The President in the chair and all members present. The minutes of the last meeting were read and approved. The chair then called for reports and Mr. Rollins reported the following resolution by,the Carnegie Library Board accepting the Clearwater Library as donated by the Library Association: Resolution accepted. A RESOLUTION BY THE CARNEGIE LIBRARY BOARD OF THE CITY OF CLEARWATER, accepting the Clearwater Library as organized and maintained' and donated by the Clearwater Library Association. WHEREAS there has been established in the City of Clearwater by an ordinance of said City duly and regularly passed, a Carnegie Library Board enpowered and authorized to receive bequests and donations, and WHEREAS prior to the creation of the Carnegie Library Board there existed in the City of Clearwater a benovelent Association known as the Clearwater Library Association, and WHEREAS the said Clearwater Library Association through its proper officers has donated and transfered to the Carnegie Library Board all its holdings in the way of books, moneys, furniture, apparatus and equipment: the~ef6te, BE IT RESOLVED BY THE CARNEGIE LIBRARY BOARD of the CITY OF CLEARWATER that the donation on the part of the Clearwater Library Association be and the same is hereby formally accepted for and in the name of the Carnegie Library Board of the City of Clearwater, and '~ [OCt'L lllSTORY COLLECTION ~,~<~,.. . . , ' I" " " , . "',: ," , ~:~:~.", " '''" December 13th 1915 Page 2 ~ BE IT FURTHER RESOLVED that in accepting said gift the said Carnegie Lib~ary Board expresses its appreciation for the efforts of the Clearwater Library Association in organizing, creating and main- taining for a number of years by personal support the Clearwater Library, and BE IT FURTHER RESOLVED that as an evidence of the same that a copy of these resolutions be framed and placed in the Carnegie Library Building. Copy of Resolution adopted Oct 13 - 1931 WHEREAS A resolution was adopted by the Clearwater Public Library Board at a meeting held Dec. 13 1915 to the effect that the name of the Board was the Carnegie Library Board and that The Clearwater Library had been donated to it. Both of these statements are incorrect as is shown by the letter to Mr. Taver Bayly. Mr. Wright the~ reported the following rules and regulations based upon the rules and regulations in force in the library at St. Petersburg. These rules and regulations read and discussed section by section and each section was approved and adopted as read. LIBRARY RULES AND REGULATIONS, Section 1. Library Hours. liThe Library shall be open week days from 9'A. M.' until 12 N. and from 1 P. M. until 5 P. M. On Tuesday and Friday nights of each week, however, it shall also be open from 7tP. M. until 9 P. M. for the convenience of patrons, except during the months of June, July, August and September. Section 11. Holidays. The Library shall be closed on all National holidays. Section 111. '!~?S~, '~~, +' ~, " .,.., ~ ~;..r....~.'.':/'" December 13, 1915 Page 4 Any resident of Clearwater, or any taxpayer in the CitYt or any person in the immediate vicinity ( but not outside of the County) who may be endorsed by any "',\ member of the Library Commission or Advisory Committee, shall be entitled to horrow books for home use by signing an application card and recieving a borrower's card Residents of the County, who live outside the city limits and in the vicinity of Clearwater, upon signing application card, may draw books upon payment of renewel for an additional two weeks. Removal may be made by presenting the Borrower's card at the library, or by a postcard sent to the library, giving author and title of book, date taken and name and address of borrower. Books may not be removed by telephone. Section V. Fines A fine of two cents per day will he imposed for each volume kept over time. A book kept one week over time may be sent for at the expense of the borrower. Injuries to hooks beyond reasonable wear, and all losses shall be made good by the borrower. meAt! I I~ If one volume of a set is lost, the loser will be held responsible for the value of the set unless the lost volume is satisfactorily replaced. Each borrower shall be held responsible for all books drawn on his card. No books may be drawn until fines and claims for damages are paid. Then moved by Mr. Hollins that the Librarian be furnished with printed forms for monthly reports and that such report be made out each month, that the librarian , be instructed to furnish report each month showing number and class of books taken out each month and list of books overdue and outstanding with 'the names of the persons holding such books, and that she report the actual attendance in the reading room each month. Motion seconded and carried. Then moved that the revised plans be sent to the carnegie Corporation for approval. Seconded and carried. Motion was then made that Messrs Hagadorn, Bayly, Wright and Hollins be made a committee to callan the City Council Wednesday night (December 15th) and ask for sufficient funds for the present maintainance of the library, the Library Commission under powers conferred by City Ordinance No. 154 having accepted same for the City. City Dear Sir - Complying with your expressed wish for additional information concerning the use of the name 'Carnegie Library,. at the time when the Clearwater Library Association turned over to the City of Clearwater its library and all other " property. I have searched the Library and the City minutes and am glad to give you the following: - Wishing to refrewh my memory, I called at the Library to get the Records and Minutes of the Clearwater Library Association from its beginning in 1911 to the time it was taken over by the City in June 1915. I found, much to my sur- prise and disappointment that there were none in the possession of the Library covering that period: they hud entirely disappeared. On June 9th 1915 the City Council adopted an ordinance establishing the CLEARWATER PUBLIC LIBRARY as a department of the Municipal government. For this purpose it took over the Clearwater Library, donated by the Clearwater Library Association. The ordinance also accepted a donation from the Carnegie Foundat- ion of $10,000. for the erection of the present Library Building. Six months after the Clearwater Library had become the Clearwater Public Library, a resolution was adopted at a meeting of the Clearwater Library Board on December 13 1915 to the effect that the name of the Association waG the Carnegie Library Board (For resolution, see minute book, page 21) v tOCAl 1l1'iTO':\' COllECT 10:'1: ;.. ,: . t"" ~f.....~ , September 2 1931, Page 2 ~ , ~.. ,. It is a curious document. The Carnegie Library Board never had any recorded or legal existence so far as can be discovered. During the nine years from June 15 1915 to July 1924, - the period covered by the minute book then in use, - the name, - Carnegie Library Board, - aside from the space given to the resolution itself, is mentioned only once and that was when the question of the lot for the new bUilding was before the City Council. The minutes of that meeting of the City Council show that a Library CommIttee was present but no mention is made of a Carnegie Board or committee. The Clearwater Library was never offered to the Carnegie Library Board for one very good reason (tho' there are others) that it had been donated to the City, and accepted, six months before the resolution referred to, was adopted and it had been in operation during that period as a Clearwater Public Library, as a separate municipal department, and has since then, for the past 16 years, cont- inued to so operate. How such a document could get into existence is a mystery; in no instance have the records of the City Councilor of the Library Board. referred to the Library as other than the Clearwater or the Clearwater Public Library. There seems to be no satisfactory explanation of this anomalous condition other than that it was assumed that the Carnegie Foundation would, as donor of the Building, demand the use of the name of Carnegie as part of the name.of our LibrarYt but such a demand was never made. In its earlier years The Carnegie Foundation did require the name of Carnegie in the title of the library but in later years it has not been the custom to demand or request it.
