MINUTES OF APRIL 28 MEETING
CLEARWATER PUBLIC LIBRARY BOARD.
Meeting called at 1 P.M. at the home of Mrs. Frances Filcwicz. Present:
Mrs. Filewicz, Mr. Williams and Mr. Ellis.
Mrs. Fillewicz reported on meeting with City Manager Stewart for a dis-
cussion of Library personnel problems, because of the uncertainty of the Li-
brary Board's legal status the meeting developed little of value.
Mr. Williams reported on meeting unofficially, with Mayor Weatherly,
City Manager Stewart and City Attorney Brown for a discussion of other Library
problems. A separate memorandum covers the details of this meeting.
It was brought to the Board's attention that no report by the Library di-
rector had been made to the Board of the presentation of a check to the Library
by the Junior Woman's Club and its acception by the Library Director. This
information was brought to the Board's attention by an article and photograph
in the Clearwater Sun, wherein the amount of the check received and the dispo-
sition of same was not mentioned.
A letter to Miss Byers was drafted, directing, in the event of similar,
future occasions, that the receipt of all monetary gifts be reported, upon
their receipt, and that in the event of pre-arranged public gift presentations
the Library Board is to be notified in advance of such planned events.
A report from Mrs. Julia Sharpe, Beach Librarian was read. This report
revealed that less than 500 books had been forwarded to the Beach Library by

the Library Director, whereas approximately 800 books had been donated 'by the
public.
The meeting was adjourned after it was agreed that an early meeting with
the City Commissioners was imperative and that such a meeting would be arranged
by Mrs. Filewicz as soon as possible.'
MEMORANDUM
At an unofficial meeting of Mayor Weatherly, City Manager Stewart, City
Attorney BrO\fll and Library Board member Williams, Mr. Williams reported to the
Library Board that the matter of salary raises for Mrs. Julia Sharpe; Beach
Librarian, was discussed.
Due to the repeated refusal by Library Director Sarah Byers to recommend
the over~due salary raises for ~rrs. Sharpe and her further refusals to offer
a reason for such refusal, Mr. Williams reported that it was agreed that Mrs.
Sharpe be advised to address a formal request to the CIVIL SERVICE BOARD for
action to secure the salary raises to which she is obviously entitled.

The Clearwater Library Board met at the Library, on November 16, 1961,
at 1:00 P.M.
Those .present were:
Miss Sara Byers, Librarian
Mr. James Stewart, Clearwater City Manager
Mrs. Corbin, President of the Clearwater Junior Womans Club
Mr. Williams, Member of the Board
Mrs. Filewicz, Chairman of the Board
Mrs. Halmi, Member of the Board
Mrs. Corbin reported that her club will give $l~OOO to the library for
the purpose of purchasing equipment for the childrens' department. This will
include 4 tables, 24 chairs and a bulletin board. Mrs Corbin said that three
club members are assigned each month, to lead the Saturday morning story hour
for the children. Also, one member assists in the childrens' department,
every afternoon. A motion was made by Mr. Williams and seconded by Mrs. Halmi,
and passed. "That the Librarr Board accept with much gratitude, this kind
offer of. the Junior Womans Club, to provide furnishings for the childrens
department, to the amount of $1,000". Mrs. Corbin then left this meeting.
The Chairman presented the "Rules and Regulations for the Clearwater Li-
brary Board". Mrs. Halmi moved and Mr. Williams secondedJ and the motion was
passed. "That these regulations be accepted by this Board, and that they be
turned over to Mr. Stewart for proper action".

A resolution from Mrs. Julia Sharpe's lawyer, concerning her salary, will
be presented to the next meeting of this board. Before this meeting Miss Byers
will give in writing to the chairman, her reasons for refusing Mrs. Sharpe a
raise in salary.
Mr. Stewart announced that the ground breaking for the new negro library
will be on November 22, at 10 A.M. He urged the members of this board to be
present.
Mr. Stewart said that the Clearwater City Commission reappoints this Board
on January 1, 1962, and he urged that the members of this board decide among
themselves, the respective lengths of their terms of office. This should be
a revolving board, with each member serving fo~ 3 years.
The chairman announced that the new library dedication will take place on
December 1, at 10 A.M. Fitting plans for such a ceremony are being made, and
invitations will be sent out.
It was decided that this board will meet on the third Friday of each
month, at 1:30.
