Recreation Facilities Division - In keeping with a request of the Parks and Recreation Board, another, Division of the Parks and Recreation Department will be featured. Specifically, Mr. Larry Dowd, Superintendent of Rec~eation,Facilities, will give an overview of the operations of his Division; Recreation Facilities. This Division has primary responsibility " for the maintenance and construction of all athletic facilities within the City of Clearwater and all custodial 'responsibilities of City owned ,buildings. : . 3. '.: J ~ PARKS AND RECREATION BOARD MINUTES Monday, March 26, 1990 o ---- The regular meeting of Parks and Recreation Board was held at the Carpenter Field Baseball Complex, 651 Old Coachman Road, on Monday, March 26, 1990 at 7:30 p.m. Members present included Mrs. Paula Boulton, Mrs. Suzanne Claessens, Mr. Henry Cruise, Chairman Herbert Hayes, Mrs. Vera Nigrelli, Mr. Mike Palouian, Mr. John Shuttleworth, Mrs. Norma Soukup and Mr. Mike Williams. Staff members in attendance included Mr. Ream Wilson, Mr. Larry Dowd, Mr. Howard Selig, Mr. Lou Dacey. Mr. Hayes called the meeting to order at 7:30 p.m. and asked for a motion to approve the Board Minutes of Monday, February 26th, 1990. Mrs. Boulton made a motion to approve the Minutes and this motion was seconded by Ms. Claessens. The motion passed. Mr. Hayes turned the meeting over to Mr. Wilson. Mr. Wilson distributed a listing of those who have contributed toward the "Park Thoughts" program. The total collected to date is $1500 and the Board indicated that a final decision regarding the "Park Thoughts" program would be made 'at the April Meeting. Discussion was held that the Board would man a booth at Moccasin Lake Park for Eagle/Arbor Day. Mr. Wilson invited all members to attend Eagle/Arbor Day to be held at Moccasin Lake Park on Saturday, March 31. Mr. Wilson turned the meeting over to Larry Dowd, Superintendent of Recreation Facilities, for an overview of this Division. Mr. Dawd introduced Supervisors Howard Selig and Lou Dacey. He distributed sheets showing employees and responsibil it ies with in the Division . Specifically, Mr. Dowd stated that the Custodial Section is supervised by Fred Lloyd. Also, a full time custodian is stationed at the Martin Luther King Recreation Center and part time custodians at Kings Highway, the Memorial Civic Center and Morningside. He explained that there is a mobile staff which consists of two daytime routes and one evening route tak ing care of thirty-four faci 1 ities. Also, he explained that these employees are responsible for special demands such as coverage for rentals, stripping and" waxing floors and other genera 1 assistance as needed. ~ Mr. Dowd further stated that the Ballfield Section of his Division is supervised by Mr. Selig and Mr. Dacey. He explained that Carpenter Field has three full time employees which is called for by the contract with the Philadelphia Phillies. There are also Groundskeepers at Countryside Community Park, Eddie C. Moore Complex, Frank Tack Park, Norton Park/Belmont, and Sid Lickton/Marymont/Ray Green Field. These people are responsible for preparing their facil ities for City sponsored Athletic Programs such as softball in addition to the numerous teams of youth sports which are sponsored by volunteers such as Little Leagues, Junior Football Programs, Youth Soccer, etc. ' Each of the athletic facilities are used on a year round basis with use being extremely heavy with little time for breathing room at the fields. In addition to facilities that have full time groundskeeping. Mr. Dowd also explained that he has a mobile staff consisting of a Tradesworker/Leadman, a Tradesworker I, an "~':-.""."~W>~'t........':"'+ ... n ~. .. ., ~. ,. !......t.-.... ,"", . Equipment Operator II, an Equipment Operator I and a Parks Worker. This mobile staff 1s responsible for all athletic fields, especially those where full time employees are not present, to perform duties such as mowing, weed eating, edging, delivery of gas and supplies, trash pickup, equipment maintenance, fertilization, aeration, top dressing, repair and installation of playground equipment and fitness courses, fabrication and installation of facilities, grading, painting, etc. Mr. Dowd stated that in addition to regular programs conducted at athletic facilities, he also receives special demands such as Philadelphia Phillies, tournaments on almost a weekly basis, etc. He said that logistics are a problem when you have so many facilities scattered throughout the City with such heavy use and equipment requirements. Following this overview, Mr. Dowd showed slides of his facilities and programs and entertained questions from Board Members. This same slide presentation was presented by Mr. Dowd at a recent Facil ities Management Seminar. Following the slide presentation, Mr. Dowd escorted members through the clubhouse of Carpenter Field, the batting tunnels, and the equipment storage building where field maintenance equipment is stored. Comments bv Board Members - Mr. Hayes thanked Mr. Dowd for an outstanding presentation and commented that he had no idea that the City got involved in so many programs. Mr. Shuttleworth discussed the IIPark Thoughts" Program and explained that a booth would be set up at the Eagle/Arbor Day. Mr. Shuttleworth also expressed his appreciation for the new playground apparatus recently installed at Crest Lake Park and stated that it was extremely popular and heavily used. Mrs. C1aessens expressed a concern that it was time to make a decision regarding the "Park Thoughts" Program. She stated that $1500 has been collected toward the original goal of $5,000. She asked whether or ,not the program should terminate and that the existing monies hr- used to purchase a different item for Moccasin Lake Park. Some discussion ensued and a decision was made to place this item on the agenda for the Board ,to discuss at the April Meeting. Mr. Pa10uian stated that he was very impressed with. the Recreation Facilities Presentation and complimented Mr. Dowd on his operation. Mrs. Soukup also expressed her appreciation to Mr. Dowd and felt that the facilities were outstanding. Mr'. Cruise thanked Mr. Dowd and sa id the Recreat ion Facil ities of the City are outstanding. Mrs. Boulton said she had no idea of the vastness of the program and expressed her appreciation to Mr. Dowd. , There being no further business before the Board, the meeting adjourned at 9:15 p.m. 2
