The meeting was called to order at 2:00 P.M. by Chairman Batstone in.
the Conference Room at the City Hall Annex Operation's.Center, 10 South
Missouri.Avenue.
Mr. Batstone outlined the procedure of the Board so that the applicant
Mr. George Hurst, representing Mr. Robert S. Ziernicki, could explain
his request.
This.is a meeting of the Board of Adjustment and Appeals, on the Flood
Control Law, Chapters 7, 9 and 10 of the Code of Ordinances of the City
of Clearwater at 2:00 P.M.
Mr. Hurst requested a variance of sixteen (16)`inches below recognized
flood elevation of twelve (12) feet because of the surrounding homes
which.are at a much lower elevation, and the fact that ' it would create
an eyesore. Also, the size of the lot does not allow adequate drainage
or landscaping.
After some discussion, Mr. Edward Walker made the following motion':
"Upon consideration of the appeal of,Robert S. Ziernicki from the deci-
sion of the Building Inspector,concerning Lot 64, Unit 7C of Units 6D,
7A, 7C, Island Estates.of Clearwater, Pldt Book 64, Pages land 2,
845 Harbor-Island, it appearing after this duly constituted hearing that
there are practical difficulties and unnecessary hardships in carrying
out the strict letter of the provisions of the Flood. Control Ordinance
as it affects such structure and that the same can be varied within the
intent of the Flood Control Ordinance, I move that such appeal be granted
in accordance with the application amended to read a variance of sixteen
(16") inches below the twelve (12') foot flood level." Mr. Dean seconded
the motion., Motion carried.
The meeting adjourned at 2:30 P.M.

ance with the procedures as outlined in Sec. 103.4 of
this code, as amended. (Ord. No. 1298, § 1, 12-3-70)
Section 504, Temporary Structures, is amended by amending
'Section 504.1, Permit, to read as follows:

'I A special building permit for a limited period of time must I
be obtained before the erection of temporary structures as:
(a) Construction sheds and construction field or project of-
fives.
(b) Fences used in connection with construction work.
(c) Temporary sales and model structures showing the
units to be available in a duly authorized construction -.,
project.
1. Temporary trailer sales offices, used car sales of-
fices and 'parking lot buildings, which must have
a minimum clearance from other buildings of
twenty (20) feet on all sides.
Sales offices and parking 'lot -buildings shalt be
limited in size to,two hundred (200) square feet.
' (d) Seats, canopies and tents.
Or for temporary purposes such as reviewing stands.
' Such special building permits shall not be approved and
issued without first obtaining the written approval of the
following municipal departments:
(a) Fire department
(b) Engineering department
(c) Building department
Such special building permits shall require the structures
be completely demolished or removed from the specified
premises upon the expriation of the time limit stated in the
permit or upon the expiration of any duly authorized ex-
tension thereof.

RE: Mechanical Equipment
Dear Mr,.' Ayres:
Discussions have been made regarding Mechanical Equip-
ment des.ign.to heat potable'water on residences.
These units'have been tested through a U.L. approval
to be. used under certain conditions. if these units
are used.for any other purpose' than to heat.potable
water for the residences they would not be approved
for converter installation. That is, if a water !
heater is designed to heat water for. bathing, wash-
ing and laundry units it would not be acceptable to
use this heater to heat a,swimming Pool. The only
time such units would be permitted woiL1d e_ tests
were made•by an approved testing laboratory to verify
equipment could be used in specific instance.
