The monthly meeting of the CLEARWATER PUBLIC LIBRARY BOARD was held March 29,
1963, at the Library.
The Chairman Reverend Robert Coleman called the meeting to order at 1:45 p.m.
and opened it with an invocation.
In the absence of the Secretary, the Chairman appointed Mrs. Frank Filcwicz
to serve as see'y, pro-tern. Those present besides the Chairman and the secrc-
tary pro-tern were, Mr. David Killeffer, Mr. William H. Williams and the Li-
brarian Miss Sarah Byers.
The minutes of the previous meeting were read and approved.
Mr. Killeffer reported that the signs on the Beach Branch were installed; He
further reported that he was informed by the Secretary of the City Attorney,
~{r. Herbert Brown, that the necessary papers pertaining to the estab~ishment of
a Library fund will be ready by April 2 and Mr. Killeffer will be'there to confer
with Mr. Brown at 11 a.m. Rev. Coleman reported that a letter from the Junior
Service League was received by him, informing the Library Board that the said
Club removed from their records the proposed project of purchasing a bookmobile,
he further stated that the matter of the lower level of the library building
will be discussed as soon as an appointment with ~fr. David Edmunds can be made.
~fiss Sarah Byers reported: (1) That the lounge is now partially furnished
with tuo couches, one reClining chair and a refrigerator. The refrigerator was
a donation from ~fr. D. C. Whitaker: (2) She is getting very good cooperation from
the Civil Service concerning placement of new employees. (3) The Junior Service
League donated two sets of Greatest ~Iusic Encyclopedia. The Secretary was
asked to send letters of thanks to the above mentioned donors as well as to Mrs.

Henry Horn, Chairman of the Great Books Group for the help and interest as well
as donation of books to the Beach Branch. Mr. Kileffer reported that the Li-
brarian of the Beach Branch, Mrs. Julia Sharp, kept a record of the number of
people using the Library for reading newspapers, books and magazines during the
winter season and they are follows: December 167, January 253, Februnr~' 239
and March to date 123. Further it was reported by Mr. Killeffer that a notice
about the Clearwater Public Library and the Beach Branch appeared in the March
issue of WHAT'S WHAT. ~ir. Arthur Kruse expressed his concern to Mr. Killeffer
over the early closing hours of the Beach Branch, that the permanent residents
who are working are unable to use the library. It was recommended by the Board
that one half hour later opening of the library during the week would accumalate
enough time for a morning opening on Saturday and that suggestion be taken
under consideration by the Librarian Miss Byers.
A letter received by ~fr. Williams from a Mr. Luther Kohr was read by the Chairman.
Contents of the letter were recommendations having to do with the library were
discussed and Mr. Williams was asked to inform Mr. Kohr, that the items will
be taken into consideration.
Miss Byers announced that the Florida State Library Ass'n. will hold their annual
State Convention on April 2S-26-and 27 at the Jack Tarr Harrison Hotel and that
on Thursday April 25, 1963 at 10 p.m. a reception for the delegates and guests
will be held at the Clearwater Library.
Mrs. Filewicz suggested that the Mayor of the City of Clearwater be asked to
proclaim April 21 thru 27 as the National Library Week. Miss Byers offered to

By general consent it was decided that the Florida Library Ass'n. Convention
will constitute the April meeting.
There being no further business and upon n motion made by Mr. David Kil1effer
the meeting was adjourned at 3:10 p.m.

Suggested Rules for the Administration of Funds
by the
Library Board under Ordinance 974 dated May 20 1963
,
1. The Library Board shall accept and administer funds given to it for the
purposes specified by the donors) PROVIDED
(1) No part of such funds shall be used ~o pay salaries of reg-
ular employees of the Library; and
(2) Should the purpose specified by the donor(s) be served be-
fore the specified funds have been exhausted) then,and in
that event the Library Board may in its discretion use any
balance remaining for related purposes or for general li-
brary purposes.
2.
Such funds as may come to the board under the above ordinance shall be

deposited in the First National Bank of Clearwater to be
withdrawn by order of the Board on checks bearing the signa-
ture of the Secretary of the Board and one member of the
Board. No bond shall be required of such members.
3. Should the balance unexpended in the account of the Board be great enough
in the Board's judgment to justify such action) such sums
as may be determined from time to time may be deposited in
savings accounts or ,invested in government or other bonds
specified for trust funds.

Three members of the Clearwater Library Board attended the meeting
Friday June 20, 1963.
They were:
Miss Byers, Mr. Killeffer and Mrs. Akerman.
~fr. Killeffer brought a copy of suggested rules for the administra-
tion of funds by the Library Board under Ordinance 974, dated ~fay 20,
1963.
This matter has been discussed at various meetings and it was agreed
to mail a copy of these rules to each member for his approval and
signature. This is necessary in order to open a bank account and
proceed with other details.
The meeting was informal and no other business was taken up.
