October 29. 1990 at g:OI A.M.. with the following members present: Rita Garvey Lee Regulski . Executive Director' Assistant City Manager Economic Development Director Secretary I ' , L:I" ~.. Member Berfield moved to approve the minutes of the September 17. 1990. meeting. The ,motion was duly seconded and carried unanimously. ITEM. III. - Five ear lease a reement with S.T.E.P.P.S. Pro rams Inc. for use of the C.R.A. owned buildin located at 1180 Cleveland Street Gibson's Clearwater Hei ht Sub. Lots 4-8 At ihe Community Redevelopment Agency (~CRA") meeting of September ~. 1990. the CRA approved the concept of leasing the agency-owned property at 1180 Cleveland Street to the S.T.E.P.P.S. Organization. The property will be used for counseling. pregnancy training and day care purposes.' It will also be used as a residency for women in need and their baby and or child. . The S.T.E.P.P.S. organization will pay the CRA $120.000.54 for a GO-month lease. Rent for 'months one through three will be $3.00 ($1.00 per month) with subsequent payments of $2.105.22 monthly for the remaining fifty-seven (57) . months, paymen~ due on the first day of each month. The lease can be terminated by the eRA upon 180 days written notice to the S.T.E.P.P.S. organization. The approval for a conditional use - Group Care. Level III, and child day care - from the Planning and Zoning Board was obtained on October 2. 1990 with the following conditions: 1; Prior to occupancy, all local and state building, fire, health and safety regulations to be complied with;, ' 2. Vehicular access and egress be limited to only the existing west curb cut along Cleveland Street; the easterly curb cut to be removed and a five foot wide landscape buffer strip provided; ( 1 , ' :.;:/',~\':' : . '. " , " I. 1~),,: . ". (.~" 3. The parking area be provided sufficient night lighting and designed in such a manner not to adversely affect surrounding public and private property; 4. The parking area to be properly striped delineating parking spaces and movement and incorporate necessary buffer and interior landscaping pursuant to Section 136.023 of the Code; , . 5. An on-site outdoor play area be provided and so designed to ensure user safety. The S.T.E.P.P.S. organization will be responsible for conditions 1, 3, 4 and 5. The City wi 11 be responsible for condition 2. The cost to the City for meeting condition #2 is estimated to be $303.00 for the removal of the curb cut and from $1336.00 to $2136,00 (depending on the amount and type of plant materials used) for the landscape bufter. The City Attorney has reviewed the lease and included language in Paragraph 8, protecting the City from any liens that could be placed on the property. Jerry Sterristein, Economic Development Director, stated languag~ protecting the City from mechanics liens has been added to the agreement. The effective date of the lease will be 11/1/90. A concern was expressed tha~ information regarding the S.T.E.P.P.S. program was not provided to the Planning & Zoning Board prior to the hearing regarding the conditional use. It was 'reported that a presentation was made at the meeting (~. . and it was fe 1 tall quest ions were an swered. In response to a question, Mrs. Frohlich, S.T.E.P.P.S. Executive Director, stated clients would be limited to a nine month to a year residency at the facil ity. , . A question was raised regarding the cost for the CRA providing the paint for the extet';or of the building.' It was indicated this should not cost more than a'couple of hundred dollars and that S.T.E.P.P.S. would provide the labor. In response to a question regarding the shorter notification period required for termination of the lease by S.T.E.P.P.S., it was indicated this is due to the dollars they will be putting into the facility. , Member Regulski moved to approve a five year 1ease agreement'with S.T.E.P.P.S. Programs, Inc., for use of the CRA owned building located at 1180 Cleveland Street. The motion was duly seconded and carried unanimo~sly.
