' ' .' ' ".. ',' , 'I. Er'? ~,' . , I \' '~?:~ ~.:-~, " ..,. The meeting of the Clearwater Public Library Board was held July 26, 1963 at the Main library. It was called to order by the Chairman, Rev. Robt. Coleman at 2: lOp. m. . In the absence of the Secretary Mrs. Dorothy Akerman, who, it was reported is ill, the Chairman appointed Mrs. Frank Filewicz to serve as secretary pro-tern. Also present were Mr. David Killeffer, Mr. \~. H. Williams and the librarian, Miss Sarah Byers. The minutes of the previous meeting were read and upon a motion of Mr. Wm. H. \~illiams were approved. Miss Byers gave a very satisfactory report concerning the cataloging, and that with the extra part time help, it was possible to cat- a10g pretty close to 2500 books till date. Mr. Killeffer reported that Miss Akerman, Miss Byers and he met in June, but because of no quorum, there was no business meeting held. Mr. Killeffer then \ ' called to the attention of the Board that the City Commissioners passed a rule known as Ordinance 974, dated May 20, 1963 which reads as follows: 1. The Library Board shall accept and administer funds given to it for the purpose specified by the donor (s) provided 1. No part of such funds shall be used to pay salaries of regular employees of the library; and 2. Should the purpose specified by the donors be served before the specified funds have been exhausted, then and in that event the Library Board may in it's discretion use any balance remaining for related purposes or for gen- eral library purposes. y rOCAl IUSTORY COUECTIO,~ :.,", .. ~. Such funds as may come to the Board under the above Ordinance shall be deposited in the First National Bank of Clearwater to be withdrawn by the ,\ order of the Board on checks bearing the'signatures of the Secretary and one member of the Board. No Bond shall be required of such members. 3. Should the balance unexpended in the account of the Board be great enough in the Boards judgment to justify such action, such sums as may be deter- mined from time to time may be deposited in savings accounts or invested in government or other bonds specified for trust funds. 4. The Board shall render such accounts of it's handling of funds to donors as may be required; and it shall render quarterly accountings to the City Commission as required. He further reported that a copy of the abovc n~ed snggestcd rules for the admin- istration of Funds by the Library Board.under' the~Ordinance was sent to each member of the Board. ~lrs. Williams moved the the Chairman, Rev. Roht. Coleman and Mrs. Frank Filewicz open account in the First National Bank in the name of the Clearwater Public Library Board Fund. The motion was carried. Mr. Killeffer presented a $50.00 check to be applied to the fund, donated ~y ~Ir. J. M. Wickman, the secretary was instructed to send a note of acknowlegemcnt for this donation. Mr. Killeffer further reported that money was donated for the purpose of purchasing 12 special books, by Mr. Clark Mills, the books were purchased and the secretary was asked to also send a note of thanks to Mr. MillsJ then ~Ir. Miss Byers discussed with the Board items of interest in the forthcoming Budget. In light of the fact that no books were purchased since March 1963, and there is a great demand for the currently published books, the Board with a unanimous consent urged Miss Byers to transfer approximately $3,500.00 in appropriated but unexpended funds to the purchase of new books in the present ,fiscal year. There being no further business and upon a motion made by Mr. ,~. H. Williams, the meeting was adjourned at 3:25 p.m. with plans for a meeting on September 13, 1963.
