The meeting was called to order by Chairman John Batstone at 2;10 P. M.
in the Operations Center Conference room, ,City Hall Annex.

Minutes of the September 23, 1981 meeting were reviewed.and approved as
submitted.
First case-to be heard _ South'Bay Condominium, located at 1501 and. 1551
Gulf Blvd., Clearwater Beach,. Representing South Bair were.;,
Frank Hegner - Project Manager, Realty Development,,.U. S.Steel Corp.

Mr. Hegner presented the case. Due to contour of construction area,
the southeast corner, of, the building,located at 1501 Gulf. Blvd.. will en-
cr'oach eight feet within flood plain "area. Mr. Hegner explained the
difficulty was in attempting to mitigate the effect 'of traUic on to
Gulf Blvd. by having one entrance and one .exit--for two buildings. Also
parking requirements had-to be considered, as well as drainage, require-
ments to ensure proper drainage to retention areas on the property. In
response-to various questions from Mr, Walker, Mr. Hegner elaborated on
designs of building: Drawings have been submitted to and approved by
the City Engineering Department.
A variance -in elevation,to permit construction of mechanical rooms three
feet below flood plain, and a•variance to-install concrete walls around
the parking area three feet below flood plain also were requested for
this building. Several questions were presented by the Board and re-
sponded to by Mr. Hegner.
MOTION: By Mr. Logan. With regard to the.r'equest for variances from
the.Flood Insurance'regulation for a structure located at 1501 Gulf Blvd.,
Sand Key, Clearwater Beach, the Board finds it to be within its authority
and hereby grants'the variances as requested.'' Motion duly seconded,and
carried unanimously.,

for construction of a break-away wall around the parking area for the
building located at 1551 Gulf Blvd. were presented to the Board. These
are identical'to requests for variances at the,1501 address.
Finally, a-request for variance for construction of poolside toilet
facilities to be located between 1501 and 1551 was presented to the
Board. State Health regulations require bath facilities within 75 feet
of pool area and to comply with regulations entails construction three
feet below 100-year flood level. There were no problems or questions
from the board members regarding this 3.ft. variance request,.
MOTION: By Mr. Walker. With regard to request for variance from the
Flood Insurance regulation for a structure located between 1501 and 1551
and at 1551 Gulf Blvd., items A, B and C, I move for a decision by the
board as follows: .that the board find it to be within its authority
to act upon the request, and hereby grants,the variances as requested.
Motion duly.seconded and carried unanimously.
Case No. 3. The third item on the agenda was a request for variance
to-permit remodeling and construction of additions to an existing
residence'at 1154 Mandalay Point. Mr. Nelson J. Simmons presented the
case for the owner, Mr. Jack Hckerd. The existing structure setback
is within flood plain. The outside of the first floor of the present
structure will remain basically the same. The interior of first floor
will. be, remodeled and present garage made into living quarters. A three
car garage will be added on 'to the. first floor existing building. The
roof of the present; first floor structure will be removed and an entire
second floor rebuilt with open porches, etc. After considerable dis-
cussion Mr. Batstone called for motion. Motion made by Mr. Logan,
MOTION: With regard to the request for a variance from the Building Code
and Flood Insurance Regulation for a structure located at 1154 Mandalay
Point, I move for a decision by the Board as follows: the-Board finds
it to be withinin its authority to, act upon the request,-and hereby
grants the requested variance,..i.e. 8 feet below'12 £t. flood plain line
and to change the existing garage into living quarters with the existing
floor elevation. Motion seconded by Mr. Walker and carried unanimously.
Case No. 4 - Anthony Cicotti, 2833 Meadowhill. Drive, Landmark Woods. Case
presented by Mr. Richard Griffith of Griffith Roofing Company. A variance
from Section-107 requested to permit installation of roof coverings on a
roof slop of 6112 without the use of'nails. Mr. Griffith stated exper-
ience has proven that it is` not practical to use nails on this 6/12 pitch
roof as roof will not hold up after being subjected to wind-driven rains
which cause water to enter beneath tiles resulting in rust and softening of
sub-roof. Roofing Association is aware of problems presented with this'
type of installation and currently code is being rewritten but in meantime,
variance is required to install roof of this pitch in the more practical
manner, without use of nails.
MOTION:, By Mr. Ualker. With regard to the request for a variance from
the Building Code for a structure located at 2833 Meadowhill Drive, Land-
mark Woods, T move for a decision by the Board as follows: Granted as re-
quested. The Board finds it to be within its authority to act upon the
request, and hereby grants the variance as requested. Motion seconded,by
Mr. Logan and carried unanimously.

Case No.'5 •- Fashion Optical Center, Store 203, 2701 U. S. 19,"Country-
side'Mall, was not heard. Mr. Randall.Muili.ns (Horizon Construction &
Development Corp.) who applied for the variance and was to represent
Fashion.Optical Center, did not appear to be heard.'
Case'No. 6 - Florida Power Corporation, 2166 Palmetto Street -permission
to locate anadditional portable building on this property for a period
not to exceed,four years. On July 15, 19$1 variance was granted to put
first portable building on the property. -Need for even more space,
necessitates an' additional building be-temporailly'added until a perman-
ent building'is constructed - within approximately four years.
MOTION: With regard to the,request for a variance from the Building Code
for a structure located at 2166 Palmetto Street, I move for a decision
by the board as follows -- the Board. find 'it;, to ' be within "its authority
.to act, upon the'request, and here'by.grants.,the variance-as requested.
