The meeting was called to order by the Chairman, Mr. Davis in Conference Room B of
the City Hall Annex on January 13, 1994 at 4:07 P.M.
x. ROUTINE AGBNDA

B. REVIEW MINUTBS POR APPROVAL
The minutes of December 9, 1993 were reviewed and corrections made. Ms. Donovan's
name was ~eplaced with Mr. Foley's name. Also added "...the 'proposed' State Law
on management...."on Page 2, line 6 under Mangrove Issue. No further corrections
were made, and a motion was made by Ms. Melkonian to approve the minutes of December
9, 1993, and motion was seconded by Ms. Garris.
. C. CONPIRM AGENDA
Ms. Garris requested the committee to review ADA Requirements. It was decided to
add this issue to the agenda under "New Business", for review.

1. 'Discus. Permanent Board Statu.
After discussion on the ~ssue of the EAC becoming a Board, Ms. Garris made
a MOTION "To request the commission to officially designate the Environmental
Advisory committee as an Environmental Advisory Board with the same status of
other Advisory Boards. This motion was seconded by Mr. Moss. The motion
passed unanimously.
2. Mangrove Trimming -
Mr. .Miller' stated that a request has been received to trim mangroves and
. , , seagrapes on the causeway. Since there is no law stating that seagrapes
cannot be pruned, the Parka Department were allowed to trim the seagrapes
along the causeway. Certain criteria will need to be followed for mangrove
tri1lllling. Management will be presented with a plan as to what needs be done.
This'removal will need to be contracted out, since Parks Department does not
have the'personnel available. A management pilot program has not, as yet,
been established to be presented to DEP for the Causeway. The handout on
Charlotte County Board of County Commissioners Mangrove Protection issue was
discuDsed by committee members. Charlotte County's proposed solution is to
encourage citizens to plant Mangroves by giving them incentives. Members

were notified of a meeting to be held with DEP on January 19, to discuss the
proposed revisions on Mangrove Protection. Members agreed that the City
should maintain a stronger control over mangroves than the state, and
discourage trimming as much as possible. Mo. Garris presented her reasons
for approval of the pilot program for the causeway. Mangrove issue was
deferred by the Commission until the February meeting until further direction
has been obtain from EAe.
3. Sensitive Land List
Me Melkonian stated she was notified by the county that they have the GIS
system which can be used to obtain information on open areas. Mr. Miller
explained the GIS system to the new members, and also explained how this
would be of great assistance in obtaining information where land was
available. A discussion was held on the Sensitive Environmental Lands
Definition that Mr. Miller presented to the City Manager. Mr. Foley inquired
if properties suitable for retention would be covered in the definition
presented. Mr. Miller confirmed this was covered by Item "en. Ms. Finch
otated the definitions were constructed broad enough to cover a large scope
of issues. Ms. Finch also notified the members that the city Commission
wishes EAC to define the properties considered for the purpose of purchasing.
Mr. Foley made a MOTION to "Request that the Environmental Advisory
Committee accept the Sensitive Environmental Lands Definition as presented
and forward it to the Commission." The Motion was seconded by Ms. Melkonian.
Discussion followed. Ms. Garris wished to know at what point does the list
become effective, and what legal issues need to be considered, before
additional time is spent in locating suitable property. Mr. Miller will
request Mr. Galbraith'S advise on this issue. All in favor, motion passed
unanimously.
4. Mid Pi~811ap Plan Report

Alligator Creek Report
Mr. Foley presented a brief summary on Alligator Creek, and stated that this
creek has been impacted by development without protection of the floodplain,
creating erosion, and causing flooding due to siltation and obstruction.
Some industries are in this area, which will be reviewed. A Plan that has
been.approved by the pinellas Anclote River Basin Board has allocated half of
the funding, the other half to be obtained from the participants. He
reviewed the participants in the plan, i.e. Clearwater, Pinellas County,
'Safety Harbor, and SWFMD, stating that Clearwater would be the leading
agency. The funding and the inter-local agreement has been prepared. Mr.
Foley stated he would expect a.basin plan design ready for implementation in
approximately a year, and at that the EAC can participate in reviewing plans
at that time. ' Further discussion continued involving the cost of this plan.
Mr. Foley stated that the creek itself will be looked at where erosion is
taking place and how to eliminate this problem. Mr. Foley explained that the
'County Master Drainage Plan addressed flooding. The Watershed Plan is to
;, address, not only flooding, but physical problems, (i.e., erosion,
'sedimentation and water quality and habitat enhancement). Present day basin
plan is' a total design for drainage for the basin along the length of the
, creek.'.

'Mr. Miller reported that he has been requested to bring forward to the City
Commission an Environmental Management 5-Year capital Watershed and Water

Resource Project Plan. The members will receive a copy before the next
meeting. Mr. Miller explained that the reports will be a one page text on
each project, and will include status and budgett along with a conceptual
design. Mr. Miller gave a brief description of some of the procedures needed
to be followed with Capital Improvement Funds, and listed some of the
projects that will be involved. The Chairman stated that this will give EAC
the opportunity to be aware of the projects Environmental Management plans
to pursue over the next 5 years. Ms. Melkonian requested early mailing of
the 5-year plan.
b. Environmental Programs

Mr. Miller introduced Ms. Terry Fincht and presented a brief description of
her background. Ms. Finch gave a brief summary of her responsibilities as
Watershed Management Supervisor, and stated that at times consultants assist
her in not only the hydraulics but in evaluating how eco systems work within
the community. The Airpark land fi 11 site was discussed t and Ms. Finch
explained some of the difficulties the city was having with the land fill
sitet and the options available before development can commence on this site.
Ms. Finch presently is in the process of completing the Watershed Management
Plan for Alligator Creek, and will then work on the Mid pinellas Agreement.
Ms. Finch explained the difficulties encountered in preparing these
agreements, mainly the jurisdictional capital improvement funding, and
presented some examples. Ms. Finch explained the Hazardous Waste and Ambient
water Monitoring programs. A discussion was held on permitting of New
Marinas and the problems existing with fuel facilities, and that stronger
restrictions are needed for the fuel overflow. An inquiry was made whether
the city presently is able to do water testing with the Ambient Water
Monitoring Program. Mr. Miller stated that the City does not do any salt
water testing as the County does the marine testing. However, funds are
available to have this reviewed as a special project on a contractual basis
in an emergency. Mr. Foley inquired if there were plans to do sediment
testing anywhere in the City? Ms. Finch replied no since the lab is not
equipped to do that type of testing.

CITIZENS AGENDA
No citizens present.
A discussion was held on how citizens could be made aware of the EAC
meetings. Several suggestions were presented. Ms. Melkonian suggested
placing a block in the newspaper requesting citizens to notify city staff of
concerned environmental issues. Ms. Garris suggested contacting Diane
Steinle of Bt petersburg Timest and see if she would be interested in doing
an 'article on environmental issues, so that EAC may obtain input from the
general public on concerned environmental issues. It was also suggested a
standard announcement of EAC monthly meeting be placed in the Tampa Tribune,
North pinellas Community Agenda, stating that the public is invited to attend
the Environmental Advisory Committee meetings and present environmental
concerns. Mr. Moss stated he would contact Ms. Steinle on this issue, Ms.
'Garris will take care of notifying the Beach News and the Chairman will
contact Tampa Tribune. It was also suggested to obtain input from various
clubs. The Chairman stated that the citizen should he notified to be
prepared to give a brief presentation, 10-15 minutes, so that issues could be
discussed by the committee. Mr. Miller can be contacted to place citizens on
on the agenda.

On October 4, p!nellas County sent the City of Clearwater a resolution which
, basically requested that Clearwater and Largo provide sanitary sewer service
to those residents within Clearwater's jurisdiction and those who would like

to have our service, to hook up their septic tanks to Clearwater's sanitary
system without requiring annexation. The City ordinance on connection and
service was reviewed, which states anyone who wishes to acquire City's sewer
service will need to annex into the city, whereby a commensary fee is
charged. Mr. Miller reviewed prior City Manager's letter on requirements
before hookup could be done. A health hazard has not been declared. A
discussion resulted as to who should pay for hook up, and various option were
discussed. The first goal is that creeks be cleaned up and any pollution
discharge should be controlled. How it is done, is a political issue. The
County estimates approximately 2230 properties would be affected. A more
accurate count was requested. It was decided by members to refrain from
making a decision on this until additional data has been obtained.
B. AMERICAN DISABILITY ACT REQUIREMENTS
Ms. Garris discussed her dissatisfaction of excessive concreting in a park on
Clearwater Beach off Mandalay Avenue, to accommodate ADA requirements. Ms.
Garris suggested other alternatives could have been considered to eliminate
the use of such a large amount of cement. Mr. Miller will speak to Mr.
Wilson about this issue and will return with additional information next
meeting.
Mr. Foley requested' that his book review on npolluting for Pleasure" be
copied and distributed to committee members. Mr. Foley stated he was
presenting this for information only at this time.
The next meeting is scheduled for Thursday, February 10, 1993 at 4:00 P.M.
