The meeting was called to' order by Chairman Logan at 2:20PM.
1. 1595 Ewing Avenue, Clearwater, Florida, James McCraw, Owner, Peter A.
Wright, General Contractor, Representative. Requesting extension of time.
Building plans are being revised. Located in 2nd 'Addition to Belmont
Subdivision, Lots 20, 21, 22, and 23, Block F, Parcel #:
22/29/15/07938/006/0190.
Mr. Wright explained he has been called by Mr. McCraw back in October of last year. What
he has a building which was in disrepair and we. have done some work to date on it. The work
has been stopped as a result of other stuff Mr. McCraw went and did, unbeknownst to me, at
which time, when I saw it actually the building inspector and I saw it about the same time. The
owner wants to remodel the building, add on to the building, and make is presentable to the
community. The problem we are having here is that the inspector feels .that the inspector feels
that it is a hazard, which I will admit that to a point, but the only hazard now is that it is vacant.
We had a problem getting the plans in for review and permitting in that Mr. McCraw travels
quite extensively due to-his business. It is difficult to get a hold of him sometimes. He changes
his mind a lot and I have been making some decisions on my own. The owner means well and
he does not want to see that building tarn down. I do not feel it is a building that needs to be
torn down. We are presently working with a new company. The old company put this on a
back burner. Caddco has actually come up with'something and right now it is at the point which
I have two copies of plans today. Caddco is waiting for an engineer beam which. has to go into

this thing in order to raise the floor and bring everything up to code.
This needs to be brought up to code, electrical, plumbing, and ceiling height. Plans are to raise
the ceiling and extend a portion of the back and in so doing we will probably have to raise the
roof of the building if he wants to occupy it and not use it for storage.
There is also another hazard in this piece of property which are Australian pine trees. It has
ruined this property basically. Alan Mayberry is aware of this problem and he is in the process
of seeing what he can do. There is a fear of one tree falling on this building. Mr. McCraw is
in town right now is talking with a contractor about cutting the trees and getting the necessary
permits. The trees have virtually ruined any parking area, you cannot walk there being bare
footed.
Mr. Nicholson stated other than the potential problem for a tree falling, the trees really have
nothing to do with the safety or the matter before us.
Mr. Logan asks if this is residential property and Mr. Wright affinns this. A two story unit.
Mr. Wright again states he is requesting a time extension. Plans should be completed within
the next two weeks. The permit that was issued to him, he has done that portion of the work.
The owner went in to patch and repair the walls that were seen as damaged. He took upon
himself by tearing everything out. The building, at this time, is gutted. Other than needing
painting, it is safe to walk in there. New doors and ,new locks are on the building. Breaking
a window would be the only means of gaining entry.
Mr. Logan asks how much of a time extension is Mr. Wright requesting?
Mr. Wright asks for at least 90 days which includes to do the work as well. .
Bill Wright passes around pictures of the subject structure. It was issued an unsafe letter on
August 31, 1994. On September 28, 1994 the owner called and stated he wanted to repair it and
he would get a contractor in to put a permit. ' On 10/18/94 Peter Wright pulled a permit to
repair some rafter tails, windows, and some wall repair which, as you can see, was minor. On
11/22/94 contractor came in and said it would be completed in two weeks. That was one month
after he got the permit. On 12/13194 contractor was working on an inspection I had down there
but had not completed it. On 12115 Bill Wright went back there and issued a stop work order
covering removing of all walls, electrical, plumbing, floor joist and the redesigning of the
structure because he had torn out the bathrooms and was going to totally remove them which
was beyond the scope of the work the permit was issued for. On 115195 I sent the letter of
notification of needing drawings from the architect and engineering for stnictural repairs. On
1123/95 the contractor cause in with the old plans. I explained we needed to have the new plans
by changing all of the drawings and stairwells and raising the roof lines. On 2123195 lie filed
for a variance and as of today it has been 54 days since nothing has been done on the building

and he has not come in with plans.
Mr. Walker asks what needs to be done in a nutshell to bring it up to minimum standard? Bill
Wright says he needs floor joists on the second floor, and raised. It is too low already, roof is
too low to the second floor. Stairwells need to be put in and it is eaten up with termites.
Bathrooms need to be put in as he took out the bathroom.
Peter Wright asks Bill Wright to refer to "he" as Mr. McCraw. Discussion ensues as to who
did what,
Peter Wright states he has not done anything since the Stop Work Order has been placed on the
job. Bill Wright says 54 days nothing has been done. Peter Wright has not done anything since
the Stop Work Order has been put on the job. Bill Wright states Peter Wright misunderstood
what he said. Bill states he has not seen any drawings in 54 days. More discussion ensues as
to the delay.
Mr. Walker, as.well as the other board members and Mr. Bill Wright, Mr. Garriott, and Mr.
Chodora all review the drawing Peter Wright brought in.
Mr. Logan asks Peter Wright if he is'fully convinced something will happen now in order for
the board to grant him a time extension. Peter Wright affirms this.
Mr. Logan asks if the structure is worth saving? Peter Wright affirms this.
rMr. Nicholson asks if the issue before the board is safe building or it is full compliance with all
the code regulations? Peter Wright states it is not, at this time, in full compliance with the
codes.
Mr. Nicholson discusses the matter of safety and the building being vacant.
Mr. Nicholson explains when the board grants time extensions, they will only grant it once,
making sure Peter Wright is fully aware of this. The owner has given Peter Wright the freedom
to execute for everything. Peter Wright also states the funding is available for this project.
Bill Wright asks the board if 90 days is granted can we put his permit as withdrawn so we can
follow through with this? Peter Wright states when he gets this job going it will be completed
within 90 days.
Kevin Garriott is questioned as to how long it will take to review the plans for permitting?
Kevin states it could be the same day or the next day.
Mr. Walker asks Peter Wright if he has a contract to do this work? Peter states it will have to
be priced out once the drawings are completed.

Mr. Chodom states one letter of support was received, by a neighbor to grant the extension of
time.
Mr. Nicholson makes a motion for the extension of time by Mr. McCraw concerning the
property at 1595 Ewing•Avenue in Clearwater. I would move the board has the authority to act
an this matter and would approve a 90 day extension of time that will continue provided the
plans are submitted and permits pulled within 21 calendar days. . ,
Mr. Walker seconded the motion and it was passed unanimously.
