,The regular meeting of the Parks and Recreation Board was
held at the Parks and Recreation Office of the City Hall Annex on
Monday, September 23, 1985, at 7:00 p.m. Members present
included Mr. Murray Fuchs, Co-Chairperson Elizabeth McMahon, Hr.
Dorr Snoyenbos, Mrs. Jacquelyn Tobin and Co-Chairperson Charles,
Wood. Mr. Eric Ford arrived as the meeting broke up and was late
due to a previous commitment with youth activities. Dr. Ira
Berger, Mr. Mark E. Legue and Dr. LaMar MacNutt were unable to
attend. Mr. Ream Wilson was in attendance.
Mr. Wood called the meeting to order at 7:00 p.m. Mr. Fuchs
moved that the Board Minutes of August 26th, 1985, be approved as
mailed. Mrs. Tobin, seconded the motion which passed.
Mr. Wood turned the meeting over to Mr. Wilson for reports.
1985/86 'Budget - Mr. Wilson explained to members that the
City Commission, at their last Commission meeting, approved the
Operating and Capital Budgets for the 1985/86 fiscal year.
Basically, our Operating and Capital Budgets were approved as
originally submitted. However, travel/training budgets were
reduced and an objective of the City Commission is that all City
D~partments make every attempt to save 1% of their new budget.
Salary savings could not be used for this 1% and Department Heads
were encouraged to operate their Department in as efficient a
~anner ~s p~Bsible. Regarding the Capital Budget, Mr. Wilson
explained that there were no changes to what was originally
approved at the first hearing. However, additional park impact
fees )ave been collected aince original bu~get hearings and
recommendations might be made to use some of these monies to take
the plice of, general revenue dollars that were originally cut.
Impact monies would not replace all monies cut, but they woutd
assist in certain projects.
Capital Projects - Members were informed that the building
at the Bomber Complex is about three-fourths complete and should
be finished in the next f.w weeks. Also, finishing touches are
being ap'plied to the res t room/ concession bu iid i ng at the Eddi e
Moore Complex. Further, the Countryside Soccer/Football Fields
are progressing nicely and should be ready for Boccer activity
around the 1at of November.
David Martin Soccer Field - A dedication ceremony unveiling
the sign in honor of David Martin will be scheduled for the near

, Mr. Wilson also explained that the Chamber of Commerce will
shortly be conducting Sparkling Clearwater Day in Clearwater.
Elizabeth McMahon is very active with that program and explained
to members that it would be held on October 5th with
approximately thirty-one civic groups participating. This
includes s~hools~ churcheB~ homeowners a8sociatlons~ etc. She
explained that the Sanitation Department plays an extremely
active role and that a Hot Line has been established for the
removal ,of debris thai is transported to the right-of-way in
front of people;s homes or businesses. The Hot Line number is
462-6650 and will be active during the entire month of October.
She also explained that McDonald's hamburgers and West Bay
Distributors will be providing food for a picnic at Coachman Park
for those who participate. Further~ Ms. McMahon explained that
another type Sparkling Clearwater program might be offered in the
spring~ Mr. Wilson responded that he had many bumper stick~~s
reading "Keep Clearwater Sparkling - Let's All Help". He gave
many of these bumpe~ stickers to Ms. McMahon for use during
Sparkling Clearwa~er Day. Mr. Fuchs also aaked for some for

future. Mr. Wilson stated that he would work with Eric Ford in
that Eric is active in the soccer community. The City Commission
had requested that a dedication ceremony be established in
conjunction with some exhibition type activity which would
involve more people. Mr. Wilson informed members that he would
notify them of this dedication ceremony in the' event it Is held
prior to the October meeting.
Other Reports - Mr. Fuchs asked about the proposal of Chi
Chi Rodriquez Youth Foundation building a golf course in north
Clearwater. Mr. Wilson explained that a proposal will be coming
before the City Commission in the near future for a regulation
course to be built on the west side of McMullen Booth Road with a
nature trail and driving range type facility on the east side.
Re explained that the golf course would not interfere with the
soccer/football fields recently constructed. Members appeared
quite interested in this project and Mr. Wilson explained that he
would keep them informed. Mr. Wilson explained a little about
the Chi Chi Rodriquez program and said that they have done an
excellent job at Glen Oaks Golf Course and that it has served as
an excellent advantage to the City. Not only have adults enjoyed
playing Glen Oaks Course but also the Chi Chi Rodriquez
educational program has reached many youngsters. Youngsters have
benefited not only from educational opportunities but also from
the environment and socialization involved at a golf course.
Flowers and many of the other beautification efforts at Glen Oaks
have beenapearheaded primarily by the young people. Feeling is
th~t the Chi Chi Rodriquez Youth Foundation has developed an
excellent track record with Glen Oaks and should be in a position
to perform an excellent service with n regulation course in north
Clearwater.

For members information. Mr. Wilson also explained that R
total of $910,236 has been collected since the passage of the new
recreation/open space assessment fee ordinances. or this total,
$131.606 i8 for recreation facilities, $298,779 is for recreation
land and $479,851 Is for open space land. The only expenditures
to date is $10,200 from recreation facilities.

Elizabeth McMahon - Had no other comments other than
explaining Sparkling Clearwater Day and Month.
Jacquelyn Tobin - Inquired about the high grass around the
Coconuts Restaurant and that it was unsightly. However, ahe
understood that the City was not to take the facility over until
the middle of November. Mr. Wilson confirmed this and stated
that the owner will be contacted and encouraged to continue to
maintain the grounds until such time as the City takes the
property over. Mrs. Tobin also asked about who supervised and
hired the lifeguards at Clearwater Beach. Mr. Wilson responded
that this is a responsibility of the Harbormaster.

Murray Fuchs - Expressed his desire to members that since
the City paid $800,000 for the acquisition of the Coconuts
Lounge, that it should be clear that the facility is programmed
and available to all people of Clearwater. He said he had
visited the swimming pool on occasions and saw only a few adults
using the facility. Mr. Wilson explained that a definite
schedule of activities is programmed including swimming
instruction in the morning, adult swim from 12 to 1 p.m. and
recreational swimming from 1 to 5 p.m. This was the schedule for
the: summer months and regular schedules are also in effect for
the fall and winter. Mr. Wilson explained that many activities
in"th~,n~w recreation center building 'will be of a City wide
nature, including Chorus, City Pl~yers and arta and crafts
activities. Mrs. Tobin indicated that many people from around
the 'City already use the facility in addition to those that just
li~e in the Mornings1de/Meadows subdivisions. Existing swimming
p601s ~re located 1n the Gre~nwood community, at Morningside, at
Ross Norton Park. Bobby Walker Pool and at Pier 60 on the Beach.
The overall objective is to have swimming pools, like other
,facilities, within a close distance of residents homes so that
they will be easily accessible. Future needs for swimming pool
include east Clearwater, the area around Kings Highway or
Montclair, and north Clearwater in the Countryside area.
Charles Wood -Earlier in the meeting. Mr. Wood stated that
a dead palm tree was located on right-aI-way in front of 475
Casler Avenue. 'Mr. Wilson stated he would investigate the
situation and have approprIate action taken.
