A regular meeting of the Clearwater Library Board was held in the Chamber
of Commerce Board Room on Friday, February 4.
Members present: Mr. Bayly, Mr. Paxton, Mrs. Pearce, and Mr. Riddle, with
the President, Mr. Bayly presiding.
Minutes of the last meeting were read and approved.
Annual report and activities for the year ending December 31, 1937, as sub-
mitted to the City Manager, were read. Moved by Mr. Paxton, seconded by Mrs.
Pearce, that these be approved. Carried.
Librarian was asked to find out date of first annual meeting, and length of
time to be served by members of the board.
Heating of the Library was reported inadequate on cold days. Mr. Green, how-
ever,had offered to place another heater in any place selected. Owing to
the crowded condition of the office, which needed heat, no place could be
settled on, until Mr. Greer could come to inspect same, which to date he had
not done.
Bill for $137.00. for heating ($157~00. less $20.00. for old radiators) was
approved and librarian was requested to pay same.
President suggested that Librarian prepare a budget for the next fiscal
year, so that the board might go over items and approve of same, before
presentation to the City Commission.
There being no further business, the meeting adjourned.

I am enclosing herewith, our proposed budget for 1938-39 and trust same will
meet with your and the City Commissioners' approval.
At our meeting yesterday afternoon every item was discussed in detail, and cut
to the lowest figure that we felt possible for the proper operation of the Li-
brary.
We, realizing and appreciating that the City must operate on as small a budget
as possible, but at the same time, we would like for the City to realize that
our budget was reduced a few years.ago to a very low figure and has never been
increased to what it was at the time of the reduction; although the demand on
the library now is a great deal larger than at that time.
I am going over with you each item in our budget so as you can get a better
picture of the situation:
Lights and Power ---------------------------- 250.00
This item last yea~ was $137.81; with
the library being doubled in size this
increase will be necessary to take care
of the building adequately.
Gas and Water-------------------------------- 125.00
Used last year $84.00 - There will be
double the amount of space heated and we
realize that this past winter was a very
mild winter and our expenditure was $84.00.

Our expenditure last year was $550.00
but with the necessary addition which will
have to be equipped this amount will be
necessary.
Now as to Salaries - You will note that
we have an item for $4,500.00 which is
based on the following payroll;
Mrs. Annie Owen, $140.00 for 12 yrs. service
Dorothy Grant 70.00" 13" "
Dorothy Prior 65.00" 6~"
Sarah Byers 50.00 " 5~"
Ruth Smith 50.00 " 2~ II
I think if you will con~are Mrs. Owen's salary
with the heads of any other departments and her
assistants, you will realize that our salaries are
not out of line, and I think it is only right that
they should be paid on the above schedule which is
an increase of $55.00 per month in our payroll.
With the hours these girls put in I think they aTe
entitled to just compensation.

We have set-up $250.00 for Bindery which is always
necessary in the maintenance of the books.
You will also see $250.00 for replacements of adult
books and $200.00 for juvenile books. A great many
of these books have worn out and it has been two
years since there has been any replacement put on
our budget.
Under the heading of New Books you will note $275.00.
We have allocated $75.00 out of this fund for Scien-
tific Books and the rest is for New Books.
Under Miscellaneous you will see an item of $200.00.
This covers magazines, newspapers, periodicals and
sundry items.
The total of our budget you will not~ is $7,300.00
which we realize is considerable sum of money, but
when you consider the service tha.t is being rendered ,
to the large number of people by this library I
believe that it will compare very favorably with the
operating expenses of cities of like size in the
country rendering parallel service.
