The meeting was called to order at 4: 05 p.m. by Acting Chairman
Foley in the D.R.C. Conference Room at the city Hall Annex on
August'~9, 1992.
I. ROUTINE AGENDA
A. REVIEW MINUTES FOR APPROVAL
A motion was made by Mr. DeBlaker to approve the minutes of
July 8, 1992. The motion carried unanimously.

There were no changes to the agenda, as written, for this
meeting.
II. OLD BUSINESS

A. DISCUSSION OF COMMISSION RESPONSE TO EAC JUNE 12, 1992
LETTER (RE: EAC ACTIONS)
Mr. Foley stated that this was discussed at the last meeting and
resulted.in a new set of By-Laws. Mr. Miller said that the
By-Laws were originally adopted on July 19, 1990. The shading
indicates additions and the strike-throughs are deletions. The
date when this committee signs off on it will be inserted. .Also,
noted will be any changes recommended by the commission, and then
the date the EAC ratifies the revised By-Laws.

B. DISCUSS AND APPROVE AMENDED BY-LAWS
A motion to accept and approve the By-Law changes, which were
mutually made by the city commission and the Environmental
Advisory Committee, was made by Mr. DeBlaker, and seconded by
Ms. Garris. The motion carried 'unanimously.

Mr. Foley requested that Mr. Miller advise the Commission that
this committee has accepted the Amended By-Laws after full
discussion in, previous meetings and that the Amended By-Laws
should reflect the date of August 19, 1992 as being the
acceptance date.
C. ASSESS!!ENT/ACTION RECOMMENDATIONS RELATIVE TO
COMPREHENSIVE W~TERSHED MANAGEMENT PLAN FOR CLEARWATER '
Acting Chairman Foley explained that the Comprehensive watershed
i 'Management Plan was bro~ght to the EAC last year in the form of a
: thic~ document and that it was essentially a plan for the city
!.~and an NPDES permit contra~ all in one document. The city
, . nage~pul~e~ the NPDES permit due to deadlines in reporting to
the federal government. EAC was in favor of this action;
however, the' Watershed Management Plan was put into the
background and, therefore, is still in the planning stage.

Mr. Miller further explained that, at the time the EAC was
discussing this plan, pinellas County did not fully support the
City's Comprehensive Watersh,ed Management Plan concept primarily
because of Allen's creek. The county has apparently prioritized
structural components of a Watershed Program whereas the city
'~elieves that more attention needs to be given to education,
source controls and non-structural activity. The county believes
in working more in the stream corridor ,and the city believes you
should go to the Watershed and find the sources of the pollution
. so that the water reaching the creeks is cleaner. It is less
expensive to turn off the wate~'problems before they become water
problems. In addition, Pinellas county prefers to look at living
resource criteria as opposed to water quality criteria. The
difficulty with this approach is in reaching consensus on what
animals, plants, etc. you would like to preserve or protect.
Also, there are both marine and fresh water systems to protect in
Clearwater. Therefore, how do you treat the two fairly, and how
do you maintain and operate a system that may have both of these
resources if you are looking for unified living resource
protection alternatives. Mr. Miller stated that this is not the
intent of what the federal government is looking for. The
county's program appears contrary to what the state of Florida
mandates to protect water quality.
Mr. Miller distributed a policy manual to each member for hiS/her
review which explains how he believes the. city of Clearwater
should address Watershed Planning and how it should relate
specifically to the Allen's creek Project. This document has
been provided to the city Manager's office and is currently under
review by them. He would like each one to review this manual so
that the Committee can provide their recommendations to the city
Commission if asked to provide EAC recommendations.

Mr. Miller stated that he is interested in accomplishing the
following:

Combining an educational program for residential home owners by
linking them up with the professional community, who would come
in and look at a neighborhood and help ,the residents identify
things they could do in their neighborhood to reduce or eliminate
pollution into the storm sewer ~ystem. This would take the form
of Tampa Bay National Estuaries Program, called the Florida
Neighborhoods Program, as we saw several months ago.
Mr. ~iller would also like this same procedure followed in the
business community. Businesses are paying huge sums of money
, into the storm water utility fee fund. He would like all of
their storm water systems revisited and reviewed to see if 'the
existing storm water systems are working properly. Then, make
suggestions on what the property owners could do to their
existing storm sewer ponds, including looking at the wastes they
are generating, and determine if they are disposing of these
wastes in the proper manner or if other measures could be taken
to eliminate or otherwise pretreat the wastes. If they are able
. to improve their land usage, the city would consi~er giving them
a reduced storm wat~r utility fee.
He also stated that the federal government is inclined, at the,
present time, to giving serious thought to modified ordinances.
Mr. Miller plans to propose a strong water ordinar.ce that
eliminates industrial and commercial waste into the storm water
system. Also,.he plans to propose we not only look at things
being discharged into the sanitary system that are now permitted,
but consider also developing a plan to encourage businesses to
pretreat those things or take them out of the sanitary system.
There was an in-depth discussion regarding various items in the
policy manual and how the county differs with the City in their
approach to Watershed Management.
Acting chairman Foley said that he felt the committee is going to
have to either support a city plan or suggest modifications to a
city plan.
III. NEW BUSINESS
A. BRAINSTORMING SESSION
The EAC heard responses from each members, in turn, regarding
projects or issues which they believed important for the
commission to consider. Mr. Foley chose to summarize the
discussion and will provide the summary for incorporation into
the final minutes ~or comfuittee approval at the next meeting (See
attached Brainstorming Session Notes) .

I.Membershlp nnd Terms:
Staff recommends that a body of tcn (10) citizens who are permanent residents of Clearwater be appointed by
tbe Commission. Following an advertisement for interested parties filed by the City Clerk, a pool of interested
citizens will be developed. Each Commissioner will appoint one (1) representative for 8 3~year term. Tbe
remaining five (5) members will be appointed by a vote of the full 'Commission. Three of the five (5) members
selected from the pool and affirmed by a vote of the Commission shall serve for a 2~year term. Two (2)
remaining members selected from the pool and affirmed by,a vote of the Commission shall serve for a I-year
term.
1I.Medlngs, Olliccrs and Rules:
(a)The committee shall meet quarterly and at such other times as the board, by majority vote. mllY fand
necessary. Not more than one regular meeting per month shall be rou.tincly scheduled. (Amended and
Approved by E.A.C. August 19, 1992)
(b)The committee shall select a chairman, vice chairman and such other officers as it may find necessary, from
its membership.
(c), The committee may adopt such rule of procedure as it fmds necessary, which shall not be in
conflict with Florida law or ordinances of the City. Standing subcommittees shall not be
established. (Amended and Approved by E.A.C. August 19, 1992)
(d) , Each officer shall serve for a term of one year. The Chairman shan be limited to a onC year
term of office and shall Dot serve consecutive tcrms of office during appointment to the
committee. (Approved by EA.C. May 15, 1991)
111. Removal:
The City Commission shall have the power to remove any member of the Clearwater Environmental Advisory
CommiUee for misconduct, any conflict or neglect of duty. In addition, the City Manager shall have the power
to remove any member because of the unexcused 'absence of the member from meetings of the Commillee as
provided in Section 22.06 of thc City Code (Le., three (3) unexcused absences in a calendar year).
IV. , Duties:
The Environmental Advisory Committee of the City of Clearwater shall provide citizens insight to the City
Commission and City Stare on environmental activities and issues within and affecting the city. The committce
will identify and assess significant environmental objectives and review and provide recommendations on selected
projects including, any designated by the commission. (Amended and Approved by E.A.C. August 19. 1992)
City Stnff support will be utilized in categorizing issues and prioritizing resulting recommendations for
. Commission action. Requests for information and stuff work shall be by consensus of the Committee Ilnd in
keeping with the City Commission policy regarding projccts and requests for stnff work, i.e., staff projects or .
reports generated at tbe majority request of the Committee requiring more thun eight (8) hours of work must
also be approved by a majority VOle of the City Commission. (Approved by E.A.C. June lOt 1992)

Brainstorming Session Notes
In a round table discussion each member contributed ideas l'lOd conunents related to
environmental conccms. The following is a summary of that session.

Water Conservation
. There is 'a water crisis on the horizon, and people need to be kept' aware of this fact. We
necd to be moving on watcr reuse projects more quickly. All the squa~')bling over who
, pays for what now wiU only cause the crisis to occur ~oOller. We need to be sending,
. treate~ water back to inland lakes and irrigation systems for infIltration or bc storing it in
deep wells, if practical, as soon as possible.' .

Lawn watering rules continue to need to be enforced. Encourage consclvation of ':Vater in
the home by insulation of hot water pipes to prevent wasting rulming water when waiting
for the hot water to reach the faucets, toilet dams, and by other methods that reduce
consumption.

Coopers Point
Restore and preserve undeveloped areas on Coopers point. Remove the Brazilian pepper
and exotic weeds that are proliferating there. Mayhe a program with the ~olIege to enable
them to restore the area through their science/environmental class program could be
established.
Alligator Creek
Trash, weeds, and siltation in the creck are a problem. More green space along the creek
should be preserved. .
Beach Comm~nity
South end of bench has little or no drainnge in rainstonns. An environmentally safe
drainage system to keep streets from flooding would help.
Gr~cn Space
More green space needs to be preserved in the city where ever possible. 1\.10re trees need
to be pImlted in areas where too many have been removed.
Zoning .
\Ve nce,d stricter zoning along roadways to provide and preserve as much green space as
. possible.

Sand Key Park at North end of Sand Key
A large area there which is mowcd could be restored to a more natural habitat for the many
birds which have no refuge when migrating through this arca. Habil4lt restoration would
require less mowing and could be scenic improvement.
Turf and Garden Chemicals nnd Fertilizers
The use of fertilizers and sprays in Clcarw(lter should be looked at to dctemline the level
or use. Is excess use a problem and, if so, how serious is it? How many tons of those -
chemicals are sold in Clearwater each year and how much is entering the water systems?
, Are some types of chemicals that arc now being used just not appropriate for a beach
community?
ClearWater as an Environmcntall\1ccca
Ideally, Clearwater will encourage a strong environmental ethic by promoting ideas:
projects and inStitutions which' will bring attention to this' City for its environmental
a~hievements. The Marine Science Center is regularly portrayed by local and national
news for its unique accomplislunents. The sailing center and the world famous beach also
invite visitors. Clearwater has been quick 10 establish rc~ycling. More environmental
achievements of this order will only increase this cities value.
Storm Water Traps and Best t\1anagement Pn\ctices
Surface water improvement systems such as structural underground dry wells, french
drains, silt basinsJ and B1\.1P's need to be designed and tried out in selected locations so that
we can study their effects and rate them. TlUs will enable us to decide which systems
should be implemented on a city wide scale. Small projects implemented quickly and at
low cost will have long tenn benefits when city wide systems arc planned. Our unique soils
nnd ground water hydrology will causes some designs to work better than others and we
need to know which systems provide the best solution.
Natural Gas
Recent scientific ortic1es on natural gas show that it has fewer environmental problems then
gasoline. How could we encourage more people to install natural gas systems in their
homes and cars. .
Government Cooperation
'There needs to me more cooperation between governments. Local taxes have steadily
risen and the lack of cooperation only breeds waste. The city and county should ,york
closely and cooperate to avoid wasting money and time.
Stann \Vnter Utility Fee
The stonn water utility fee is bccoming an issue again because many people fail to see
performance. Where are the clean wilter projects? Every woter body fails to mcet
minimum clean water standards. What is being done? Clearwater is in danger attracting
media attention.ifthis gets out. Clearwater must be know for the way in which it solves it's
clean \Vah~l' issues.

fluidized sand bypassing. Ac.tually , with new improvements I can
shave that amount a bit. I should probably have used the approach
I did with Doctors Pass in Venice, where I offered them 3 versions
with different estimates.. For Dunedin Pass, this would look like:
1 - "Goon" (bare minimum, no frills, manual operation, one pipe
system designed to keep pass open for water circulation and
improved lagoon water quality, small boat passage only)

There are many possible variations and permutations that could
affec~ those cost estimates either up or down. My preferred mode
of operatio~s ~ould be:
(1) to discuss, the various options with a steering committee to
find out what is actually wanted;
(2) perform a 'conceptual design and modify it till the steering

committee accepts it, at a reasonable fee of approximataly $4,500;
(3) farm out the engineering analysis and design [probably in
the range of $25-50,000], to include specifications nnd
construction d7awing~ ,~o allow any contractor to construct;
(4) obtain ~he necessary permits [either by me or county];
(5) put the construction OU~ for bids 'to marine contractors
'with their price. to include a license/royalties on my patents; and
(6) contractor performs -the construction of the syst.em and

Staff recommends that n body of tcn (10) citizens who me permanent residents of Clearwater be IIppointed by
the Commission. Following an advertisement for interested par~ies Jiled by the City Clerk, a pool of interested
citizens will be developed. Each Commissioner will appoint one (1) representative for n 3-year term. The
. remaining' live (5) members will be appointed by a vote of the full Commission. Three of the five (5) members
selected from the pool and affirmed by a vote of the Commission shall serve for a 2-yenr term. 'fwo (2)

term.

(d) Each officer shall serve for a term of one year. The Chairman shall be limited to n one year
term of office ami shall nol serve consecutive terms of office during appointment to the
committee. (Approved by E.A.C. May 15, 1991)
III. Removal:
The City Commission shall have lhe power to remove any member of the Clearwater Environmental Advisory
Committee for miscouduct, any conflict or neglect of duty. In addition, the City Mamlger sball have the power
'to remove any member because of lhe unexcused absence of the member from meetings of the CommiUee as
provided in Section 22.06 of the City Code (i.e., three (3) unexcused absences in a calendar year). .

The meeting Was called to order at 4:05 P.M. by the Chairman, Mr. Hunt, in Conference Room B in the City
Hall Annex on September 9, 1992.
A. REVIEW MINUTES FOR APPROVAL
Correction to 'minutes of August 19, page 2, hem C, line 5, replace "expcditedll for "pulled". No further changes;
motion made by Mr. Jonson to approve minutes, and seconded by Mr. DeBlaker. The motion carried
unanimously.
n. CONFIRM AGENDA
The Agenda was presented to the Environmental Advisory Committee. The Chairman, recommended discussing
New Business first, since Mr. Montgomery from Camp Dresser & McKee was present to nnswer any questions
on Dunedin Pass. Mr. Hunt recommended that the official title of New Business meeting should be addressed
as "Clearwater Harbor Issues," since a variety of issues muy be discussed, not just Dunedin Pass.
II; NEW BUSINESS
A~ Clcanvllter Hurbor Issues (Dunedin Pass discussion)
The committee wus notified that the commission has receivcd COM drafts, however nothing has been placed
on the agenda relativc to the Dunedin Pass project. It was notcd lhutthe EAC has bcen requested by the City
Commission to review the reopening of Dunedin Pass from an environmental perspective. The City Commission'
is expected to review thc issue of reopening the pass in the nellr future.
Mr. Miller informed the members that the report received by tbe EAC members, referencing Dunedin Puss, Was
assemhled wilh the ussistance of COM, Walker & Asso. and the County. Mr. Miller stated that Mr.
Montgomery of COM, WIIS present to answer questions and address any inquires in reference to the Pass isslle.
The County was requested to be present at Lhe meeting, but Were unable to attend. A discllssion ensued with
members expressing lheir individulll concerns regarding reopcning of Dunedin Puss. A brief synopsis is provided
in Attachment B.

Mr. Hunt slated that everyone originally expected wHter quality would be greatly improved if the pa.'iS were
opened. II has been determined, howcver, by various studies that there will be no overwhelming environmcntal
benefit to the harbor by opening the pass. As indicated in lite report, the new channel as proposed would not
be stable, and would require eontinuOlls ma\l\tcnum.:e dredging. CDM docs not believe permits would be readity
obtainable duc to thc cxtensive issues involvcd. Therc is also the largc cost expcnditure to consider.

Dunedin Pass. Mr. Montgomery suggested thatlhe procedurcs presented by Dyncqs, Ltd. were relativcly new,
and proceeded to explnin how CDM derived their costs.
Mr. Foley discussed the bencfits, as well as thc negative aspects of rcopening the pass, also what impact this
would have on the harbor in cast.: of future severe storms. CDM replied that recent modeling studies regarding
the opening of the Pusst revealed that it would slightly increase the total tidal prism of the harbor. Mr. Foley.
made a motion that the City should drop the issue of opening Dunedin pllSS and release funds designuted for
other recreational facilities.
Mr. DcBlaker believed that there would be a great impact on the harbor from dredging the pass, and further
turbidity would Occur in maintaining the pass. He believes the pollutants need to be eliminated. He docs not
believe it is worth the expense, since there will not be a significant improvement in lhe waler quality. Mr.
DcBlaker stated he believes that the greater interest is not concerned about environment issues, but that of the
tourist and commercial gains.
Mr. Jonson stated in reviewing environmental benefits vcrses environmental costs, that there does not appear
to be a preponderance of benefits with the opening of the pass. It appears benefits would be mainly recreational.
There appears to be a significant reluctance on permiuing agency to approve project, which indicated natural
inclination against project. There would be no sharing in the fundin~ of this 'project.
Ms. Donovan staled thal in the evahl<ltion by the County, it was stated that the project had a certain amount or
questionable bcnefits, and would result in a significant adverse impact. Bcncnts arc dubious. Ms. Donovan
suggested looking for other ways to obtain water quality. The purpose of the project seems to provide
alternatives for boaters and would only increase beach traffic on islands. Ms. Donovan inquired as to reason
for the EAC reviewing the pass issue and why the County withdrew support for the project.
Mr. Reuter presenled his thoughts on huving rip tide. jellies implemented to develop beach, and also ways of
preserving beaches via structural improvemcnts. Mr. Montgomery explllined some of the negative aspecls of
jellies. A discussion enslIed refcrcncing to rip tide jellies, und developing sand bars LO prcserve beach re-
nourishments.

pl~rsonnel, nnd after identifying himself as a EAC member, discussed issues of the report with the county
personnel. Mr. Hunt resents the faclthat other committee members opinion will nol receive any creditability with
the counly. This documenl was never diilcusscd wilh the commitlee, nor has anyinformalion been supplied to
the City Commission.
Mr: Foley questioned Mr. Hunt's Letter. Mr. Miller conlirmcd the letter stating that initial awareness of the
,occurrence resulted when a member of Environmental Staff was notified that the Allen's Creek document was
provided to Pin ell us county. Mr. Miller went into more detail as to the discussions that had occurred, and thal
senior managemcnt reconfirmed Mr. Miller's information. Mr. Miller statcd thatlhc relationship between the
City and COllnty has bcen adversely affected by this incidcnl, especially since a problem had previously existed.
The rcfulionship relative to Allen's Creek has been severely impaired.
Mr. Foley gave a descriplion of what had transpired, that he had contacted the County with specific questions
related to Allen's Creek project. He questioned who wus in charge of project, and what was county's policy
relating to the cooperation issue presented in document. Mr., Foley also confirmed that he asked questions while
reading the maps, such ilS what phase was g9ing first, what the time frame was, and mutters of this nature. Me.
Foley then spoke to the 'manager in reference to the cooperation policy, Hnd was informed that the County
enjoyed cooperating with municipalities. Mr. Fuley sWted that it is important to him to be able to fully'
understand documents before voting. Since lhe report stated Allen's Creek, City of ClearWHter and Pincllns
County WllS mentioned, he wished to ask Pinellas County abollttheir views. Mr. Foley stated he did provide a
copy of the report to the Manager of Pinellns County. Mr. Foley remarked he did not believe the letter gave
an accurate description of what had .occurred.
Motion carried. Five for, and Mr. Foley opposed.
Mr. Hunt replied that Mr. Foley had n right, as a citizen of the county to ask questions, but not to state he
represented the Envirom'lCntlll Advisory Committee, since the EAC had not formally discussed the issue. Mr.
Foley slllted he br.lieves the County is anxious to present the watershed plan to EAC members, Mr. Hunl has
been given a different impression as to the eagerness of County to participate. Mr.Hunt believes thaI the EAC
Committee OWes a statement to the City Commission, stuting that the EAC is sorry this incident occurred
together with commitments to future restraints.
Mr. Jonson tlmnked Mr. Foley for his description of his meetings, however, since the situation did occur some
appropriate nction needs to be taken: Therefore, Mr. Jonson made a motion that "The EAC regrets the
misunderslanding resulting from recent direct contuet with Pinellas County Environmental Management
personnel. The EAC recognizes its principal advisory responsibility is to the City Commission." The motion Was
seconded by Ms. Donovan. A discussion followed. Mr. Foley disagreed with the conclusion of EAC members.
Mr. DeBlaker answered Mr. Foley that he had gone to the County with a report that was not for publication,
but for review by committee for recommendations.
Ms. Donovan requested that for future reference, the EAe members to be given some direction relative to
distribution constraints on reports received.

I have been advised that one of our EAC members has met
w!1ih Pinell'as County Envir'c'11mental, Management peY'sc,nnel to,
discuss the City of Clearwa~e~ Comprehensive Watershed
Management Plan. EAt members recently received copies of
this document for review and discussion. I do not believe
EAC discussion of the ~lan has been completed or th~t any
member was delegated the authority to represent the EAC in
discussi~ns ,outside the municipality of Clearwater.

My understanding is that the individual identified his
affiliation as an ~AC member as an assist in 'scheduling the
meeting (citizens have ~he ri~ht to independent meetings, of
course). Further, the individual is reported to have tried
to pressure County personhel to provide their concurrence,
with 'his opinion l;:tfthe plans and divisil;:.n of responsibility
between City and County for future ac~ions. Pinellas County
~ersonnel resented the awkward position in 'which they were
placed by being 'asked to criticize the Clearwater plan....in'
the absence of Clearwater City Staff. I am also advised that
County cooperation ma~ be constrained pending further clari~
fying discussions with Clearwater Staff. Such discussions
are potentially difficult because the City Commission has
not yet finalized their plan approval. The EAC received
these documents so that we could provide comment and
advisory to the City. The Commission ~id not expect that
they would receive our ,comments through Pinellas County
personnel inclusive of their attendant critical Y'emarks.
, It'will be difficult to just~fy this action of the EAC
to th~ City Commission. Our responsibility is to advise the
City. We have no mandate to contact outside agencies to
discuss comments that we have not reviewed in our own
meeting, let alone provided to the City, and which the City
has not approved. Individual EAC members do not have the .
authority to speak for the EAC until' the EAC has reviewed
the issues, taken a position, and delegated such authority.
I suspect that Pinellas County will be reluctant to'chance
hc.sting future EAC "c.;:t'::.rdinati~':Inll meetings... .whiJ:h 'deprives
the remainder of the EAC membership of the op~ortunity to
have their. differing or amplifying views considered.
w~ really did not need to provide the City Commission
with this ,immediate example of EAC members overstepping our
~ewly revised and approved statement of objectives. I
believe the EAC owes the City Commission and Staff an
apol6~y ~ogether with a committment to future restraint.

under the Memorial Causeway may be appropriate.

The EAC is also concerned by the gradual closure of
Hurricane Pass. 'The City .=.f Clearwate'r has nl:) di~'el:t
re~ponsibility for this chann~l (at N. end of Caladesi Is.),
however, its closure will further reduce tidal flush~ng of
the harbor and increase tidal stresses in Cleawater Pass.
The EAC suggests that concerned cognizant agencies might
consider the, cost effectivity of a~complishing channel.

I have reviewed the refereilced document provided to the City of Clearwater
Environmental Advisory Committee on August 19. '

I observe that Appendix F categorizes the Allens Creek as impaired with
documented problems caused by septic tanks, drainfields, and lift stations. This
September 1990, report recommends "testing of septic tanks and drainfields ., as soon
as possible. It I didn't see anything indicating resolution of these immediate problems.
1 also observe that the County is proposing to embark on another engineering
study of AlIens Creek. This approach appears to have a 25 - 50 year time frame for
this watershed alone. This study will delay resolving known water quality problems. '
In my opinion, resolving known problems is a more effective solution to water
quality than embarking on another engineering study. This will have the benefit of
achieving partial improvement in a shorter time frame. I am also concerned that the
sole emphasis on Allens Creek will delay resolution of problems within other drainage
basins: Either the County needs to change its approach or educate the public on the
underlying rational for an effort of further study rather than "d9ing". The City of
Clearwater should take a lead role in working with the other cities and the county to
resolve this situation.
I was pleased that one of the Candidates for ,County Commission at a recent
forum called for a "Storm Water Summit" between the cities and the County. ' Such
action would benefit all citizens of Pinell~s County.

The EAC strongly endorses the City'Commission 'determination
to enforce the 1985 sign ordinance. As cited, in the EAC
po~ition comments, 10 June'92, citizens aesthetic benefits
from sign removal .and recent landscaping ~mprovements are
16ng overdue. No business can complain that a recession has
preven~ed its voluntary complian~e with the ordinances
throughout the past seven years. Tacky landmarks have not
grown any less ugly through aging. Future variances should
be minimized.

I also observe that the County is proposing to embark 011 another engineering
study of Aliens Creek. This approach appears to have a 25 - 50 year time frame for
this watershed alone. This study will delay rcsolving known water quality problems. .
In my opinion, resolving known problems is a more effective solution to water
quality than embarking on another engineering study. This will have the benefit of
achieving partial improvement in a shorter time frame. I am also concerned that the
sole emphasis on Aliens Creek will delay -resolution of problems within other drainage
basins. Either the County needs to change its approach or educate the public on the
. undcriying rational fur an effort vf further stuJy rMhcl' thall "uuillg". The City of
Clearwater should take a lead role in wo'rking wilh the other cities and the county to
resolve this situation.
, I was pleased that one of the Candidates for County Commission at a recent
forum called fo~ a "S'torm Water SummitU between the cities and the County. Such
action would benefit aU citizens of Pinel1as County.

2. I think you could make (and may already have) a simple
