NINUTES

. 'The regular meeting of the Parks and Recreation Board was held at the Parks
and Recreation Office at the City Hall Annex on Monday, March 28th, 1988 at 7:30 p.m.
Members present included Co-Chairperson Eli~abeth Armstrong, Mr. Herbert Hayes,
Mrs. Betsy Hixon, Mr. John Shuttleworth, Mr. Mike Williams and Co-Chairperson
Charles Wood. Mrs. Paula Boulton called the office and explained that she would
not be able to make the meeting. Mrs. Norma Soukup and Mr. Poul Andberg were also
unable. to attend. Mr. Ream Wilson was in attendance.
Mr. Wood asked for a motion regarding the Board minutes of February 22nd, 1988.
Mr. Hayes moved that these minutes be approved as mailed. Mr. Shuttleworth seconded
the motion which passed.
Mr. Wood welcomed Mr. Mike Williams as a new member of the Parks and Recreation
Board. Mr. Wilson stated that Mr. Williams had previously served on a Parks and
Recreation Board in the State of Minnesota and we look forward to his input in
Clearwater.
Mr. Wood turned the meeting over to Mr. Wilson for reports.

Capital Improvement Projects - Mr. Wilson distributed listings of various
Capital Improvement Projects which will be submitted for City Commission considera-
tion for' the 1988/89 fiscal year. He explained that the Board made recommendations
on Capital Improvement Projects last year and the Capital Improvement program was
'spread over five years. Therefore, all projects were moved up one year and the
,Departments have been directed to not request more general funds than what were
approved in the current 87/88 fiscal year. Some of the projects in the regular
Capital Improvement' program include the light replacement program, maintenance of
,tennis courts and parking lots, maintenance of Carpenter Field, replacement of old
piayground equipment, renovation of Morningside Pool, painting of ,steel structure
at'Jack Russell Stadium and landscaping for the Memorial Causeway medians. Regarding
the Memorial 'Causeway medians, Mr. Wilson reminded members that $38,000 is in this
current year's budget and the $38,000 for 1988/89 should be sufficient to complete
the landscape project.
In addition to regular Capital Improvement Projects, Mr. Wilson also distributed
a listing of projects that are currently included in the proposed Parks and Recreation
lmproyement Millage (PRIM). Mr. Wilson informed members that the City Commission
postponed PRIM last year for one year due to budget concerns. It will again be
considered by the City Commission for 88/89 and, if approved, it would go before
the voters at a referendum to determine if various parlt improvements" are desired
.by the general public. Altogether the projects proposed for PRIM number approxi-
mately 27 and are spread throughout the City. Discussion ensued and Mr. Wilson
, suggested that members take the listings of projects home for review so th~t any
questions or'suggestions could be formulated at the April Board meeting. At that
time, in the event the Board ,desired,' specific recommendations could go from the
Board to the City Commission.

Board Tour Comments - On Tuesday, March 22nd, members of the Parks and Recreation
Board took n tour of Parks and Recreation facilities. The tour began nt 9:00 n.m.
with lunch being served at Moccasin Lake Park. Numerous facilities were visited and
the tour ended at 3:00 p.m. All members indicated they enjoyed the tour and Mr. Hayes
said he was especially impressed with parks and recreation in Clearwater and thorough-
ly enjoyed the visits. He and Mr. Shuttleworth stated that Moccasin Lake Park was
extremely impressive and mentioned that they had alao visited the Park on Eagle Day
this past Saturday. General discussion WdS that other tours might be scheduled in
the place of meetings during the Bummer months.
Cleveland Streetscape - Mr. Wilson explained that specifications are being pre-
pared and will be advertised for bid beginning Monday, April 4th. If everything
goes well, bids will be opened and scheduled for City Commission award on May 5th.
The successful contractor might begin work in early April and estimates are that it
might take four to six weeks on each side of each block. Mr.. Wilson explained that
the contractor will be instructed to complete any work started by Thanksgiving since
no construction will be allowed between Thanksgiving and New Yearls. The contractor
may resume construction activities after the first of the year. Depending on prices
received and the number of blocks that could be completed with money available, the
total Streetscape project from Osceola to Myrtle could take as long as fourteen or
fifteen months. However, only one side of each block will be inconvenienced at
anyone time for an estimated time period of four to six weeks. Although there
will be some inconvenience, members agreed that the overall project should result
in considerable improvement to the d~wntown area. Mr. Williams inquired as to the
amount of money available for the project. Mr. Wilson responded that $340,000
was available from Community Redevelopment Agency Funds.
. Clearwater Beach Restrooms - Mr. Wilson informed members that the City is getting
ready to build six restroom facilities which will be a part of one building. The
restrooms will be located immediately west of the current lifeguard building. The
individual units will each have separate doors and will be designed for one person
,only. Consideration is also being given to the restroorns being unisex. With life-
guards immediately across the street and with police concentration in the area,
very few problems of an undesirable nature are expected. Also, landscaping will be
placed around the restrooms by the Nursery Division. Presently, Mr. Wilson stated
that the only public restrooms available during the daytime are those located at
the Pier Pavilion and at the South Beach Pavilion. These restroomB are not open
at. night and facilities are needed. In the long run~ the City operated Testrooms
will be cheaper than providing a security guard at the Pier Pavilion. Also, it
has been extTemely difficult if not impossible to keep security guards on schedule.
Park Police - Mr. WilDon stated that the Police Chief has recently hired forty
police aides to supplement the regular pollee force on Clearwater Beach and that
three police aides are being hired as a park patrol. Two of these three police
aides will.be on duty each night Tuesday through Saturday from 5:00 to 11:00 p.m.
They will be scheduled at parks designated by the Parks and Recreation Department
and,will act directly under the supervision of the Clearwater Police Department.
They 'will carry no weapons and will not have arrest powers. However, they will
be in communication with the regular police force through radios. The program
will begin this week and presence of police aides will be evident at Crest Lake Park,
Sid Lickton and Ed Wright Park.
Other Reports - Mr. Wilson distributed copies of a memorandum from the City
Clerk regarding rules and regulations of Advisory Boards and of officers appointed

to head those Boards. Members discussed this memorandum and attendance records of
Board member8 are retained. In the event a Board member calls the office and indi-
cates that he cannot make a meeting, that absence is considered aa being excused.
Members understand that if a particular member misses enough meetings, it is quite
possible that he or she might not be reappointed by the City Commission at such
time as his or her term expires. Also, members indicated that many people who find
they are having to miss numerous meetings, contact the Board and resign voluntarily.
Members advised that'they would abide by the City's policy on attendance for Advisory
Boards.
Regarding officers, Mr. Wood made a motion that the Parks and Recreation Board
hold an election for Chairperson each year at the September meeting. The new Chair-
person would assume office the first meeting in October, the beginning of the City's
fiscal year.
Mr. Wilson also invited all Parks and Recr.eation Board members to attend the
Arbor Day celebration to be held at Coachman Park on Friday, April 22nd at 4:00 p.m.
He said letters will be sent to each member regarding the Arbor Day actiVity.
Comments by Board Members -
Mr. Mike Williams - No comment.
. Mr. John Shuttleworth - Complimented Eagle Day at Moccasin Lake Park and stated
it was even better organized than last year. Mr. Shuttleworth expressed extreme
concern and noted his objection to restrooms being constructed on Clearwater Beach.
He feels they will receive the same type problems as those at Crest Lake Park.
Mr. Wilson reiterated that the restrooms on Clearwater Beach are to be single unit
restrooms and, hopefully, will not have the same undesirable element as experienced
at Crest Lake. Mr. Hayes suggested that the restrooms be even smaller than those
shown'on,the plan and Mr. Wil~on stated that he would discuss this with the Building
Maintenance Division.
'Mr. Herbert Hayes - Inquired about programs involving aquatic vegetation being
planted along shorelines, both at freshwater lakes and saltwater bodies. Mr. Wilson
stated that he would check this out with the City's Environmental Section and that
, some information might be available in the City's coastal plan. Further information
will be available at the April Board meeting.

Mrs. Betsy Hixon expressed concerns about a program where a ferry would deliver
people to the boat ramp at the Youth Maritime ~enter on Bay Esplanade. Mr. Wilson
stated he was not familiar with this project and suggested that Mrs. Hixon might
want to call the Harbormaster, Mr. Bill Held:: Mrs. Hixon also suggested that shade
trees be planted around the playground at the Clearwater Beach Recreation Complex.
She said mothers watching ~heir children play are very uncomfortable in the hot sun.
Mrs. Elizabeth Armstrong thanked Mr. Wilson for his assistance in helping the
Chamber to secure Jack Russell Stadium for a political barbecue to be held the latter
part of April. .Mrs. Armstrong stated that this would be the first political barbecue
of this type in Clea~water and that everyone, including families would be invited.
