The meeting was called to order by John Ratstone, Chairman, at 10:00 A.M..
Before the cases were presented for consideration, Mr. Batstone.made the
following announcement:
"So.that you may acquaint yourself with the procedure of the Boards the
following will be adhered to:"
A. Statement of case by Chairman.
B. Supporting argument by applicant, agent or attorney.
C. Supporting; argument by other, at the hearing.
D. Supporting written document.
E. Opposing written documents:,
F. Opposing arguments by persons at the hearing;.
G. Rebuttal by those supporting; appeal. (Other than applicant)
H. Rebuttal, by those opposing the appec-?l.
I. Finial rebuttal by applicant.
The case for Mr6 and-Mrs. Robert Yattaw, owners of Lot'16 -- Unit, 7C, Island
Estates Subdivision, AKA 667 Harbor Island, was presented by Bill Wi.lmarth
of Rutenberg Homes. His arguments for the request of a 3' variance were:
1. Conformity with the adjacent structures which are at 7.42 and 7.49
elevations.
2. An increased building cost of a.pproximatel.y $6,000 to build at the
100-year flood level.
3. The owners have been made aware of the fact that the flood insurance
rates will be increased commensurately with the extent of the deviation
from said 100-year flood level..,
John Logan made a motion to grant the request and Edward Walker seconded-the
motion. Following; a discussion the request was granted.
The second case was represented by Harry Ullmann, for George Haddox, Architect
for Mr. and. Firs . Charles Ha•lleen, owners of. Lot 19 - Unit 11 -- Island Estates
Subdivision, AKA 7 Windward t-lay. Mr. Ullmann stated the following reasons-
for requesting a 1.111 variance from the 100-year flood level:
1. Conformity with adjacent structures which are at 7.B and 6.1 elevations.
2. Increased building cost for additional fill.
3. Owners had been told of increased flood insurance rates commensurate
with- the extent of -the. deviation from said 100-year flood level.

At this point it was noted that the owners had not signed the.form applying
for consideration in granting a variance from the terms and provisions of the,
Flood Control Ordinance of the Citv of Clearwater.
Edward Walker made a motion'that the request he granted subject to the "
following action:
"That the owners be adVisddc'of the fact that the proposed structure will
be located in a floo•d!-prone. area; that the first floor of the proposed
structure will'be 1'-11?"'feet below the 100- year level designated,'
by the Federal Insurance Administration, and that the :;first floor level''
should be designated as-storage; that the Building Department should
have a letter from the owners stating, that they-are aware of the rate
increase in flood insurance commensurate with the,deviations from the
100-year flood level."
