Chairman Logan called the meeting to order at 2:00 p. m. and proceeded to
hear the two cases on the agenda.
1050 Gulf Blvd., Sand Key Park - requesting a 2 ft. variance from Federal
Flood regulations so as to permit construction of a second public bath
house at afinished floor elevation of 10-ft. Mr. James B. Ferry, repre-
sented the County at•this hearing and Dank St. Jean, of Williams Chartered
presented the case to the Board.' Mr. St. Jean informed the board he would
abstain from voting on this item. There was some question as to whether•a
variance had previously been granted for this second bath house and to be
on the safe side, the County elected to reapply. A question was raised i.n-
asmuch-as:th-is construction is in the "A!' Zone, why can't this be flood-
proofed making a variance unnecessary? Consensus was type of construction.
necessary using flood-proofing and'cost of such construction would not be
k practical. Chairman Logan called for a motion, made by Mr. Walker.
MOTION: With regard to the request for a variance from the flood insurance
regulation for a structure located at 1060 Gulf Blvd., Sand Key Park, which
is fora second bath house, the Board finds it within its authority to act
upon the request and hereby grants the variance as requested. Motion
seconded by.Mr.•Straub and upon vote carried unanimously. Mr. St. Jean
abstained from voting. Variance granted.
1060 S. Gulfview Blvd., (440 West Condominiums) requesting a 3 ft. variance
from the Coastal Construction Code so as to construct a spa within the 18
ft. seawall setback area. The case was presented by Mr. G,arnder B. Collins,
Consulting Engineer who submitted adrawing showing.the proposed 3 ft. en-
croachment of the spa into the seawall area. To move it out of that area
would.position the spa on the roof of the parking garage which was not con-
structed to support the weight of a•spa. Andy Nicholson suggested modi-
fications to the design to make for easier accessibility to the tiebacks.
Chairman Logan asked for a motion, made by-Andy Nicholson -
"Mr.. Chairman, the'Board has jurisdiction to rule on this matter, under
Chapter 39, Coastal Construction Code, and the Board will grant a variance,
of 3 ft.'for this spa installation at the 440 Condominium - just, if they
encounter a seawall anchor under the structure, to make note of it, record
it - that would be my only conditi.on'l. Motion seconded by [lank St. Jean and
carried unanimously. Variance granted.

Mr. Nicholson informed the.Board he would be on military duty the' fir'st,'two
weeks in June' until June 12, and Mr.,Walker also advised he would be on
vacation during the middle?of June.
Mr. Bethel addressed the'Board and informed them that one of the bright
spots during his time with the City was his contacts with them; he thanked
the4 for their help and cooperation and professionalism.

the bath.house was-requested, the same elevation.was requested for both

bath houses.'-' In going through the minutes of that meeting, we find
that.there was some question as to-both bath houses being granted. The
documentation the.County has showed that it'was'and I think what we are
trying.to do here is just get on the recordfor bath house #2, the same
elevation as bath house #1". In-your package you will find that there

....we are asking for the same thing that was in #1 that we thought we
had before but it is not clear".
Mr. Logan - "The.minutes did 'not reflect 'that we had granted ...'.3
'Hank - There is some discussion about both but in the actual motion and
the translation, it was granted for bath house #1 - somehow that was in
there. Although the reports that went back to the county•and that we
had indicated both bath houses (not legible) - so there'is a question
in there. I remember I presented that case. and I thought.'it was both
buildings - I started researching - this came up in the County,- there
was sufficient reason to question it - that's why we're back here today"

our intent when it came in before = somehow in the translation - it is

.The.meeting was called to order by Chairman Logan at 2 p.m. in the
Operations Center Conference Room, City hall. Annex. Mr. Logan informed
the Board there was one case to be heard.
Sand Key Park, Sand Key -- requested a two foot: variance so as to con-
slruct- a,public bath house at a floor elevation of 10 feet; rather than
the 12 ft. indicated as being required in Zone All on t,EMPL-flood map,
panel number 125096'00148.'
Mr. !lank St. Jean of Williams Architects Chartered presented the case
to the Board in behalf of the Pinellas Country Board of County Commis-
sioners. Messrs. Steve Davis and Fred McLean represented the County at
the Hearing.
Mr. St_ Jean answered questions from Board members advising these bath
house facilities Ua_uld be pan exact _duplicat•e_ of one other such, facility
already constructed in this park. Handicapped ramping is required and
it would not be feasible to construct at a higher elevation as would
maize the ramps too long and too steep. Mx. Logan asked how many more
buildings were planned for Sand Key Park and Mr. McKean staged he did
not have an exact figure but was sure this would he the last bath house
facility although there are plans for construction of rest zooms and
picnic shelters.
Mr. William Kimpt•on, attorney' representing adjoining land owner -
Stand Key Associates Ltd. - stated they had no objections to granting of
variance although wanted assurance structure would be stable and land
area is stable so that in the event- of a storm, there would not be
danger of debris damaging hotel property., Mr. Kimpton asked the pir-.
..pose of the variance and-Mr. Logan replied was to make it more con-
venient for public to use'withput the necessity of a long steep dif-
ficult ramp or steep stairs. Also Mr. Rimpt:on was informed the build-
ing has been engineered •and. designed to withstand 110 mile winds, the
wind velocity necessary inithis area. Mr.. Kimpton stated he.had no
further question and no objection to the requested variance.
