November 22, 1965
City Manager,
James Stewart,
Clearwater City Hall,
Clearwater, Florida.
Dear Mr. Stewarts:
Realizing the urgent need to improve the building facilities of the Main Library,
the Clearwater Library Board, at its regular meeting on November 19, passed a
unanimous resolution earnestly requesting that you the Mayor and the City Cornmis-
ion, give early favorable attention to this project. The resolution called for
these improvements (among others) that should be made as soon as possible to our
Main Library in order for it to adequately meet the growing demands on it.
1. Finishing of the second floor and the undercroft that were left out
when the present building was eracted a few years ago. The library'
needs additional space for stacks, to be used by readers and the stu-
ents as our population expands. The design of the present building
does not provide for this additional space, but we believe that instal-
lation of a second floor and completion of the now entirely unfinished
undercroft will meet the need for many years to come.
2. Addition to the existing reading room of supplementary space on.the
west side of the present main floor to provide more reading room space
and to allow the installation of windows overlooking the new park
being finished to the west of the library, giving a view of both the
new park and of our beautiful bay.
3. Installation of suitable facilities for our clients to reach and use
the Library. We suggest a ramp or ramps and elevator. This is a matter
of continuing concern to each of us and to the Library's clientele.

4. One of our important plans for meeting the changing needs of Clearwater
is based on the creation of a number of specialized collections of books
sponsored by interested groups in the community, following the pattern
already sucessfully used in forming our Wickman Memorial Collection of
Books of the Sea, under the joint sponsorship of the Library Board, the
Clearwater Power Squadron and the Auxiliary. As you know this collection
has been set up in an alcove in the Beach Branch and allows a measure
of privacy for readers. We propose to foster other such collections on
a similar pattern that might include:
Gardening, Business Me~hods, Theater, the Arts"Florida History,
which has already started, Civil War History, Americanism, also
already started, and other subjects as sponsors can be found for
them such as science.
At present we are unable to proceed with this plan for lack of adequate
space to put such collections.
5. A number of other improvements can be made to enhance the usefulness of
our library to citizens of this rapidly expanding area. These improve-
will be revealed by a careful study of existing conditions, including
our growing circulation of borrowed books as well as the increasing
number of people using our main reading room. We feel that a careful
study should be made of the use of our facilities and plans drawn for
meeting both present and projected future needs. It is not the purpose
of the Board in this motion to delimit or even crystallize thinking on
these matters until such a study can be made by competent people.
Mr. Stewart, we urge you to support this important community project and to bespeak
the active support of the City Commission. Be sure of our hearty support.
Respectfully,
The ClearWater Library
