PARKS AND RECREATION BOARD MINUTES

The regular meeting of the Parka nnd Recreation Board was held at the City
Hall Annex on Mondays November 24. 1986. at 7:30 p.m. Members prescnt included
Mr. Murray Fuchs, Mr. Herbert Hayes, Mr. Mark Legue, Co-Chairperson Elizabeth
McMahon, Mr. Dorr Snoyenbos, Mrs. Norma Soukup. Mrs. Jacquelyn 1'obin and Co-
Chairperson Charles Wood. Mrs. Paula Boulton was unable to attend in that she
was out of town. Mr. Ream Wilson was also in attendance.
Co-Chairperson Charles Wood chaired the meeting and welcomed Norma Soukup
as a new member of the Parks and Recreation Board. Mr. Wood asked for discus-
sion regarding the Board minutes of Monday. October 27. 1986. Mr. Fuchs moved
to approve these minutes as written. The motion was seconded by Mr. Hayes and
passed.
Mr. Wood asked Mr. Wilson to give the following reports.
Edgewater Drive - Mr. Wilson informed members that Mr. Steve Gerakios. President
of the Clearwater Historical Preservation Board, attended the City Commission
meet'ing on Thursday. November 20, to request that the Edgewater Drive Property
be named in honor of Mr. Lester Dicus. Mr. Wilson stated that Mr. Gerakios made
a fine presentation as did a representative of the Edgewater Drive Association
who was in opposition to the recommendation. Following discussion, the City
Commission denied the request of Mr. Gerakios and approved the recommendation of
of the Parks and Recreation Board that the property be named "Edgewater Park.1I
Members of the Parks and Recreation Board expressed pleasure of this City
Commission action.
Clearwater for Youth - Mr. Wilson informed members that the City Commission also
approved the purchase, of a 15.6 acre site on Belcher Road. The purpose of this
site:will beta accommodate the new Clearwater for Youth Recreation Complex.
Mr. Wilson stated that the property abuts Belcher Road and that a bicycle trail
eventually will be installed running through other various park sites all the
way to Tampa Bay. This distance is approximately four miles and, with a loop
around the PACT site. the distance will approximate six and one-half miles.
Members expressed their pleasure in this acquisition and Mr. Fuchs stated that
h~ was very much in favor of the Clearwater for Youth Complex. However, Mr. Fuchs
did express his concern about the high cost of property. Mr. Wilson agreed and
stated that it was very difficult anymore to purchase an acre of land for less
than '$100.000.00. Mr. Legue questioned whether or not it was best to finance a
good portion of the purchase price rather than paying cash with City surplus.
Mr. Wilson explained that Mr. Dan Deignan. City Finance Director. feels that a
loan could be secured at between 4!% to 5!% interest. The loan might be for
five,to ten years and this type interest rate would be excellent.
Coachman Park - Mr. Wilson stated that the brick paver sidewalk is currently
being installed and that the irrigation system has been completed. A berm has
been placed around the Drew Street sidewalk which appears to be steeper from the
roadway than the park. A plaza will also be constructed at the top of the water-
fall between the brick wall and the front entrance of the library. This plaza
area will include benches and tables for people to read or eat lunch or a snack.

Ms. McMahon asked DB to when the project might be completed and Mr. Wilson
responded thnt if everything went right, the project could be close to
completion by the Christmas Holidays.

Cleveland Street Beautification - Mr. Wilson stated that trees have been pur-
chased along with tree grates for the extension of the Street Tree Program between
Fort Harrison Avenue and Myrtle. However, the Department of Transportation has
requested that an additional landscape drawing be prepared and sent to their office
before final approval is given. One problem is that the DOT has changed the distance
that brick planters may be placed from the curb. For example, the brick benches and
planters in the 400 block are located two feet away from the curb. However, DOT
now requires that these planters be located four feet from the curb. Mr. Wilson
explained that this presents a problem in that the planters would then be located
almost in the middle of our narrow sidewalks. An alternative might be that the
City accept additional liability if the planters are placed two feet from the curb
consistent with those in the 400 block. Mr. Wilson stated that the Department is
working on this matter in hopes of getting final approval in the near future.

Crest Lake Park - Mr. Wilson stated that considerable publicity has been in the
newspapers lately regarding developments at Crest Lake Park. Police patrols have
been increased and the residents appear pleased with this fact and with the fact
that new lights have been added along the west side of the park. These police
patrols a~d lights appear to be reducing some of the undesirable activity that
occurs in the park after dark. However, Mr. Wilson said that he understands the
residents are still concerned and may still request that park closing signs be
posted with an 11:00 p.m. curfew. Members discussed this possible curfew and
reiterated their feelings that closing times for Crest Lake should not be posted.
Mr. Legue felt that the park should remain open for legitimate use and that
increased police patrols should continue to eliminate the problem which appears
to be resulting from an undesirable element. Mr. Wilson said that the Police
Department will be monitoring the situation for approximately six months and will
keep statistics relating to arrests, people visiting the park after hours, etc.
Additional lighting may also be installed to assist.

Mr. Wilson also explained that monies are budgeted this year for a new six-foot
wide sidewalk for Crest Lake Park. These monies are budgeted in Public Works and
the new walkway will be installed as 500n as possible once plans and specifications
are prepared.
Marina - Mr. Wilson explained that the brick paver walkway around the Marina
building has been completed and that many people appear to be most pleased with
the installation. Further) a planter area for trees is currently being cut along
the roadway ,in front of the Marina where heritage oak trees will be planted.

Sailing Center - Members were informed that the City Commission, at their regular
meeting on Thursday, November 20, approved the preliminary site plan for a Sailing
Center to be located on 'the Bayside of Sand Key. Mr. Wilson said that the prelimi-
nary site plan will be made available to members of the Sailing Center Committee
in ,hopes that donations could be solicited to assist in the construction. Mr. Legue
expressed concern in that he heard some people ask whether or not the Sailing Center
was to be a private development. He said this was never the case and Mr. Wilson
agreed saying that the Sailing Center will be open to all citizens of Clearwater of
all ages and skill levels. Non-residents could participate after paying appropriate
non-resident fees.

Comments by Board Members:
Mrs. Tobin said that the renovation at Morningside Recreation Center is
looking good and that the glass doors are most attractive.
Mr. Hayes had no comment.
Ms. McMahon explained that the Kiwanis Club was taking over Sparkling Clear-
water Day in that it would be held in January. She indicated that the Sanitation
Department had already committed to assist and assumed that the Parks and Recreation
Department would also help. Mr. Wilson stated that this would be the case.
Mr. Fuchs asked about Christmas decorations downtown. Mr. Wilson responded
that the Traffic Engineering Department is currently hanging Christmas decorations
and that the Artist-in-Residence project has been proposed to be located immediately
west of the Bayfront Tennis Courts. Mr. Fuchs also welcomed Mrs. Soukup to the
Parks and Recreation Board.
Mr. Legue expressed concerns about not having sufficient monies for projects
such as Morningside or paying cash for properties such as that recently purchased.
He felt that some of the'City surplus could be used for these purposes. Mrs. Tobin
responded that although the surplus could be used, if it was used for certain
projects such as 'the Countryside Library, Mornings ide , purchase of park property,
the balance would soon be depleted and the surplus would no longer exist. Mr. Legue
also".inquired about a bike trail on the Memorial Causeway in that he read in the
paper that the Department of Transportation would not be installing such a facility.
Mr. Wilson stated that he would look into this and understood that a new sidewalk
had:been approved.
, Mr.Snoyenbos complimented Mr. Wilson on the recent District meeting of the
'Florida, Recreation and Park Association that was held at the Memorial Civic
Ce~ter. Mr. Wilson explained that Parks and Recreation representatives from other
cities and counties such as Sarasota, Lakeland, Tampa, etc., had attended this
m~eting and th~t several educational' sessions were conducted.
Mrs. Soukup asked about drinking fountains at the Eddie C. Moore Complex
soccer field .and at the tennis courts of Morningside. She indicated that the
water fountain at Morningside does not work and that fountains had not been
installed at the soccer fields. Mr. Wilson said he would check into the drinking
fount~l1n8 .
