" (II!, to PARKS AND RECREATION BOARD MINUTES Monday, April 23, 1990 J / , The regular meeting of Parks and Recreation Board was held at the Parks Field Office, 507 Vine Avenue, on Monday, April 23, 1990 at 7:30 p.m. Members present included Mrs. Paula Boulton, Mrs. Suzanne Claessens, Mr. Henry Cruise, Chairman Herbert Hayes, Mrs. Vera Nigrelli, Mr. John Shuttleworth, Mrs. Norma Soukup and Mr. Mike Williams. Mr. Mike Palouian was unable to attend. Mr. Ream Wilson and Mr. Ozell George were also in attendance.' Mr. Hayes called the meeting to order at 7:35 p.m. and asked for a motion to approve the Board Minutes of Monday, March 26. 1990. Mrs. Boulton made a motion to approve the Minutes and this motion was seconded by Ms. Claessens. The motion passed. Mr. Hayes turned the meeting over to Mr. Wilson. Park ThoUQhts PrOQram Mr. Wilson distributed a listing of persons and organizations that have contributed to the "Park Thoughts" program. He stated that $1,725 has been collected to date toward the original goal of $5,000. Members discussed the program and felt that a decision should be made as to whether or not to continue the fund raising drive. The original purpose of the program was to ,-aise $5,000 to purchase a floor to ceiling orientation exhibit for the interpretive center at Moccasin Lake Park. Mr. Wilson informed members that the Moccasin Lake Park donation code may have sufficient funds that could be added to the $1,725 in order to purchase the orientation exhibit. Members discussed this possibility and Mr. Wilson stated that he would need to talk to Steve Miller, Superintendent of Recreation, and the staff at Moccasin Lake Park. Mr. Williams stated that if the difference was made up from the donation code, the "Park ThoughtsU program should continue so that people could contribute even after the exhibit and plaque are completed. He said that if people contribute after the fact', the $100 contributions could be placed back into the donation code of Moccasin Lake Park as reimbursement. Members discussed and felt that this would be a good idea. Mr. Shuttleworth made a motion for Mr. Wilson to pursue the possibility of using enough monies from the donation code to supplement the $1,725 in order to secure the orientation exhibit and that the program remain open far donations after the fact that would be placed in the donation code as reimbursement. Mrs. Boulton seconded the motion which passed. Memorial Dav Holidav \ The Memorial Day Holiday will be held on May 28, which is the fourth Monday of the month and the regular meeting date for the Parks and Recreation Board. Because of this holiday falling on a Board Meeting dater the,rdoard, by consensus, decided to cancel the May Board Meeting. However, members would be glad to. meet in the event and issue or emergency arose. The next regular scheduled meeting of the Board will be on Monday, June 25, 1990. .?:~ W , ' : ' '. :. '. " ~ ' ,,' '.. ,. ~ o o Parks Division Mr. Wilson explained that the reason for meeting at the Parks Field Office was to familiarize Board members with the responsibilities and equipment of the Parks Division. This is in keeping with Board wishes that they visit each of the four major Divisions within the Department. Mr. Wi 150n distributed information showing that the Parks Division accounts for 24.5% of the Department's budget. Also, members received an organizational chart of the Division which consists of four primary sections, three for General Park Maintenance and one for Forestry. He stated that the Division currently has approximately 52 employees. The information also showed that the Parks Division is responsible for grounds maintenance at over 275 locations. This represents about 465 acres of parkland, 107 acres of public buildings, 48 acres of medians and 38 acres of right-at-way. Also, 24 acres of ditch maintenance, 36 acres of beach and 11.5 acres of City cemetery. According to Departmental Workload, acres of maintenance responsibility have increased over the years while the number of employees has decreased. However, Mr. Wilson stated that various pieces of labor saving equipment have been purchased over the past few years including 72" mowers to take the place of bush hogs, the load and pack vehicle to empty trash containers on Clearwater Beach in place of 4 employees riding in a four wheel drive truck. Also, slope mowers now perform work that previously had to be accomplished by a number of employees. . Mr. Wi 1 son turned the meet i ng over to Oze 11 George, Superi ntendent of Parks, for an overview of the Parks Division. Mr. George showed various slides of Parks Division responsibilities. He explained that equipment ranged from small mowers to tractors and high-lift bucket trucks. He said that the 72" mowers perform 2 or 3 times as fast as the previous bush hog mowers and that they do a much neater job in mowing. He said that these particular pieces of. equipment are used at Crest lake Park, the Memorial Causeway, Ed Wright Park, etc. He also showed slides of the slope mower which performs a lot of work around the banks of lakes, retention ponds, ditches, etc. They are also used for heavy duty type work such as clearing overgrown areas such as that behind Ruth Eckerd Hall. Mr. George showed slides of the Clearwater Beach cleaning operation and he stated that employees begin work at 12:30 after midnight and work until around 9:00 a.m. They work 7 days a week and have equipment including 2 beach cleaners, the load and pack, and a four wheel drive dump truck. He said that the load and pack empties approximately 100 cans per hour and is much more efficient than the previous arrangement which involved 4 employees. Mrs. Boulton asked if the load and pack empties trash cans on the street ends on the n,orth portion, of Clearwater Beach. Mr. George responded that this was done. Mr. George also showed slides of the Forestry crew in action and explained how trees are trimmed and removed. General discussion ensued between Board members and Mr. George. 2 ..... J. " " j. .' :?":. . fro After the slide presentation, Mr. George invited Board members into the garage portion of the Parks Headquarters. All maintenance equipment is stored on site and Mr. George explained that the garage building is large enough so that smaller maintenance equipment could remain on the trucks as employees come in from work each day. At the previous headquarters, each truck had to be unloaded in the afternoon and reloaded in the morning. The new arrangement saves considerable man hours. Mr. George explained various pieces of equipment including the stumper, chipper, high-lift bucket trucks, A frame, front-end loader, etc. " Comments bv Board Members Vera Nigrelli - no comment Henry Cruise - no comment Paula Boulton - thanked Mr. George for the presentation and stated that she was very impressed with the work accomplished and the respons ibi lities . involved with the Parks Division. Norma Soukup - thanked Mr. George for the presentation and said she was impressed with the operation. Mike Williams - stated"that the presentation was excellent and thanked Mr. George. Suzanne Claessens - thanked Mr. George for the presentation. John Shuttleworth - thanked Mr. George for the excellent presentation. He also stated that he was encouraged to see more and more families picnicking at Crest Lake Park. He stated that this was not the case when the park was having'problems a couple of years ago. , Herb Hayes - thanked Mr. George for the excellent presentation. Mr. Hayes also said that he was contacted by Betty Jane Pucci and that he (Mr. Hayes) would be assisting with the Drama Program as it gets ready for its production at.Ruth Eckerd Hall this summer.
