PARKS AND RECREATION BOARD MINUTES
Monday, November 23, 1987

The regular meeting of the Parks and Recreation Board was held at
the City Hall Annex on Monday, November 23rd, 1987 at 7:30 p.m. Members
present included Mr. Murray Fuchs, Mrs. Paula Boulton, Mr. Herbert Hayes,
CO-Chairperson Elizabeth McMahon, Mr. John Shuttleworth and Co-Chair-
person Charles Wood. Mrs. Norma Soukup was unable to make the meeting
due to illness and Mrs. Betsy Hixon was unable to attend. Mr. Ream
Wilson and Mr. Jeff Pruitt were also in attendance.
Co-Chairperson Wood chaired the meeting and asked for action regard-
ing the Parks and Recreation Board minutes of October 26, 1987. Mr.
Fuchs made a motion that these minutes be approved as mailed; the motion
was seconded by Mr. Hayes and passed.
Mr. Wood read a letter to Board members from Mrs. Jacquelyn Tobin
wherein Mrs. Tobin stated that she felt it was necessary to resign from
the Parks and Recreation Board because of increased family obligations.
Members asked if a "Certificate of Appreciation" could be sent to Mrs.
Tobin and Mr. Wilson responded that one had been prepared for this
purpose.
Mr. Wood turned the meeting over to Mr. Wilson for reports:
Philadelphia Phillies - Board members were apprised of the fact
that all improvements called for in the Agreement between the City and
the Philadelphia Phillies are underway. Mr. Wilson said that good bids
had been received on a number of items and it looked like sufficient
monies would be available for all projects plus additional projects that
might be requested by the Phillies. He reminded members that $775,000
had been committed 'for improvements and that no more or no less would
be spent.
Parks and Recreation Element of the City's Comprehensive Plan -
Mr. Jef~,Pruitt of the CityCs Planning and Urban Development Department
attended this meeting and explained the role the Parks and Recreation
Board would play in the development of 'the Parks and Recreation Element.
He"distributed a package of information and explained each item. First,
he explained the various elements required of the City and indicated
various task forces that will be working with each element. In the case
of parks and recreation, the Parks and Recreation aoard is a primary ,
task force. Mr. Pruitt outlined a tentative time schedule of the element
beginning with the task force selection in September of 1987 and adoption
by the City Commission in September of 1989. He stressed the importance
of the element and stated that it would be tied to the City's Capital
Improvement Program. He said the State has built teeth into their re-
quirements and that all cities will have to make concentrated efforts
to plan and manage various areas of their government. He discussed'
"element components" including a core of parks and recreation facilities
such as community parks, neighborhood parks, mini-parks and special
facilities. Chances are these areas will have distance standards and
,that other facilities such as trails, campgrounds, waterbased recreation,
sports facilities, etc., will be of City-wide significance. He asked

members to review the "problem/issues identification" and to make comments
and suggestions that they feel might be needed. Site inventory sheets
were distributed showing that each park property owned by the City will
be inventoried for various information. He also distributed sheets out-
lining various City-owned parks and showed them in certain classifications
such as community parks, neighborhood parks, mini-parks, beach access,
etc. Considerable discussion ensued between Mr. Pruitt and Board members
with the result that the plan will go forward and that the Board will be
kept apprised of all developments. Every attempt will be made to get
new information to Board members two weeks prior to each meeting so that
good discussions could be held leading to firm decisions and recommenda-
tions. Following the discussions, Mr. Wood and members thanked Mr. Pruitt
for his attendance and expressed their interest in working with him and
the City in developing the Parks and Recreation Element.
Other Reports - Mr. Wilson explained that two parks will need to be
named but that all information has not yet been received. Names for
these parks will be considered at the next Board meeting

Members discussed whether or not a Board meeting should be held on
the fourth Monday of December since it is so close to Christmas. Because
of the holidays and busy schedules of all concerned, Mr. Wood moved that
the December meeting be cancelled and that the next meeting of the Board
be held at the regular time on the fourth Monday in January, Monday,
January 25th. This motion was seconded and passed.
Comments 'by Board Members - Mr. Shuttleworth complimented the new
sidewalk that was recently installed in Imperial Park which is just
east 'of the intersection of Hercules and Lakeview Road. Mr. Wilson
thanked Mr. Shuttleworth for his compliment and said that he would pass
it on to the Public Service Division.

Mr.' Hayes had no comment.
Mrs. McMahon indicated that she felt it would be good for the Board
to'establish a certain time limit for its meetings. For example, she
felt the Board might meet for an hour and a half and th~t agenda could
be planned for this time frame. Mr. Wilson said that the City1s Beauti-
fication Committee meets at 9:30 in the morning and that they set a
time deadlirie of 11:00 a.m. He said this has worked well for that.,
Committee. Members decided that future Parks and Recreation Board meet-
ings will begin at 7:30 p.m. and be scheduled to end at 9:00 p.m. These
times might be moved up one-half hour during daylight saving time.
Mr. Wood had no comment.
Mrs. Boulton felt that a tour of parks needed to be established so
that members could become better acquainted with the City's facilities.
She felt it would be nice to see examples of difr~erent parks that fall
within various categories explained by Mr. Pruitt. Mr. Wilson responded
that this could be done and that a tour will be arranged in the near
future.
There being no further business before the Board, the meeting ad-
