Parks and Recreation Board Minutes
Monday, January 23, 1995
The regular meeting of the Parks and Recreation Board was held at
the Clearwater Beach Recreation Center on Monday, January 23, 1995
at 6:30 p.m. Members present included Mr. Henry Cruise, Mr. Gary
Giordano, Mr. Donald Harris, Mr. stephen Guss, Mr. Michael
Stafford, Chairman Charles Weaver, Mrs. Deborah Hobbs, and Mr.
William Kirbas. Also in attendance were Ms. Carrie Huntley, Mr.
Ream Wilson, Mr. Art Kader, Mr. steve Miller, and Mr. John Llauget.
Mr. steve Miller conducted a tour of the newly renovated recreation
center for Board members. Mr. Miller explained each room of the
building and types of programs that would be conducted in the
rooms. He indicated that a concrete patio has been constructed on
the east side of the building and that a wood deck will be
constructed on the south side. He said that a formal opening of
the renovated building will be conducted in February and that Board
members will receive invitations. Mr. Miller said that the social
hall of the buildinq will accommodate approximatelY 220 people. He
explained that the kitchen is primarily for catering type
activities and that the busiest room in the buildinq is expected to
be the "game room". He said the weight area (free and fixed
weights) is expected to be popular with a charge of $1.00 per visit
or $10.00 per month. Considerable discussion ensued regarding the
building.
Regarding the Board minutes of November 28, 1994, Mr. Weaver
pointed out a mistake where he is referred to as "Mr. Clark" in the
third line of paragraph 3. Mr. Wilson said that this would be
changed to "Mr.' Weaver" . Mr. Kirbas made a motion that the minutes
be approved as amended. The motion was seconded by Mr. Cruise and
approved.
'Mr. Giordano discussed with Board members a letter that is being
sent by the Board to the Mayor and City commissioners wherein the
Board recommends against any further development of beach property
"at pier 60. Mr. Giordano read the letter to members which was
approved. Mr. Wilson informed members that he would' have the
letter typed on new Board stationary and have it siqned by Mr.
Giordano.
The meeting was turned over to Ms. Carrie Huntley of Information
Management to discuss with Board members the televising of future
Board meetings. Members had previously received a letter from Mr.
Jeffrey Harper, Information Management Director, along with
"Helpful Hints for Being on Camera". Ms. Huntley discussed much of

this information with Board members and indicated that Board
meetings will be started at 6: 30 p.m. and that they will be
televised "live". Therefore, Ms. Huntley said it is importa.nt that
the meetings be started on time and that as many members as
possible be present. She said that dress is up to individual Board
members. She indicated that members should be aware of the
audience and that it is always best to follow Robert's Rules of
Order. She said members should uspeak up" and that microphones
will be placed in front of each member. General discussion took
place as to where members and staff would sit. It was decided that
the nine members would sit in the location now used by the city
Commission, City Manager and City Attorney. Staff will sit in
locations now used by the PUblic Works Director, City Clerk, etc.
A question was raised as to whether or not the Board would be
taking any more field trips of facilities. Mr. wilson responded
that all meetings would be conducted in the city commission
Chambers and any field trips would probably have to be scheduled as
special meetings. Mr. Harris asked if name plates were going to be
available for Board members. Ms. Huntley indicated that this would
be up to the department and Mr. Wilson responded that he would look
into this. The first meeting to be televised will be February 27,
1995. Ms. Huntley said it might be good for members to be
approximately fifteen minutes early so that they could get
accustomed to the new setting. Also, Mr. Guss indicated that if
members had to be very early for each meeting, he would have a
difficult time. He said he has a hard time making the 6:30 p.m.
meeting because of work but has not missed any meetings this past
year. Ms. Huntley said that it was not necessary for members to be
very early, but indicated it would be good to be approximately five
minutes ahead of time. She also said that there was no set time
limit for meetings and that meetings would be finished at such time
as the agenda is done. It was also suggested that Mr. Weaver, as
a new Chairman of the Parks and Recreation Board, give a brief
overview of the purpose of the Board and the schedule of meeting
times and dates for the general public. This will probably be done
at the first part of the first meeting. General discussion ensued
and members thanked Ms. Huntley for her attendance and information.
Reports
Board Attendance - Mr. Wilson distributed copies of Board
attendance for the previous twelve months. He said that city
ordinance requires the staff liaison for each Advisory Board to
keep attendance and to submit monthly reports to the City Clerk
setting forth absences of Board members. He asked members if they
,would like to 'see this report on a monthly basis. The general
consensus was that this report would be given to the Board once or
twice a year or as requested by Board members.

CaQital Projects - Mr. Kader gave a brief overview of work
currently progressing on the Countryside Community Recreation
Center Building. He said he is meeting with Florida Power
representatives tomorrow about parking on the right-of-way. He
said the building has a budget of $1,377,000. He said a dirt berm
has already been constructed in the park to help buffer adjacent
residences. Members asked how many people it will take to run the
center. Mr. Kader responded that seven full time employees will be
required. However, staff is looking at existing employees to try,
to transfer as many as possible to the new facility when it is
open. Additional employees might have to be requested from the
City Commission. Mr. Kader also said that the Clearwater Beach
Recreation Center building will be finished and ready for a grand
opening in February. Mrs. Hobbs asked if there would be free
parking. Mr. Kader responded that parking will be free on the
Florida Power property immediately north of the recreation
building. However, the parking lot to the west has parking meters.
Mr. Kirbas indicated that parking was free after 6:00 p.m. in the
metered lot.
Crest Lake Park - Mr. Kader said that the sidewalk to be
constructed along the west side of the park will be installed
within two or three weeks. He also said that the lighting project
is now complete. Mr. Kader showed a brief floor plan of a proposed
restroom facility for the park. He informed members that monies
are included in this year's Capital Improvement Budget for the
construction of a new restroom building. original thought by staff
was that the new building would be located close to the playground
apparatus area and would be constructed similar to those restrooms
on Clearwater Beach. However, Mr. Wilson indicated a concern that
Lt. Jeff Kronschnabl and other police officers felt that continued
undesirable problems could even occur at the new proposed location.
This being the case, Mr. Wilson said that he did not want to
construct another restroom that might have to be closed.
Therefore, staff reviewed the existing restroom building where the
ladies room continues to be open but the mens room is closed. The
original architect said that the existing building could be
renovated into individual units for men and women. He also said
that it will be handicap accessible with the individual units.
This design would also leave space available for a maintenance
employee on site full time. Mr. Kader informed members that the
park is currently maintained by a roving staff of employees that
spend approximately 1,800 productive hours at the park. He said
that this same number of hours could be transferred to one employee
at the park on a full time basis who could better monitor the
restroom condition. Also, Mr. Wilson said that the restroom, if
constructed and renovated, might be opened only during times that
the groundskeeper is on site. At such time as the groundskeeper
leaves, it would be locked. Considerable discussion ensued
regarding this project. Mrs. Hobbs asked if a restroom building
was necessary. Mr. Kader responded that the department has had
numerous requests and also that it is required according to ADA.

FOllowing discussion, it was decided that Mr. Weaver, who lives
across the street from the park, will take the plans to discuss
with his neighbors. Also, a meeting might be set on site with the
neighbors, Mr. Rader, and Mr. Wilson to discuss the same
information that was discussed tonight with Board members.
Findings from these discussions will be presented to the Board for
a final recommendation as to where and what type of restroom
facility might be constructed at Crest Lake Park. Mr. Wilson said
that he would try to have this information for the February Board
meeting.
Annual Report to city Commission - Mr. Wilson reminded members that
the Annual Parks and Recreation Department Board report to the city
Comm~ssion is scheduled for August 17, 1995.
Use of Letterhead - Mr. 'Wilson explained that letterhead paper has
been prepared for correspondence of actions taken by the Parks and
Recreation Board and other Advisory Boards. He said that any
comments by an individual would have to be on other stationary.
However, on recommendations from the Board or on actions taken by
the Board, letterhead stationary is now available.
Martin Luther Kino Center - Mr. Miller explained that a committee
of residents has been formed at the Martin Luther King Center to
discuss programs and activities as discussed at the last meeting by
Ms. Diane Fowler. He said that ten volunteers have met and have
developed a goal statement of involving participants as well as
parents and residents. He said his staff is excited about this
project as residents will become more involved in planning
programs.

Mr. Guss said he was concerned about an article that was recently
in the newspaper concerning dogs at Crest Lake Park. He felt this
sent a bad message to the public by inviting unleashed dogs to city
parks~ He asked Mr. Wilson what the city policy is. Mr. Wilson
responded that City Ordinance states that all dogs must be on a
leash and owners must pick up after their dogs. He also said that
the Parks and Recreation Department may post "No Dogs Allowed"
signs in parks where picniCking or food is served. Mr. Guss said
he just felt that the newspaper story gives a message that could
cause problems in other facilities. Mr. Guss also asked about the
property owned by the city on Highland Avenue at Seabreeze. Mr.
Wilson and Mr. Kader indicated that they were not aware of anything
happening to the property and any activity on the property might be
reSUlting from a private project or from Public Works. Mr. Wilson
stated that they would check on this.

Mr. Giordano said that he enjoyed his tenure as "Chairman of the
Parks and Recreation Board" and looked forward to continuing to
serve as a member. Members thanked Mr. Giordano for his
chairmanship.
Mr. Harris asked what would happen if the Board voted on a subject
and the vote was a four to four tie. Mr. Kirbas said that it would
be a dead issue and would have to be reconsidered at another time.
Mr.. Harris also asked if proxy votes were allowed. Members
discussed this and Hr. Wilson stated that he didn't t.bink so but he
would check with the City Clerk.

Mr. Kirbas expressed a concern about the role OJ: 'l:;h-r-J&~,
Recreation Board. He asked "Who are we?U and "Are we advisory?u.
Mr. Wilson explained that the Parks and Recreation Board is
advisory and that they could make recommendations or give advice to
staff, the City Manager or City commission on any sUbjects they
feel pertinent to Parks and Recreation issues throughout the city.
Mr. Harris said that the Board needs to be more active and Mr.
Kirbasaqreed. Mr. Wilson responded that he sees more activity
occurring, within the Board already by the membership that is
currently appointed. He and Board members felt that with Board
meetings being televised, the Board will become more involved in
city 'issues and in recommendations to the city commission.
Mr. stafford asked if a light was going to be installed by the
playground apparatus at the Kings Highway Recreation Center. Mr.
wilson and Mr. Kader said that a light will be installed.
