The meeting was called to order in the Operations Center, City,Hall
Annex, by Chairman'Batstone at 2:05 p. m. '
1. 412 Midway Island {Lot-65, Unit 3, Island Estates- Owner, Gerard D.
Bonnel. Requesting 2.50 ft. variance to permit construction below
100-year flood plain. After considerable discussion between Mr.
Walker, Andy Nicholson, and Walter Hilton, it was determined that
the variance applicant was seeking was not-necessary and plans as
submitted meet the requirements of the Code in Chapter 39. Appli-
cant withdrew his request for variance and his application fee will
be refunded.
2. 'Lot 23, Mandalay Point Subdivision, lst Addition, Sand Key (1188
Eldorado) -'requesting variance to construct a garage approximately.
8.0 ft. below flood plain and to raise the existing grade to approxi-
mately 11 ft. at the entry level. Mr. Richard Cope, owner of the
property, and Mr. Peter Marich, architect present at the hearing.
Property is in Zone 1 (Coastal Construction Zone) and applicant is
currently in process of securing State approval to build. Two story
residence is planned with a garage under the living area. At the re-
quest of the Board., applicant amended application to include "founda-
tion of the fireplace within flood plain"..
Motion: By Mr. Walker - "with regard to the request for a variance
from the flood insurance regulation for a structure located on Lot
23, Mandalay Point Subdivision, Sand Key, the Board finds it to be
within its authority to act,upon the request and hereby grants the
variance as requested and as amended.. Amendment to include the fire-
place shearwall as part of the variance." Motion seconded and
carried with three "Aye" votes.
Under other business, Brett's Restaurant, 640 Gultview Blvd., the Board
reviewed the question raised by Mr. Youngstrom and determined that this
is a policy decision to be made by the Building Department and the Board
therefore declined to comment.
Minutes of the meeting of November 3, 1982 reviewed and approved as sub-
mitted.
