' lilies on the banks of our streams and shorelines to aid in watershed purification, erosion control and beautification. Day lilies can tolerate a high water table. Mr. Miller stated that this haa been looked into by Mr. Mike Ouillen and the day lily program will not be impacted by this proj ect location. The pinellas County Anclotte River Baain Board is interested in funding these types of experimental projects. Ms. Garris made a MOTION HThe EAC is excited about the possibility of the City's Environmental Department working with Ms. Jean Duncan to incorporate the study of hybridization of Day Lilies into the plan of the experimental Water Treatment Project at Allen's Creek." The motion was seconded by Mr. Mosa. It passed unanimously. 1. CHAIR RBPORT 4. Coopers Point Mr. Davis addressed the suggestion of the EAC member's familiarization walk through Coopers Point. The Florida Game and Fresh Water Fish inspectors informed him that a large group walking through that area now would be detrimental, due to the fact that there is an eagles nest near the trail with two fledglings in the nest. He suggested site visits in small groups (one's or two's). It was also recommended the site should be restricted to the press because the birds will be nesting through Mayor June. He made reference of the tragedy which occurred at Lake Seminole. b. Time. ", ''''''':''''~--" After reviewing the handout, presented by Ann Garris, describing the EAC purposes and activities, a few changes were recommended, see attached. In addition, Ms. Garris stated that we need to have more EAC accomplishments listed. Mr. Moss suggested referring to document prepared to substantiate EAC's existence. Some of these suggestions were as follows: EAC recommended strengthening the existing City Tree Protection Ordinance. EAe endorses the New City Tree Protection Ordinance. EAe endorses the minimum white lining implementation of the future Stevenson Creek efforts that have been defined. RAe endorses concepts of bridge projects incorporating stormwater quality improvements beyond mitigation requirements. EAC reviewed the City Comprehensive Plan. SAC encouraged inclusion of desirable Rice Lake restoration project in Stevenson Creek. c. Downtown Lakes project'costs Were stated to be approximately $10 million. This includea approximately $G to 7 million dollars for land acquisition. Funding for the project has not been determined. The City is developing a concept that would involve the development of a cooperative in the downtown area. Property owners that would be effected by the development of the downtown lake project would. rather than selling their property outright to the City, donate property to the City for development, however, retain development interest in the project. The City is considering acquiring a total of 45 acres rather than the original 19 acres. Mangroves Ms. Garris was unable to locate anything before the Legislature on Mangroves at present, however, she will continue to search. As a' direct result of this Committee's investigation, Terry Finch is taking a group from Tampa Bay Watch out to Spoil Island and they will be cleaning up the filament line. II. Old Business -~' , Ms. Lanza restated Mr. Early Sorrinson' s interest in becoming an EAC committee member. He is a member of an old family in clearwater, works for DEP, and has already put an application into the City Clerk's Office. Stor.mwater Treatment Pond Location priorities/policy Allen's Creek Project Mr. Morris discussed Allen's Creek Pond location where the stormwater is being diverted into the treatment system. Mr. Miller stated the polluted water is being diverted into sediment traps and surge ponds through filters and back into the Creek. Mr. Morris questioned the erosion control materials used along the creek. Mr. Miller said the City doesn't own that property, therefore, material use cannot be controled. ,', /<,.' " t~.. Del Oro Project Mr. Davis indicated that the EAC has been given the opportunity te set ,priorities for establishing stermwater treatment facilities and pOlicies in , thin regard., A recent meeting was held concerning the installation of a stormwater treatment facility for the Del Ore subdivision. The project developed, as a result of a need to repair dilapidated roads in the subdivision. In order for this to occur, the stormwater system which is failing,' and causing failure of the roads. needs to be repaired. In order to upgrade the system to today's standards, a stormwater treatment pond would need, to be' constructed in the park. The pipes could be.replaced with same ,size pipes and no other upgrade to the system without the construction of a pond. ',However, it would not eliminate localized flooding -along Bayshore ,Blvd. or be constructed to current standards. The community is concerned .about the maintenance of the pond and its aesthetics. Mr. Miller has , proposed that a citizens's task force be assigned' to assist the City in the 'development of the' site. The EAC discussed the various options for the design of the pond and other stormwater treatment devices. The Del Ore Board of ' Directors was,' to meet after this community meeting and respond to the , City'S staff'with their recommendations. Ms. Lanza pointed that homeowners need to be educated in addressing their own , drainage problems to utili~e such means as cisterns, french drains, l.-etaining ,.water in, swales on their own property, etc. We need to get the community "involved through education so they know that they are contributing to a water pollution problem that'effect us all. Mr. Miller said what really needs to be decided is where we have a completely urbanized area, what should our priorities be in placing a pond? The analogy was used where the state needs to build a road, the state buys the land, and they build the necessary roads -- Stormwater retention ponds are necessary for cleaner water quality.
