Clearwater Public Library Board
Minutes of Meeting, Apr.i1 14, 1961
The Board met at the main Library for inspection of new construction
conducted by architect, Mr. Joseph Goggan. The need for an elevator or
ramp for the use of incapacitated persons was discussed with Mr. Coggan who
suggested the possible location of a ramp starting at ground level and leading
to the main floor thru an opening which could be made in the floor at the
south west corner of the ne~ addition. Other features, including the appar-
ently controversial new stairs were discussed.
After the tour of inspection the Board met informally with in addition to the
Board members, Mrs. Lewis Horner, Miss Sarah Byers and the architect Joseph
Coggan.
~frs. Homer advised that she had been directed by the Board of Directors of the
Friends of the Library to present their CT.iticisms and wishes to the Library
Board regarding the features being incorporated in the Library addition. Mrs.
Homer voiced dissatisfaction with the new steps under construction and expressed
the need of a ramp or other easy access facility for elderly and incapacitated
persons. She also advised that she had numerous phone calls from persons crit-
icizing the new steps and that she had directed such callers to register their
complaints with the Library Board. During the discussion which followed it was
Emphasized by the members that the Library Board had not been consulted or
advised in the changes of the steps. Mr. Coggan advised that the steps in
question, meet with the City Building Code and were approved by the City Engi-
neer.

The delay of many months in furnishing books to the Beach Library Branch was
discussed with Miss Byers who stated that she could not proceed in furnishing
such buoks except in a very limi.ted and slow basis due to the lack of personnel.
The matter for salary increases for Mrs. .Julia Sharp, Beach Librarian was dis-
cussed) with Miss Byers who repeatedly stated that would refuse forward recorn-
rnendations and papers pertinent to such salary increases to the City Manager.
Mrs. Frank Filewicz then called a formal meeting of the Library Board to order

at 10:45 A.M. with a quorum present.
After further discussion with Miss Byers, Mr. William H. Williams moved that
Miss Byers be directed to forward all papers pertinent to the salary increases
for Mrs. Sharp to the City Manager and that copies of such direction be fur-
nished to the Civil Service Board and to the City Manager, motion seconded by
Mrs. Eugene Halmi. passed by vote and so ordered.
Mr. Walter Ellis moved that Miss Byers be directed to furnish to the Library
Board with a detailed copy of the proposed Liberary Operating Budget for the
ensuing fiscal year; Motion seconded by Mrs. Wm. H. Williams, passed by vote
and so ordered.
Mr. Wm. H. Williams liloved to request that Miss Byers furnish 200 to 300 books
per day to the Beach Library Branch with the assistance of two volunteers
which the Library Board ,.,rill furnish and that when such books when ready to
be 'transferred, Miss Byers is to notify the Board Chairman who will arrange for
transportation the books to the Beach Library. Motion seconded by Mrs. Halmi

passed by vote and so ordered. Miss Byers stated that she will make a roal
effort to see that these books go forward promptly.
Mrs. Filewicz agreed to arrange for a meeting with the Board and the City
Manager and Commissioners inviting architect Coggan to attend such meeting
after which the meeting was adjourned.
