lendations:
1. That planned renovatiol1G to the dowrito\'ffi facility be started
as quickly as possible; to inc1ude all steps shown in tho JJibrary
Development Program chart, eliminati.ng Bookmobile project and Ex-
terior Renovation; expenditures held to a limit of ~3l2,OOO at
this time. (Exterior Renovation was regarded as ultimatQly desir-
able, but lowest on the priority list.)
2. That plans be completed for construction of a modular branch
in East Clea~~atert with provisions included for expansion as re-
Quired. This branch could become Clea~1ater's largest library
service center. Suggested general location: on or convenient to
Gulf-to-Bay, between Keene Road and U. S. 19.
3. Tha t Doo)anobile service be establlshed when funds are available,
serving regional shopping centers and future population centers in
outlying areas and with careful emphasis on service to shut-ina.
4. ~hat a county library system should be an ultimate goal.
5. That u public relutiOl1s program be organized: offering the ser-
vices of library personnel AS speakers to service clubs, neighborhood
civic associations, church groups, etc.; providing progra.ms on books
music, art, etc. ~or vari~us a~e levels to church schools, clubs, etc.;
encouraging the use o.f lihrary facilities by civic and arts groups, clubs,
etc.; expanding .~n appreciation of complete library cervices thru ne\tls-
papc~s, rauio, etc.
6. ThBt the f:!3tabliuhment of ~ pl.'op,ram of cooperation between public
school and J.C. libr::tl'J0s und the ClearwatGr library be explored.
