The EAC members were informed that Dr. Harris had sent his lettcr of resignation, and a new member, (Mr.
Jack Moss) hus been nominated by the Mayor.

A. REVIEW MINUTES FOR APPROVAL
The minutes of August 12. 1993 were reviewed and correction made Pllgc 2, line 2. to eliminate ,"was initiated".
There were no further corrections to minutes. Approval of the minutes was postponed until a quorum was'
present.' Therc were no furthcr corrections to Mr. Foley's revision of the July 13, 1993 special mecting minutes,
which were mailed out previously to EAC members.

A. CITY COMMISSION STATUS ON IlAYSIDE ARBORS
Mr'-Miller informed the EAC memb~rs that on Septcmber 2,1993, the Commission unanimously llpproved the

Mr. Miller informed membtmi that Pinellas County completed all of the mapping for Part II of National
Pollutant Discharge Elimination Discharge (NPDES), and is to pre,scnlthis to EPA in September. Prescnl1y
wailing for EPA's response on Part II of the application. A discussion evolved on various possible violations and
whether the penalties scheduled wcre adequate. Mr. Miller stated that his main concern Was the
implementation of the ordinance since the City of CleHrwater docs not have an environmcntal staff to enforce
the ordinance: The county is going to handle enforcement, using existing slaff and enforce on a case by case
~ basis as complaints arc received within the County. Mr. Miller informed the members that sites will be rctro-
fitted for stormwater treatment when they come in for redevelopment.
The Chairman requested that the EAC be given the opportunity to look al a viable draft of the storm water
ordinance before fmal approval. Mr. Foley notified the EAC members that a public hearing will be held on the
Model Stormwater Ordinance at the County Commission for public input on September 28. Mr. Miller stated
tJmt he would have a draft copy oC the Model Stormwatcr Ordinance available to members prior to next months
meeting. A discussion took place on the disposal of halurdous waste. Mr. Miller notified the EAC members
that the environmental staff had just completed l\ brochure which will indicate how to dispose oC household and
commercial hazardous waste.

Mr. Foley slaled that the County had a program putting slormwaterretention ponds on all of their road work.
Mr. Miller stated that marc could have been done with Keene Road extension, and that he believes everything
possible should be done to enhance waler quality at this site.
C. MID.PINELLAS PLAN
Mr. Miller slated there is not much to report on the progress of the Mid Pinellas Plnn. A meeting was held with
the project managers and SWFWMD and they arc preparing I he Mid Pinellas Plnn for approval. Mr. Miller gave
a status report of the olher cilies involved in the 111terlocal Agreemenl.
E,OTHER
Mr. Foley stated he, attended a meeting on Allen's Creek with approximately 10 Coalition members. He
informed the EAC members that the presentation addressed lhe selected number of residential homes, vacant
or Cor sale, which arc considered for removal for retention area. A short discussion evolved on a system of
pumping water fro,:u pond to pond, which is being considered for Allcn's Creek.
D. REVIEW OF MANGROVE ORDINANCE STATUS
Mr. Miller informed the EAC members that the commission has requested a Comprehensive Presentation on
Mangroves. A new ordinance will have to be created to amcnd the Tree Ordinance to include Mangrove
. Protection. This revision is not expected to go before the Commission before November. The Chairman stated
that unless the content of the Tree Ordinance differs from the original presentation, it was not necessary to
present it before the EAC members. Mr. Miller reviewed the City of Clearwater's concern with mangrove
trimming, and presented comparisons between the City and State requirements.
. A discussion was held on Plumb School and the'removal of at least 50 large trces from this site. Mr. Miller
presented information to the EAC members on the Florida Statutes referencing to schools thnt wish to
redevelop their properties. The City staff is looking inlo this issue, imd Curther investigation is underway to see
if proper procedures were followed by the School Board at this school site.

Since a quorum wus not present, the commiltec was unable to ma.ke nominalions. Mr. Foley stnted that since
he has served as Vice-Chairman, if nominated he would nccept the office of Chairman. Ms. Melkon:an statcd
shc would be willing to acccpt the office of Vice-Chuirman. Mr. Morris stated that he was not able to serve at
this time. The Chairman requested the secrelary to inquire of members not present, if they would be willing
to serve II!> Chairman or Vice-Chairman, if nominated. Ms. Donovan, Sharpe and Lanza subsequently advised
the secretary that they would not be able to serve. Mr. Hunt is ineligible to continue. .'
REVIEW OF EAC FUNCTIONALITY QUESTIONNAIRES
The ilEAC Functionality Assessment Furm II questionnaires that were returned, numbering 5, were reviewed
. individually and disCUSGcd py members. The Chairman slated that no atlemptto synopsize the comments would
bci initiated pending receipt of forms from other 4 members. The Chairman stated that he would forward to the
Commission the accomplishment record of EAC, and state that further comments are to follow at a future date.

A DiscUSSiOl1..::~gi on the Sunshine Law and whether the constraints cu~taU the EAC's ability to accomp~ish
goals. Members also voiced their dissatisfaction of not being notified of site work construction in sufficient time
for their input. Members stated they would like to have tlw unknown parcels of environmental sites identified,
so that efforts could be madc to protects these sites. Mr. Miller offered to request the County to obtain that
information from their GIS s)'stem, locating all undeveloped, open space property in the County. Mr. Miller
stated he would discuss this with Mr. Polatly to see how this information can be obtained.

OTHEU
A discussion ensued on oil spills. and the most effective way to contain a spill is at the spill site as soon as
possible. Several EAC members all fcltlhat Sl. Petersburg Beach should have received assistance sooner. Mr.
Miller informed the members that the city has its own spill contingency plan for the marina, but not for
ClL:arwllter Beach. Anyone who transports, moves, hauls, distributes, or stores pctroleum products in required
by law to have their own spill contingency plan. Mr. Miller also informed the EAC members that Clearwater
had its own spill on the same day, where someone had spilled approximately 5 gallons of roofing'tar into
Coachman Pnrk. The City crew removed as much as possible physically, since vacuum equipment was not
available.
Mr. Miller staLed that the City of Clcarwuter has come to the point of redevelopment, and suggested that
perhaps the committee should begin 10 think about identifying areas UmL could be designated as open space.'
Mr. Hunt supported Mr. Miller's previous presentation addressing the need to redevelop the downtown area.
A discussion followed. .

EAC endorses Phase A, of Alternative 2, and recommends that
the City proceed expeditiously. The ERG recommends that
Phase B, of Alternative 2, be reviewed and amended to

hardlining, while providing environmental enhancement and

Land Use Changes and Stream Qu~lity

Individuals who study streams know that stream
channels are formed and maintained by the
frequent high flows which occur. on an annual
basis. This dynamic equilibrium can be altered
by changes in climate I or changes in the
hydrologic cycle. The hydrologic cycle refers to
the fate of precipitation which can either end up
as runoff, infiltrate into the ground, be stored in
depressions or be given back to the atmosphere
as evapotranspiration. Land use changes such
as the conversion of forest for agricultural uses,
or for residential and commercial development
can have a dramatic effect on the hydrologic
cycle.
This occurs principally because these land use
changes permit more runoff to occur and allow it
to concentrate faster. When this happens,
stream channels respond by enlarging to
accommodate the greater volume of runoff
generated by peak annual storms. It is not
unusual for stream channels to enlarge more
than twenty-fold after development. Thomas
Hammer, in a 1973 landmark study, found that
stream channels enlarged to twenty times their
original cross sectional area as a result of
urbanization in the Baltimore to Philadelphia
corridor. The process that he documented was
. still underway several decades after
development had increased the runoff regime.
The process of channel enlargement, while it
can be initiated by changes in land use which
alter the hydrologic cycle, can proceed like a
chain reaction, once started. As stream channels
enlarge, they generate excess sediment from
bank erosion. Often this sediment exceeds the
transport c~pacity of the stream; thus it creates
depositional features immediately downstream of

its source. These deposits reduce the capacity
of the channel to carry the frequent high flows.
The response of the stream is to erode its banks
in order to regain its capacity. This process
generates even more sediment which causes
more bank erosion downstream. The process
thus accelerates in a downstream direction.
Stormwater management attempts to minimize
the alterations to the hydrologic cycle. For
example, in Maryland, the stormwater
management law', states that its purpose is to
maintain the pre.Jevelopment characteristics of
runoff. "1 0 the extent that stormwater
mar.agement is successful, the pre-development
pe,~k discharge rates are maintained for two and
ten, year storms. A two-year storm is tDe
approximate discharge that generates bankfull
(or channel maintaining flows). If development
has increased the volume of runoff and
pre-development discharge rates are
maintained, then the duration of bankfull flows is
increased. Stream channels will often enlarge
under this scenario. Again, once the process of
channel erosion starts it may not return to
equilibrium for decades.
During this period of channel enlargement
accelerated by excess sediment, streams are
very nearly devoid of aquatic life. Fine sediment
fills all the spaces in the gravel and rocks that
cover the stream bed. Aquatic insects which
inhabit the bottom of the stream are unable to
survive. These insects perform many important
functions in a healthy stream. They process the
leaf fall and other organic material that enters
the stream and they become food for larger
organisms such as fish. When these aquatic
insects are gone, most fish disappear and the

inputs. of leaves and twigs flush downstream
where they decay anaerobically, depleting
downstream receiving waters of oxygen.
Recently, techniques have been developed for
restoring degraded streams. A stream
classification system developed by David
Rosgen while he worked with the U.S. Forest
Service, is being used to determine stable forms
of stream channels. The technique enables one
to restore stable width depth ratios, meander
radii, and sinuosity when it is out of pattern.
Once the correct geometry has been
determined, non-structural techniques such as
bank stabilization with root fans of trees, and
revegetation of banks .can be used to restore a
natural looking stream channel which provides
good habitat for aquatic life. Tre, following
example is one successful effort.
Quail Creek begins at the confluenee of two first
order tributaries approximately 200 feet north of
Phoenix Road in Baltimore County. The stream,
from Phoenix Road downstre"am to its
confluence with the Gunpowder River is a total
length of 7,100 feet. A five-acre stormwater
management detention pond was constructed
enclosing the confluence of the two tributaries
within the confines of the pond. During a rainfall
event ( 5 inches in; a 24-hour period) in early
May, 1989, the facllity breached from a piping
failure. Approximately 120 cubic yards of earth
washed into the channel of Quail Creek as a
result of the breach.
A restoration order that required the restoration
of Quail Creek to healthy condition was given to
the developer responsible for the stormwater
management facility. Brightwater, Inc. was hired
by the owner to assess the condition of the
stream and prescribe th~ appropriate restoration
measures both type and extent.
The stream was visually inspected by the author
in June 1989, less than 4 weeks after the failure
event. A total of fifteen eroding banks were
judged to be in need of stabilization.

In addition, there was heavy accumulation of fine
sediment (D50 < 2mm) in all of the pools and
riffles from the Phoenix Road bridge downstre~m
for approximately 2500 feet. All of the riffle
sections in this reach were completely imbedded
with fine sediment to such an extent that
coarser substrate was not even visible. Pools
had fine sediment accumulations of up to 2 feet
deep. During the course of the next year fine
sediment accumulated throughout the remainder
of the downstream reaches. In the lower 1000
feet of the stream immediately upstream of its
confluence with the Gunpowder River, an
accumulation of 3000 cubic yards of fresh
deposition was measured as of July 1990.
Quail Creek had a healthy population of brook
trout, salvelinis fontinalis, as documented in
surveys conducted by the Freshwater Fisheries
Division of the, Maryland Department of Natural
Resources as late. as 1986. Surveys in the
summer of 1989 showed one brown trout, salmo
trutta I and no brook trout.. Macro-invertebrate
populations were practically absent in the upper
2000 feet of channel.

The prescription for the restoration of Quail
Creek involved the restoration of stable width
depth ratio where sediment deposition had
altered it to a reduced WID ratio. This had been
responsible for causing a convergence of
stresses in the near bank regions and
accelerating bank erosion on the outside of
meander bends; additionally, it had increased
the width depth ratio in straight reaches such
that a flat cross-section developed which created
convergence of stress in the near bank regions
of both banks. These processes were both
evident and clearly were causing accelerated
bank erosion. The prescribed treatment involved
four measures:
(1) Removal of dams which were causing lateral
bank erosion;
(2) Removal of large point bars and mid-channel
bars (with an excavator) which were constricting
flows and accelerating bank erosion;

(3)Removal of fine 'sediment from the stream
bed with a hydraulic suction dredge; and

The debris dam, mechanical removal of large
. deposits (bars), and hydraulic removal of fine
sediment were accomplished the winter of
1989~ 1990. The stabilization of banks was
completed in July 1990.
'Monitoring by Brightwatert Inc. included the
selection of sampling. stations for
mac;:ro-invertebrate and fish collections,
continuous monitoring of water temperature,
stability of selected restored reaches with
surveyed, permanent cross sections and particle
size distribution by pebble counts.

In conclusion, the restoration of Quail Creek has
resulted in the recovery of spawning activity of
eastern brook trout, a resurgence of
macro-invertebrate populations, the reduction of
the percent of fine (< 2 mm.) sediment in the
stream bed and stable banks reducing sediment
supply to a level that can be transported by the
stream system.

Dear Friends,
I'm sorry that I was the only member of our committee present,
Thursday,. at the City Commission meeti~q to hear attorney Tim Johnson
express his riqhteous indionation that his client had been "expelled"
from our meetlno. The Mavor was so busy assurinq him that we had been
properly disciplined....~he Commission so anxious to hear from the
people of Seville after keepinq them so late at niqht, that the whole
issue of whether or not the City' should purchase the property was never
discussed.
Of course we should not have asked the developer and his
representative to leave a "oublie" meetinq. However.. in the emotion of
the moment.. havinq just been told we'd be, sued if we, tried to stop the
development and not understandino what that meant.. it is not surprising
that none of us remembered this ,fact. Al thouqh stated in a hesi tant
voice.. there is no question but what it was intimidatin~ to be told we
would be sued. Only a lawyer can tell us whether this was a form of
harassment o~ not.
There are times when the moral imperative is more imoortant than
the leoalitv of an issue. Our recommendatipn to the City Commission
was, I' believe.. morally riqht and we should have had the courage to
pursue it. Instead of writing to chastise us for our leqal snaffu (if
th~t's what it is), the Commission should, instead, send the City
Attorney to advise us what we can leqally do to petition our government
to purchase this bit of environmentally important land in our city.

Subject: Effectiveness of Environmental Advisory Committee
If the Envlronmentai Advisory Committee accomplished nothing more
than educatin~ ten citizens. each year, on the, diversity and difficulty
of environmental issues in Clearwater, it would be worthwhile.
Unfortunately we are olowing new qround in an area which has been sadly
neq1ected in Clearwater for too lona. It's like being attacked by bees
and not knowinq which to sl~p first. I think we're making progress.

Althouqh we haven't accomplished what we hoped. We have at least
~ade a beginninq. Certainly the Environmental Advisor~ Committee must
continue in some form. To say that recreation, beautification and
marine affairs need citizen inout and not the environment is to ignore
the' multiple environmental problems facinq Clearwater. All of these
advisory boards have, dealt wi~h controversial issues in, their time.
It's not surprisinq that we have done so.

,r feel that we,shou1d have less debate and more decisions. We
should be creative in brinqinq the organizations and citizens of our
community into the battle to save our environment, rather than
recommending'more tasks for the already overworked staff. Is it the
Sunshine Law which prevents us workinq as a. committee to do some
environmental education as a group? -
I, personally, have learned a lot and appreciated working with
creatiVe and carinq people to do what we,can to protect our
'environment.

When I received the County Commission resolution requesting unincorporated rcside:1ts in the
,Lake Chautaqua area be allowed to ,connect to 'the City's sewer system, I asked the engineering
department to do a very preliminary cost ::l1a)ysis of providing the service. That cost estimate
is attached.
If th6 C~unty staff has determined the septic taitks in question are the actual cause of the lake
pollution, I would recommend the ,unincorporated properties be allowed to connect to the city
sewer system. I
Because the properties are locat'ed outside the city, I would further recommend that the
construction and maintenance of the collection system be borne either by the property owners
or. the county and'that onty'the existing structures, pe allowed to connect without annexat~on.
