L',' ~~,......, >'.~ ~;; TOWN MEETING March 26, 1991 The City Commission of the City of Clearwater met at Memorial Civic Center with the following members present: Rita Garvey Sue Berfie1d Lee Regulsk; William Nunamaker Richard Fitzgerald Also present was: Cynthia E. Goudeau Mayor/Commissioner Vice-Mayor/Commissioner Commissioner Connnissioner Connnissioner City Clerk The meeting was called to order at 7:31 p.m. by Mayor Garvey. Luciano Mendes complained regarding the excessive noise and crulslng problem stating that his guests are disturbed and can get no sleep. Commissioner Regulski responded that on Friday, Saturday and Sunday nights, 40% of the police officers on duty are on Clearwater Beach. He stated the Police Chief has issued orders to be tough on noise violations. , Dr. Richard Dunn, of 440 West Condominiums, stated that there are noise problems year round and there is a particular problem with excessively loud music coming ft'om the Adam1s Mark Caribbean Gulf Hotel Tlkki Bar. They have called the police and maintained a log of complaints and have talked to the 'Adam1s Mark management with no results. He also complained regarding a low flying airplane towing advertising. Ann Garris than~ed the Connnission for appointing the Blue Ribbon Task Force for. Clearwater Beach and asked that action be taken regarding their reconunendations. , Sam Vasquez, Walter Ropp, and William Moreland, complained regarding the noise coming from the Adam's Mark Caribbean Gulf Hotel Tikki Bar. Deborah Weibel, representing the Old Clearwater Bay Association, requestp.d consideY:'ation of including that area in the Downtown Redevelopment District. She requestedmore.codeenforcement in the area. ' , Hal Erzurum and Raymond Carter also spoke to the noise created by the Adam's Mark Hotel. Mr. Carter indicated some of the problems were due to the structure of 440 West allowing the noise to echo up the walls of the building. He also spoke regarding the advertising airplane. Ruth DuChateu, representing Clearview Lake Homeowners Association, complained regarding a house in the neighborhood stating that newspapers are left , in the driveway, concrete blocks are in the yard and weeds are overgrown. It was requested these complaints be investigated. Ken Rosenow spoke regarding the noise problems on the beach and the lack of enforcement of the noise ordinance. He reported an incident over the past weekend in which a youth decided to disrobe in the middle of the street. He indicated a police officer had to swerve in order to miss the person but did not stop to issue a citation. Grace Sordell also spoke regarding the suspicious house in the Clearview Lake neighborhodd. She stated trucks are coming through the neighborhood just riding around. , . " .' '. Luciano Mendes had a suggestion regarding the traffic gridlock problems on the beach stating it would be more effective to strategically locate officers on the beach. David little asked that the pol ice be required to enforce the codes already on the books.
