The meeting was called to order in the Operations Center, City.Hall Annex
by Chairman Logan at'2:05 p. m. The following cases were heard:
Case I - 25 Causeway Blvd., Capt. Anderson II construction of Ticket
office and Administrative office on City owned dock below 100-year flood
level; i.e. variance to construct at surface level equivalent to sur-
rounding similar structures.
Mr. Kenneth Johnson, Express Construction Company represented the owner
of the cruise boat, Cpt. Phil Henderson. Mr.-Johnson referred to a
memorandum from the Building Director which itemized minimum code re- .
quirements for the two buildings in question. A copy of this memorandum
is,attached hereto and made a part of these minutes. After hearing Mr.
Johnson's presentation it was the opinion of the Board that the proposed,
construction methods met and exceeded code requirements, and that the
Board, therefore, had only to rule on the flood variance.
Further discussion followed between Board members, Mr. Johnson and Mr.
Joe Ryan of Fire Safe Company regarding proposed fire treatment of these
buildings, the fact that the treatment had a two-hour fire resistance
rating, and had been approved by the fire department.
Regarding the variance from flood elevation, it was the consensus that
it would be prohibitive to'build at the flood elevation. Mr. Walker
moved that with regard to the request for a variance from the Flood in-
surance Regulation for a structure located at the City of Clearwater docks,
Cpt. Anderson II Dinner and Dance Cruise, the Board,finds it to be within
its authority to act upon the request for flood variance and hereby grants
the, variance as requested. Motion seconded by Mr. Cornett and carried
unanimously.
Case II - 295 Bayside, Clearwater Peach - a request for a 3 ft. variance to
permit construction of a two story dwelling to replace existing residence.
Mr..Bob Starr, Architect and Mr. Dennis G. Ruppel, owner attended the hear-
ing and Mr. Starr presented the case to the board. Mr. Starr advised that
after extensive investigation it has proven impractical to attempt to reno-
vate or remodel existing residence and are seeking approval to replace this
with' a two story home, with the ground floor of the new structure not to
exceed the square footage of the existing structure, with the floor ele-
vation at 9 ft. rather than the present 7.7 ft., and with new structure

.,located-on the triangular shaped lot so as to permit installation of swim-
ming pool to meet building code regulations.' In answer to questions from
the Board Mr.-Starr advised-that surrounding existing homes are at approxi-
'mately 5.5 ft. elevation; crown of road approximately 5.5 ft., existing
house=hasan area of about 2,800 square feet and new dwelling will not ex-
ceed 31000 square feet.
Chairman Logan asked if the applicant was aware of the cost of Federal
Flood Insurance when constructing below 12 ft. flood elevation and Mr.
Ruppel responded that he.is at present checking this and understands that
the cost of insurance will be considerably higher. Mr. Logan suggested
that it might be advisable to consider this construction at a 10 ft. level
rather.than the 9 ft. variance requested which might reduce insurance
costs and Mr. Ruppel advised he is securing.estimates for several ele-
vations and will then make cost analysis to determine construction.height,
but to go to full 12 ft. elevation would not be feasible.
Motion - by Mr. Straub. With regard to the request for a•variance from
.the Flood regulation for a structure located at 295 Bayside, Clearwater
Beach for permission to'construct a two-story residence with first floor
elevation of 9 ft. minimum replacing the existing residence with a' first
floor elevation of 7.78 ft., the Board finds it to be within its authority
to-act upon the request and hereby grants the variance as requested. Motion
seconded by Mr. Cornett and carried unanimously.
'Referring to the vacancy that still exists on this Board, Mr. Logan asked
whether or.not Mr. George Biron had been contacted, and was advised that
this would be done within the.next few days.
