A joint meeting of the Clearwater Library Board and the City Commission was held
at the Ft. Harrison Hotel at 10:30 A.M. on Feb. 26th. 1960.
Those present were all Library Board members, Miss Sarah Byers, Librarian, Mr.
Stewart City Manager, and Mr. Amos Smith, Mr. Robert Weatherly, ~fr. Cleveland
Insco, and Colonel James Watkins of the City Commission.
Mrs. Filewicz welcomed those present and introduced ~fr. John JaIl Jacobs, a prom-
inent Consultant on Libraries, from New Orleans.
Mr. Jacobs opened his speech by Saying "WE HAVE A REAL PROBLEM."
The present building is set up all wrong and is a structure complicated by barren
walls and cubby holes and is expensive to operate.
He said that he was forced to tell us to scrap this old building and start fresh.
Any other approach would be foolish. We must look not only at the present but
toward the future.
The basement head room is very low and a number of walls cannot be removed. From
a practical standpoint it is dead weight.
He stated that the Primary concern is: TO BRING TOGETHER THE READER AND THE BOOK.
Additional Staff is needed, as is a realignment of staff duties. But that his
assignment is to help with the building plans.
He said that he explored the possibility of expanding the present Library, but it
must be understood that this will be only a secondary measure and can never be a
first rate job.
He suggested that \\le encompass utilization of 1st. floor plan and run another
structure on the same level as the old building according to architects plans.

He specified that a rectangular building is easieT to keep and should be open
and unobstructed by pa'rti tions . Any pnrti tions should be made up of shelves
that can be raoved.
Present height of the old building should be retained in the new addition with
approximately 6,000 sq. ft. on present level and 8,500 sq. ft. on new level.
All public facilities should be on the first floor.
A meeting room to accommodate 75 to 100 people should be in the basement.
He recommended that one or two Book Mobiles be put into operation and loading

should be from rear of the building.
He did not recommend the use of concrete block for the construction because of
dampness, and suggested brick instead.
~Ir. Jacobs stated that we would need 15,000 sq. ft. to serve the city for the
next 5 years and would be making a mistake to build a Negro Library less then
3,000 sq. ft.
