'I,; , ROUTINE AGENDA A. CALL 'TO ORDER , B. REVIEW MItlUTES FOR APPROVAL The minutes of June 9, 1994 were reviewed. The following corrections were made, on page 2, paragraph 5, line 12, change "county's files" to State*s f ilea. page 1 remove last sentence of "C..; page 4, 1 ine 2, paragraph 1, replace, '~affect" for "effect"; line 6, replacing, "properties" for "property"; line 9 remove "a" from "appraisal", line 10 change "if" to "of"; correct next meeting date'to .Jll1l-14t 1994. A MOTION was made by .l\nn Garris' to approve the minute~"rs ;Jy~y ,.4, ,g~4 as amended, and seconded by,Jill Melkonian. The motion was passea undnimously. , , ~ Discussion was held on reporting unsubstantiated comments in the minutes. ,'The, chairman stated that he will not acc~pt generalizations and unfounded 'comments that .are presented at a meeting without substantiation. It was suggested that Tom Miller write a "Thank You" note to Mr. Daniel's for his presentation, as soon as po~sib1e. b. The Chairman referred to Mr. Jonson's letter and s~ggested the letter and attachments be reviewed by members before any discussion. d. c. Reference was made to the landscaping of ROW on Highway 19, and St. Petersburg obtaining a grant from DOT for landscaping the interstate. It was brought to members' attention that Clearwater no longer has a grant writer, and therefore many of the grants available will not be obtained by the city. Staff will contact st. Petersburg and obtain further details on the grant. Lisa Lanza made a MOTION that the actual planning and landscaping assessment of Highway 19 enforcement be passed on to the Beautification Committee, Motion was seconded by Jill Melkonian. Motion passed unanimously. Members received the responses to the quest column in the st. Pete Times. It was suggested that the members review and discuss the citizens comments at a future meeting. ," '. , : ~.' J .~~:., ~ 2. Undeveloped Properties . " . ~ ' 'J. '< . ~".' Jill Melkonian notified the members that progress is being made in obtaining a list of undeveloped properties in clearwater. She stated that a list had been received from Laura Potter, system programmer of the County; however, some of the sites presented were less than 2 acres. A second request has been made to Ms. Potter regarding sizes of sites of interest. An updated report should be received in a few weeks. Jill Melkonian is to meet with the Pinellas County Real Estate Manager, and will obtain additional information on how to identify and obtain available undeveloped properties. A map, which was prepared by Jill Melkonian indicating various sites from 1.5 to 1 acres, was passed along to members to view. Jill Melkonian stated that she will do further study and present more information in the near future. There was a discussion on some of the possible sites that were shown on the map. Garris notified the members that she has become aware of and has concerns over the fact that the Clearwater Science Center is seriously considering selling the property that is on north end of Clearwater Beach. Mr. Hunter's descendants will have first refusal of the property. Ms. Lanza suggested rezoning the Marine Science Center land as preservation, and purchase the development rights from the Marine' Science Center at a price to be determined. The Chairman requested further pursuit on the stat.us of the Marine Center issue. Ms. Garris made the MO~ION that the city commission be, advised to look at a 40 acre site located on Clearwater Beach, between the last house and the caladesi state pa'rk, which is presently owned by the Clearwater Science Center,. for the purpose of protection, preservation and possible purchase. PIER 60 ENTRANCE The Commission removed all the buildings, swimming pool, rest rooms. There wl.ll be no carnl.val at Pier 60. There will be a natural wood playground and picnic tables with shelter, landscaping and ~n open air pavilion. There also was discussion of construction of II. 300 foot observation tower and restaurant. Hr. Hunt inquired about t~e status of sand dune removal. He was informed that the reason for removal was to improve the vista from the road. " B. MANGROVE PLAN FOR MEMORIAL CAUSEWAY Specifically the commission requested the cutting down of mangroves on the north sl.de of Memorial Causeway to have better view of the ~ater. The staff is against this. staff surveyed the tops of mangrovep along the causeway. Hr. Quillen presented a display that was prepared for the Commission, showing the top of the mangroves along the causeway and what is allowed to be pruned by state rules. He stated that 99\ of the view would not be improved by cutting back to the allowed height. It is staff's recommendation that it would not be beneficial to obtain a permit for only two or three areas. Jill Melkonian made the MOTION that the EAC has reviewed and endorsed the staff study of the Mangrove situation on Memorial Causeway and would like to advise the City Commission, based on this, that anything that would be done under current state regulations would be inadequate and ineffectual in providing a view. It would also be destructive to the effectiveness of the mangroves. Therefore, the EAC recommends that the city take the lead in persuading the state to change its regulations in favor of local overall mangrove management. The motion of seconded by Harry Hunt. LISA LANZA - JAKE STOWERS Lisa Lanza reported that she spoke to .:rake stowers, Assistant County Administrator, and was told that they are looking at the Bayview Bridge pond and realize there is a problem. However, they need to work with the DOT. She also spoke to him about the storm sewer hookups along Allen's Creek, and he cannot understand what the problem is the way it is set up. Individual property owners would have to pay for it and collections made on a monthly basis. A discussion evolved on the annexation of property before allowing stormuater hookup service. Lisa Lanza also spoke to Mr. stowers about the Alligator Creek local agreement and was told that there was no problem with the agreement. IV. NEW BUSINESS '.. :,":~~;. EAC AGENDA PROTOCOL Jill Melkonian suggested that in the future if Citizens items are to take longer than 10 minutes that they request to be put on the regular agenda, rather than citizens Agenda. Recommendation was made that citizens be notified to arrive at 5:00 p.m. for the citizen Agenda. It was also requested that if guests are giving a presentation, it should be completed without interruption, then make notes and have a question period. Everyone agreed to these suggestions. Some of the members received an updated version of Roberts Rule of Order. Ms. Garris made a motion to adjourn. The motion was seconded by Mr. Foley.
