The meeting was caUed to order by the Chair at 2:00 p.m. in the Commission Chambers of City Hall.
Mr. Blckerstaffe led the Invocation and Pledge of Allegiance. Chairman Merriam outlined the
procedures for conditional uses and advised that anyone adversely affected by a decision of the
Planning and Zoning Board, with regard to conditional uses, has two weeks from this date In which
to file an appesI through the City Clerk Department. Florida Law requires any party appealing a
decision of this Board to have a record of the proceedings to support the appeal.
By motion duly seconded, the minutes of the May 16, 1995 meeting were approved as submitted.

Ms. Glatthorn gave the background of the case and presented, In writing, the staff recommendation.
Ms. Nixon suggested adding a condition #6, regarding site lighting. Mr. Baron wanted to know why
there is no sidewalk and asked about the landscaping on the east side.
Applicant, Peter Glanflllppo, 1167 Beechman Road, and the applicant's representative, Charles Perry,
attorney, 1100 Cleveland. were present. Mr. Perry stated that the displaying of three cars in front,
using landscaping will look very nice to the area, and because of erltering off the side street it will
cause a reduction of traffic on Cleveland Street. He summarized the hours of operation, which Is less
than any other business In the area.
In answer to a board questions, Mr. Gianfilippo stated that there are no sidewalks on Hillcrest, only on
Cleveland Avenue, and there are two other buildings to the right will continue as they are operating
now, as a beauty shop and telephone soliciting company.
There were no persons present to speak In favor or In opposition to this request.

Ms. Glatthorn gave the background of the case and presented, in writing, the staff recommendation.
Applicant representative, Ed Armstrong, attorney, 911 Chestnut Street, stated that this request is for
an expansion 0.6 acre, and they have worked closely with the neighbor to the south and that his
applicant agrees with all eight conditions presented by staff. Sandy Lfoveras, 29228 US Hwy 19 N,
who is the engineer of the project, was also present.
Mr. Bickerstaffe was concerned with the entry and suggested that it be more of a taper. Mr. L.loveras
stated that it is a D.O.T. road and any changes would have to be approved through them. Mr.
Bickerstaffe stated that other properties have a turn off lane, a deceleration type lane, to get off Gulf-
to-Bay Boulevard.
Fire hydrant location was discussed. Mr. Lloveras stated that there are several on Gulf-to-Bay, and
that there will be an additional one, not a relocation of one. He stated that there were four mobile
homes sitting on this expansion area.
Ms. Nixon stated that the problem with the site lighting is still on.golng. Discussion ensued with Mr.
Armstrong regarding the angle at which the lights are being turned downward and he stated that he
would make sure to have this taken care of for the entire site.
Mr. Mazur had questions regarding "Exhibit B" stating the requirements for the landscaping to be done
for this expansion area, and he pointed out that the landscaping requirements have not been taken care
of per the 1989 certified site plan, and suggested it be added as a condition to this expansion site plan.
Ms. Nixon stated she would lIke to see the addition of a condition In regards to the site lighting for the
whole Lokey property.

A motion was made by Mr. Carassas to approve this request subject to the following conditions: 1 )

Ms. Glatthorn gave the background of the case and presented, in writing, the staff recommendation.
Applicant representative, Paul Hall, 883 Lance Road, Tarpon Springs, who sits on the board of
directors. He stated that students of St. Petersburg Junior College, and families in the area use their
facility. The location of the play area was discussed. Mr. Hall stated, after being questioned by the
board members as to why they picked the side closest to the residents, that because the other side
Is closest to the college parking lot and for the lack of shade trees.
Discussion regarding the modular type buildings and fencing ensued.
There were no persons present to speak in favor of this request.
In opposition, Mark Younker, representing Michael Hale, 162 Fernwood Ave., stated that his client
feels It will be a nuisance to the residential community. He also stated the dangerto the children being
located off Drew Street, which Is heavily traveled and rush hour traffic will worsen, making the area
more congested. The noise level is a major factor and he states that his client will not be able to enjoy
his surroundings with this day care across the street.
Mr. Han, In rebutta\, stated that this is not close to Drew Street, that the fence is located on Fernwood
Avenue. In response to the concern regarding the children's safety, he stated they will not be without
supervision at any time when they are outdoors.
Discussion ensued regarding the location of the playground, and the effect It will have on the residents
across Fernwood. Mr. Hall said the children will be outdoors around 9:00 a.m. The board members
asked about restricting the time this would occur, so the neighbors wouldn't be bothered with noise
early morning. Ms. Nixon suggested a trial period to see if there arB any problems with the noise
concern from the residents.
A motion was made by Mr. Keyes to continue this request to July 18, 1995, to give the applicant time
to consider moving the location of the playground (and day care structure). Mr. HaU was asked to
bring In bigger site plans, as these were difficult to read. Mr. Carassas seconded for discussion;
stating that only one person came to object, and doesn't see any need to continue this Item. Motion
was duly seconded, and carried 6 to 1, with Mr. Carassas voting "nay".

Ms. Glatthorn gave the background of the case and presented, in writing, the staff recommendation.
Applicant representative, Grog Rehm, 721 Lakeviaw Road, stated that he agrees with the conditions
stated In the staff report. This area Is to be used as storage only, which will be behind a fence.
There ware no persons present to speak in favor or in opposition to this item.
Storage of boxes and tractor trailers sitting beside the building was discussed. Dumpsters will be on
the east side, but the exact location is not known untUlt is discussed with Sanitation Department, and
they will be visually barricaded.

Discussion ensued regarding questions asked by the board members. Ms. Glatthorn stated she would
bring to Mr. Shuford their concerns, Including warehouse store reduction, marina parking, clarification
of the wording for multiple family, and legality of elderly and low income parking as proposed.
A motion was made by Mr. Mazurfor endorsement to the City Commission of this Ordinance. The
motion was duly seconded, and carried unanimously.

LAND DEVELOPMENT CODE; CREATING SECTION 42.36; CODe OF ORDINANCES, TO
AL.L.OW OUTDOOR SALES DISPLAYS IN CONJUNCTION WITH CONFORMING INDOOR RETAIL
SALES USES; TO ESTABLISH SIZE AND LOCATIONAL REQUIREMENTS THEREFORE;
PROVIDING AN EFFECTIVE DATE.
