On Friday afternoon, April 7th, 1911 in the Clearwater Theater pursuant to
a general call, a large gathering of public spirited assembled and perfected
a permanent organization of the Clearwater-Library Association.
Mr, H. W. Bivins„was elected temporary chairman.
On motion of Mr. Lambeth, seconded by Mr. H. T. Simpson, Mr. E. H. Jones was
elected president.
Mr. Chas. H. Evans was elected secretary.
President Jones reported that already aver 100 members had enrolled and the
outlook was encouraging.
The constitution and by-laws was read. Upon motion of Mr. Lambeth, seconded
by Mr. Krosby, the constitution was adopted as read.
Some discussion arose,-over section 12 of the by laws, which read "The member-
ship of one member of a family shall be considered as extending Library and
and reading room facilities to minor children in the same family.
Upon motion of Mr. Krosby the above section was stricken out and the followup
section substituted: "The membership of man and wife together with minor
children may be included in one membership ticket.
Upon motion of Prof Hollins.
Section eighteen was added to the bylaws which says "that when the library is
opened during such hours as directed by the board of directors, the reading
room shall be free to all white minot children.
The by laws as amended were then adopted.

An election of .a board of directors was next held which resulted as follows.
