A0:;-r':~ W PARKS AND RECREATION BOARD MINUTES Monday, July 25th, 1988 .- V/ ulll The regular meeting of the Parks and Recreation Board was held at the Parks and Recreation Office at the City ,Hall Annex on Monday, July 25th, 1988 at 7:30 p.m. Members present included Co-Chairperson Elizabeth Armstrong, Mr. Herbert Hayes, Mrs. Vera Nigrelli, Mr. John Shuttleworth, Mrs. Norma Soukup, Mr. Mike Williams and Co-Chairperson Charles Wood. Mrs. Paula Boulton and Mrs. Betsy Hixon were unable to attend. Mr. Ream Wilson and Mr. Jeff Pruitt were also in attendance. Mrs. Armstrong asked for a motion regarding the Board minutes of Monday, June 27th, 1988. Mr. Wood made a motion that these minutes be approved as mailed. Mr. Wood made a motion that these minutes be approved as mailed. Mrs. Soukup seconded the motion which passed. Mrs. Armstrong introduced new Parks and Recreation Board member Mrs. Vera Nigrelli. Mr. Wilson welcomed Mrs. Nigrelli to the Board and informed members that Mrs. Nigrelli has been active and interested in parks and recreation in the Morning- side area for many years. Members extended a welcome and everyone looks forward to Mrs. Nigrelli's participation and input. Mrs. Armstrong turned the meeting over to Mr. Wilson for reports. Comprehensive Plan - Mr. Wilson introduced Mr. Jeff Pruitt of the City's Plan- ning Division who has been keeping the Board apprised of the Parks and Recreation Element of the Comprehensive Plan. Mr. Pruitt stated that the Parks and Recreation Board is the official advisory board for the element and he opened up discussion on a "draft" of the Parks and Recreation Element. Members went through the draft page by page asking various questions. Mr. Pruitt explained the many charts and maps included in the draft and described the various standards relating to parkland, recreation facilities, etc. Considerable discussion ensued and it was decided that members would continue to study the draft for further discussion at the September Board meeting. Mr. Pruitt stated 'that it was bis intention to begin review ,of the Elemp~t with the City Commission around January of 1989. Other portions of the E~emel.~ still to be received are the policies which will be at the beginning ~~d the ~'plementation section which will go toward the end. Mr. Pruitt, in addition to dlscussing the draft with Board members, stated that it will receive many reviews by various bodies and considerable changes will probably be made. Members complimented Mr. Pruitt on his efforts. It was discussed that policies to be included will be quantifiable in that they will identify specific projects to be completed, timing of the completion and funding for the acquisition or development. Members look forward to participating in the exercise of develop- ing the Element and recognize that the City Commission will be faced with many difficult decisions when it comes to deciding on funding for various parts of the City's Comprehensive Plan. Mr. Pruitt stated that there will be at least nine Elements of which one is Parks and Recreation. \ Capital Improvement Projects - Mr. Wilson advised members that construction for the first phase of the Sailing Center will begin shortly. The project is being advertised and bids will be open on August 17th. He also stated that specifications are being prepared for the renovations to Morningside sWimming pool and that the restrooms on Clearwater Beach should be complete within a couple of weeks. Mr. Wilson stated that three soccer fields and . two baseball fields are currently under construction. He said that the Clearwater . ,Soccer Assu~;'\ation will be playing soccer this season beginning at other facilities around the Ci~ty. Their program will return to St. Petersburg Jr. College as soon BS , ~ the turf is (lstablished and strong enough to support soccer. I ~ ,{ . Mr. Sh~itleworth stated that an infant swing at Crest Lake Park needed repair. Mr. Wilson,Atated that he would report this and have it taken care of. Mr. Shuttle- worth also ~tated that the new asphalt parking is very good Bnd is being enjoyed by all residents. He stated that drainage on the street has never been better. I~ '.' :.. August 8th. ' ,. ': ~~ , Mr. Wood reminded , members that the August meeting of the Parks and Recreation Board: has been canceled. The next meeting of the Board will be on Monday. September 26th.
