Walker Joseph Straub Hank St. Jean Also present: Andrew.B. Onufer ; Victor'Chodora Chairman Logan called the meeting to order at 2:05 p. in. One case on agenda to' be heard. Hillside Mobile Home Park, 123 McMullen--Booth Road, requesting a variance of 1.44 ft. from Federal Flood Regulations so as to install a new'unit at elevation of 8.56 ft. rather than required 10 ft. Owner/Representative - John G. Ritchie Mr. Ritchie presented-his case to the board explaining the original unit on this lot had to be replaced due to fire damage. 'He'secured a permit and ordered a new unit which is now in place. Prior to completion of the car- port, etc. he was issued a stop work order because new FEMA regulations'speci- fy unit must beat 10 ft. elevation whereas new unit is at 8.56 elevation. The new unit is approximately a foot to'a foot and a half higher,than the previous unit and Mr. Ritchie explained to attempt to raise,it higher would create a-hardship for older residents who occupy these units and would also mean entry steps would extend too far into carport to permit use of carport for car storage. Mr. Ritchie also passed around snapshots showing this.new unit to be considerably higher than present surrounding units. The Board questioned why a permit had been issued to begin with and it was determined that this was an error probably due to all departments not being fully aware of new FEMA requirements. Mr. Logan commented that this would be an on-going problem. Under new FEMA regulations new mobile home parks will be prohibited in flood prone areas and only existing units will be allowed to be replaced in'already established, parks.' Further it was noted that many existing units-are as much as five or six feet below present rEMA requirements. Chairman Logan called for a motion made by Member Walker -- "With regard to the' request for a variance from the Flood Insurance Regulation for a structure located at 123 McMullen-Booth Road, Lot 142, the Board finds it to be within its authority to act upon the request and hereby grants the variance with the provision that the anchorage and foundation of the mobile home be in accord- ance•with the City's interpretation of.the'current requirements of FEMA."
