SecOnd, the problem of day-to-day access to the bJildi03 can be alleviated in arry ale of a number of ways (going to the additional expense of buildi03 6 ranp or an elevator), without granting a variance. If a varianoe is granted and the buildin3 is constructed at grade, it vill be absolutely critical that the harrlicaf:Ped or infirm person evacuate vhen flood waters begin to rise, yet be or she may be helpless to ~ so alone.
