Selection of officers for the coming year. 3. Minutes of last meeting. 4. Summary of years activity & reports (librarian) 5. Plan for utilizing building on newly acquired property north of the library. 6. Consideration of budget request to city commission & recommendations for capital improvements. 7. Any item not already considered which the members wish to discuss. Suggestions on building next door: 1. Thorough repairs to building in line with survey which has been made by elec- trical and maintenance depts., whose heads have made partial reports to the city manager. 2. Some redecorating of walls, floors, and museum cases to be used. 3. Use of building as museum, special study rooms to house special collections not prepared for circulation, and as area for book repair. One of the sun ,porches on the main floor might be adapted as small newspaper reading room if if the attendant were to be retained until 8 o'clock, regular library closing time. 4. An attendant should have constant supervision of museum and study areas and might use any possible spare time on book repair. 5. ' :' ,.-.., , , I' ~' Library Board met in Juvenile Room of Library---Tuesdays June 14, 1955 at 3 p.m. Members present were: Mr. Taver Bayly Mrs. Winifred Stoutamire Miss Sarah de Kirkpatrick Mr. John Martens Miss Sarah Byers --Librarian Mr. Francis Middleton--City Manager Reading of minutes by Miss Byers. Introduction of new members by Mr. Baylys act- tng in the absence of President Lee Baker. Motion made of election of officers for board by Mr. Bayly as follows: I-Ruby Brown nominated for secretary by Mr. Martens; seconded by Mr. Bayly. 2-Mrs. Stoutamire nominated for vice-president by Mr. Martens--seconded by Miss Kirkpatrick. 3-Mr. Baker renominated for president by Mrs. Stoutamire; seconded by Mr. Martens. All motions carried. ~fiss Byers reported on last year's activities of the library: I-Results of change of non-resident fee from $1.00 per year to $2.00. Notice great reduction in people renewing or taking non-resident cards. Comparison of intake of non-resident fees of 1953-1954 was 1953--$321.00; 1954--$348.00. It was decided to continue fees as at present. Discussed raising price of books in past year. Told board of gift of Mr. Roebling for books. J '......." Miss Byers said in 1953 book expenditures from library receipts alone were $2,700.00 plus city fund of $1,000.00. In 1954 the library fund was $3,500.00~- city fund was $900.00. Mr. Middleton discussed use of house next door to relieve main librarYt and rec- ommended a letter from board be sent to Commission stating building be used as sucht reserving ground floor for museum. Motion made by Mrs. Stoutamire to write letter thanking city for use of building. Seconded by Miss Kirkpatrick. Heating and aiT conditioning were discussed for library. ~fr Middleton suggested information from libraries in other cities might help in this matter. He,was of the opinion that this project, which might require between 25-30 thousand dollars, could not be undertaken this summer. He also suggested he have an architect draw plans for future expansion of library. Regarding the need of plumbing facilities in present building and installation of additional lighti.ng, Mr. Middleton assured board those items would be handled under regular city maintenance work. Discussed use of old WSUN tenant building for colored library on city owned prop- erty. Proposed land in vicinity of negro pool. ~fr. Bayly recommended board write letter to commission thanking them for offer of building. It was agreed that board members would inspect house for colored branch on the following afternoon (Wed.) Mr. Middleton inquired what additional funds would constitute a sufficient book appropriation from city budget funds. It was suggested that perhaps $1000--$1200 might be a good figure. ';1 . . ...."" ~h.., .'.' <.... r .'----', March 5, 1956 To the ~fayor and Board of Commissioners of Clearwater, Florida; Dear Friends: Because I missed the news' item in the paper concerning the action of the Commis- sion to take the Coachman House property from the library and turn it over to other agencies of Municipal government, no meeting of the Library Board has been called, but I can assure you that each and every member of that Library Board ,does wish to say in the most friendly way, but most emphatic manner that we desperately need that building and all of it for library purposes, particularly for the patrons seeking juvenile books. Twenty-five years ago the Library may have seemed adequate, but Clearwater has grown. Despite the fact that a number of one-time patrons have ceased to call because of traffic and parking troubles, and because some of the bicycle riders are forbidden to cross the two railroad systems, we simply have not room for our stacks of books or for the people using them. I have lately visited the library on a Saturday when high school students could find no chairs and no tables on which to write. ". We appreciate the fact that comparable crowding is present among other C1V1C agencies. But please do not underrate the importance of the library or judge it according to its slender budget. St. Petersburg, Orlando and other cities have demonstrated the dollar value of improved library facilities in the economic well-being of a municipality. If conditions made it essential that we share our crowded quarters, please supply an additional outside stairway to the up-stairs portion of the Coachman home, for use by others, allowing us exclusive use of the down-stairs. We hope to have a sufficient amount in the 1956-57 budget, to provice an attendant there at all times when the library is open. Yours most sincerely, Lee L. Dear Sirs: There are two chief reasons for the increases indicated in our budget requests, and for our asking for your continued interest in developing more adequate library facilities in Clearwater. Primarily, the demand on our resources and services has skyrocketed in the same measure every other public service has in Clearwater in recent time. Secondly, like many other of the city's facilities, our plant. stock and equipment are considerably outmoded in many respects. With your recent consent to our expansion into the north annex, you have proviced a small measure of relief which will allow us to make certain long-planned changes in plant and servicing, provided our budget permits. In regard to request for salary increases I think it will suffice to explain that all members of the present staff have served three or more years in the library (two of them over 15; one over 30) and were all receiving salaries below the minimum indicated in the classification plan, until the change was approved which brought all to that minimum. In view of the fact that each employee in this department must be of unusually high caliber in so many respects, you can readily understand that we need to make the compensation as attractive as possible. Furthermore, two additional persons are needed. As for book budget request, we need to stock material of a refer- ence nature in many more subjects than we now adequately cover. for both adults and youngsters. By your arranging for us to spread the reading room to the annex, we shall be able to greatly improve the reference room stock and service. Perhaps we shall also be able to place more of the study-type books on the free shelves immediately upon purchase. Regarding the budget request for the annex, it will necessarily be', on a trial-and-error basis until we have had an opportunity to operate there. With the addition of two other departments housed in the building, the matter of judging amounts for janitor servicing and supplying is very difficult at this time. Our figures attempt to cover some supplies and the utilities and service for all three departments. Some of the items at the branch library as also debatable owing to the possibility of our having new quarters within the nest year. In the matter of large projects we feel compelled to emphasize again the need for a definite plan for a large addition or an entire new plant within the next three years. Meanwhile, proper drainage and a change in toilet arrangements are still among our paramount needs. After consulting with the engineer it would seem that there is a tentative plan for additional drainage in this area that would benefit the library. A proposal to move the rest rooms to a main floor location sounds feasible also. TRAVEL EXP.--A national or regional convention may be close enough for our attendance. 3. HEAT--A new installation might allow us less consumption, but we do not know. 4. SUBSCRIPTIONS--This will be the alternate year when our largest order is due to be filled. 'I 5. BOOKS--The need for juvenile and reference materials increases with the rapidly increasing population, the same applies to replacement. Rising cost per volume is also considered. 6. SUPPLIES AND BINDING--Wear and tear, as well as prices, are a sky-rocket. 7. OFFICE EQUIPMENT--Some items can be transferred to museum annex, but,that will necessitate some replacements in main bldg. A drop-box for the street in a possible ne\'1 item, listed at near $300.00. The advisability of this item is still in discussion. 8. BOOK STACKS--!n the interests of light, 5uperv1s1on, and study space it might not seem feasible to install many more tall stacks, but a few more of desk and shoulder height would provide additional shelving. BRANCH: 1. Need for a helper is urgent as soon as a good prospect can be found. 2. Some items have been added, which did not appear last year, due to increased usage. MUSEUM ANNEX: v Inasmuch as this is going to be operated on an entirely different basis the figures submitted may prove to quite out of line in either direction. It is hoped that the person in charge there will be able to conduct the museum affairs to greater advantage than has been possible heretofore.
