BOARD OF ADJUSTMENT AND APPEALS
ON BUILDING
MEETING - SEPTEMBER 14, 1976

Meeting called to order at 2:00 P. M. by Chairman Batstone.
The first case was-that of the City of Clearwater, represented by Mr.
Andy Nicholson,of the Engineering Dept.,' who was requesting a variance,
{ to the Standard Building Code for're-roofing of the Jack Russell Stadium.
Mr. Blanton stated that the Building Department denied the'use of aluminum
roof covering in that the Standard Building Code does not permit aluminum roof •
covering in the fire zones (Sec. 706.)
The Chairman stated that the only item the Board could act upon was the use
of aluminum roof covering in the fire zone. However, there were other
questions the Board felt should be discussed. The Board asked Mr.' Nicholson
if he had considered the structural of the roof. Mr. Nicholson replied he
had taken the structural criteria from the building code and the proposed roof
exceeded the requirements of the code. The aluminum shall be :0321+ in thickness
and the roof is designed to provide 50 PSF loading strength.
Mr. Logan mowed that the application of the-City of Clearwater to install an
aluminum roof on Jack Russell Stadium be approved. Mr. Walker seconded the
motion. After further discussion the motion carred with Mr. Dean abstaining.
The second case was presented by Mr. C. E. Snedeker who requested approval for
use of an inside spiral stairway to an upstairs office in the building located at
100 N. Missouri Avenue. The stairway would be of incombustible material. However,
the building code does not allow inside spiral stair:.cases in other than 1 or 2'
family dwellings, not in commercial zones.
Mr. Snedeker explained that if an outside staircase was constructed, his parking
facilities would be limited and not meet the code. Mr. Logan brought up the
fact that with the inside staircase, there would definitely have to be another
method of getting outside. Mr. Snedeker advised additional access to second
story had been provided by an outside deck and double doors.

MEETING-SEPTEMBER 14, 1976 '

Meeting called-to order by Chairman Batstone at 3:OO.P.M.
The first case was property located at 685 Harbor Island, Lot 191
Unit 7C, Island Estates. Case was presented by Mr. Ralph Coxhead
who was requesting a variance of 3-ft. below the established flood
level of-12-feet.,

This home is a 2-story dwelling and will/occupied by Mr. Coxhead. The
variance is necessary in order to conform with the existing homes on
each side of the proposed dwelling. fie assured the Board he had thoroughly .
investigated the cost of flood insurance.
After a brief discussion, motion was made by Mr. Walker, seconded by
Mr. Logan variance be granted. Motion carried.
'IThe second case was property''located at 702 Snug Island, Lot 56, Unit 7-B,
r' Island Estates Subdivision. Mr. & Mrs. William H. Fey were represented by
Mr. Bruce of Bruce/Williams, 9210-4th St. North, St. Petersburg.
They are requesting• a 2-ft. variance below the 12-f t. established .flood
level. The reason for this was also to conform with existing homes
(in either side. Mr. Bruce remarked that he and the Feyts were.aware
of the cost of the flood insurance and were agreeable.
Motion made by Mr. Straub, r3econded•by Mr. Logan variance be granted.
Motion carried.
