The meeting was called to order by the Chairman, Mr.
Batstone;- at 2:00 P: M.
One case heard by board -
Windwood Development Co.,, Placid Harbor Condominium, 329
Island Way, Island Estates.. Building Director had denied a
.90--day extension on'Building Permit 2507-D based on'facts
and information furnished. Developer requesting reversal
of Building Director's ruling.
Mr. George W. Greer and Mr. William C. Gregg presented
the case for the developer. Mr. Gregg gave history of the
project from July, 1980 until present time; reported on how
closely developer worked with planning department at a time
when planning department had this parcel slated for down-
zoning to RM. 20 and while project not totally in compliance
with RM. 20 zoning, compromises reached with Planning Depart-
ment-in January, 1981 made it acceptable to the City before
new zoning implemented,. In meantime., economic conditions
with,resulting lack of advance sales of units, have held up
full scale construction on project. Developer had proceeded
with sinking of test pilings, believing this constituted
start of construction. Mr. Greer stated only thing to be
gained by denial of permit extension is loss to developer of
about $50,000 already. invested in architectural plans and
pilo sinking, plus the loss of one unit to-bring project in
total compliance with present zoning, should new site plan
have to be submitted.
Mr. Greer and Mr. Gregg answered various questions put
to them by board members, particularly regarding.the test

pilings. John Richter'bricifly reviewed the project from its
inception and stated four permit extensions have already been
granted, and that at some point-although not necessarily at ,
this hearing - no further extensions could be.granted:.
After considerable discussion among board members and'
developer's representatives, a motion was made by Mr.-Walker
as follows :
k - ; "Mr. Chairman,, I move that the Board find it within its
authority to act upon the.request'and herewith grant the
''request for variance for the property located'at 329, Island
Way, Island Estates, for an extension=of 90 days."'
Motion duly accepted.and carried unanimously. ,
The.minutes of the previous meeting of.-January 13, 1982 .'
were read`and approved as submitted.
Meeting adjourned at 2:50 P. M..
