n ITEM # 3 - CLEARWATER MAIN STREET CONCEPT
Mr. Deegan introduced Mr. Peter Gozza who then turned the meeting over to Ms. Judi
Hackett. Ms. Hackett gave an overview of the Main Street Program including the use of a
slide presentation. Ms. Hackett covered the "Four-Point Approachu:
Organization Promotion Design
Economic Restructuring
which is a practical downtown management strategy used in the Main Street Program. She
also covered the eight guiding principles to the Main Street approach which are:
Comprehensive
Asset Exploitation
Incremental
Quality
Self-Help
Change
PubliclPrivate Partnership
Implementation - Oriented
Ms. Hackett stressed the importance of encouraging economic vitality while maintaining
character and the importance of the involvement of the entUe community.
Ms. Hackett acknowledged Steve Fowler for his work on the before and after photographs.
She then turned the floor back to Mr. Goua.

Mr. Gozza explained the City of Clearwater Downtown Partnership. A handout explaining
the three segments of the partnership:
Recruitment & Retention Group
Design Group
Promotions Group

and what groups would most likely cover each of the areas was used by Mr. Gozza in
explaining the Partnership program. He also explained what each of the three partnership
, groups would be responsible to implement and carry out and that there would be a quarterly
performance review by the Mayor of Clearwater and chaiIpersons from the Chamber of
Commerce, DCA, eRA and DDB to make sure that progress was being made and that the
Partnership was moving in the right direction.

. Mr. Gozza then opened the floor up for discussion. Discussion included the need for
volu'nteerS. financing for rehabilitation, tenant interest in rehabilitation and development of the
Downtown East End Project and encouraging Downtown residents.
Mr. Howard Groth expressed his feeling that Clearwater had focused on retail for Downtown
over the past 20 years and perhaps a different direction should be taken. Mr. AI Bitrnan
stated that during the last 10-1S years the push has been towards offices, not retaiL
Helen Wheelis noted that for the first time the public has been asked what they want to see
happen downtown and that then: has been a significant change in the last year in more people
involvement and activity. She sighted the leadership of Peter Oozza and Judi Hackett.

Ms. Pat Lokey noted the success of her new store location in Downtown and attributed this
success to visible location and attractiveness of her storefront. Mr. Deegan stated that a debt
of thanks was owed to Ms. Lokey for her investment and that other property owners need to
step forward and follow her example.
Ms. Rose Phifer spoke of her frustration with Downtown and that she had come to this
meeting with a letter stating her intent to sell her entire block with little regard to price. She
then stated that she was happy that she had come to this meeting and that after listening to
this discussion she feels that members of the committees are serious and there is much
improvement. She stated that it looks as if we really want to get Downtown going.
Commissioner Berfield then referred to Pat Lokey's success setting an example for other
businesses to follow. Ms. Berfield said everyone needs to work together. as seen tonight, in a
community effort with the inclusion of retail. offices. entertainment, etc.
Commissioner Thomas also referred to Ms. Lokey's example of success and noted that other
current merchants need to be responsive to customer needs. He also noted the need for
Downtown residency and that he feels positive about the things that are now happening.
reiterating that this is just the beginning.
Commissioner Deegan asked for an update from each of the four committees working through
the DDB. Elise Winters gave a brief description of what the Design Committee is working
on and what the committee's function is. She stated that a draft was being put together. An
update on the Retention Recruitment Committee was given by Judi Hackett and Mike Neville.
A recap of the Promotions Committee was given by Pattie Hanke.
Ms. Hackett noted that the food for the evening was prepared by Lonni's Restaurant, which
will be opening a restaurant in Downtown soon. and that the food was furnished by Florida
Power with a special thanks to Buzz David and Mike Meidel.
Commissioner Deegan recapped the City of Clearwater Downtown Partnership proposal
and asked if all groups were in favor of adopting the plan. Commissioner Thomas moved
that the joint board adopt the City of Clearwater Partnership as presented The motion was
seconded by AI Bitman and was unWlimously carried.
Commissioner Deegan then called for any further discussion or comments.
Helen Wheelis stated that she felt the Town Meeting fonnat should be continued on a
quarterly basis. Mayor Garvey noted that all meetings are open to the public.
Commissioner Thomas requested a different seating fonnat at future meetings of this nature.
He also publicly thanked Phil Henderson for the leadership and superb job he has done while
serving on the DDB on behalf of the Oty of Clearwater, Commissioners of Clearwater. the
eRA and citizens of Clearwater.

. Phil Henderson noted that the current momentum needs to continue and things will not
happen overnight. He stated that he was enthusiastic about the future and would have run for
the DDB again if he were not to be so busy with the Chamber of Commerce.
ITEM # 4 - OlHER BUSINESS
Commissioner Berfield encouraged people to think and talk positive about Downtown. She
stated that positive words go a lot further than negative words.

Joyce Baskin stated that she was opening a new shop in the 700 Block of Court Street which
will be antiques and a boutique. She noted her excitement about the turnout for this meeting
and the year coming up for Oearwater.
