The regular meeting of the parks & Recreation Board was held at the City\\/.!~
Annex, 10 South Missouri Avenue, on r.bnday, November 26, 1984, .at 7:30 p.m. ~s
present included Mr. Buck Fincher, Mr. Eric Ford, Mr. Murray F'Uchs, CO-Chai..rpe.rson,
Diann SChultz and Or. LaMar A. MacNutt. Dr. Ir.a Berger, Mrs. Nancy lbrgan,
Mrs. Jacquelyn 'Ibbin and Mr. Charles Wood \I,~ unable to attend. Also in attendance
was Mr. Ream Wilson.
Mr. Fuchs rroved that the Board Minutes of r-bnday, October 22, 1984, be approved.
Mr. Ford seconded the notion, which passed.
Mrs. Schultz turned the meeting over to Mr. Wilson for reports. -
1. Soccer Fields - McMullen Booth Road - Board members were shcMn a site
plan overlaid on an aerial of soccer/football fields to be constructed on Ma.'iullen
Booth Road. Mr. Wilson advised that the project had just received approval from
. the City CCmnission and that work should be in progress in the near future.
HCMeVer, Mr. Wilson state:l that final approval is required fran the Florida Garre
azxi Fresh Water Fish Carmission as it relates to the facilities, and the lights in
relation to the Eagle I s nest. Mr. Wilson sh.oNed rrenbers that the proposed soccer/
football fields are 25 feet outside the secondary zone, in accord with guidelines
published. by the Garre and Fresh \~ater Fish carrnission. However, the effect of
lights on the Eagle I s nest is unla1c:Mn and the local representative of the C'xme and
Fresh Water Fish carmission advised the depa.rtm:!nt that he \OOuld have to forward
the request" to his superiors in Tallahassee. A response fran that office ,is expected
within the next two weeks, at which ti.rre a~ropriate' action VX)uld be taken. Mr. Ford
felt that this project is extremely valuable, especially since it would separate
'football and soccer frem Countryside Camlunity Park which should result in better
maintenance to both facilities. With soccer and football being located on the
~en Booth Road property, Counb:yside Conmunity Park will be used primarily for
~ll and m::>re adequate ti.tre would be available for appropriate field maintenance.
. Mrs. Schultz asked that the depart::mant look at the placenent of light p:Jles dO'Wl1 the',
"center of the field in hopes of reducing them so that m:>re flexi.bili ty ~u1d exist
as far as the placanent of fields would be concerned. Mr. wilson responded that this
would be done. '
2. Eddie C. M:ore Recreation CCmplex - Manbers were advised that the City
Ccmni.ssion recently approved the expenditure of $100,000 for the construction of a
restn:x::l11/concession/storage building at the Eddie C. l-bore Recreation Carplex.
Mr. Wilson advised members that Mr. Frank lobrris has donated all architectural
services and that the depa:rtment hopes to start advertising for bids around the end
of this year or in January. Mzmbers indicated an interest in this project and
Mrs. Schultz questioned as to whether or not the city was looking into durable and
vandalism free type fixtures in the restroans. Mr. Wilson assured Mrs. Schultz that
this is the case and that flus~ters are used instead of wall hung o::nrrode tanks,
that partitions be~ stalls are of a, material that can be hose:l.. down for cleaning,
,etc. Mr.' Ford asked as to ",hen Drew Street would be extended all the way to
M::Mullen Booth Road. Mr. '~il50n res[.Qnded that he was not certain at this time, but
that he' would check and report back. at the January rreeting.

3. Res};Onse to Board Members carrne.nts - Mr. Wilson responded that Mr. Kader
had been in touch with Mrs. Morgan re<Jarding her ooncerns of last meeting, including
the Pepsi Hot Shot Canpetition, The Punt, Pass and Kick Canpetition and the oottan
of the fences curling at McMullen park Tennis Carplex whereby balls \\QuId roll urrler
the fence. Intra Pepsi Hot Shot canpetitions were held, but we 'Here unsuccessful
in securing a local sponsor. Poot, Pass and Kick COmpetitions have been held around
the areas arrl representatives will represent the City of CleaI:\'later. The fences
have been fixed at McMullen Park so that balls will not roll under than.
4. Frank Tack Park - Mr. Wilson showed a site plan of improvements to be
made at Frank Tack Park for the Clearwater Banbers who are being relocated. to tl1e
facility fran Jack Russell Stadium. He indicated that considerable oppJsition has
been raised by residents around Frank Tack Park, especially as it relates to noise
fran a sound system and additional traffic. Mr. Wilson advised nanbers that the
sound system will generate noise, but that controls could be placed on its usage as
far as volume and ~ limits. He stated that parking should be ample for the great
In3.jority of Banber Garnes with the possible exceptions of the one or tw.J occasions
where extra heavy ~ might attend for serre of the better k.ncMn teams caning into
Clearwater from out of state. He indicated that the Banbers had a high attendance
last season of 1,000 on only a very few occasions. Further, Mr. Wilson felt that
the crowds attending Bc:irber games are a rrore sedate type and involve families rrore
. so than individuals. Also, people attending Bcmber's games arrive at the beginning
and leave at the sama time at the conclusion of the nights activity. He felt that
this type of traffic would not result in a Im.lch greater impact than presently exists
with three sleM pitch s:>ft ball games currently being played on the field each night.
Presently, teams and spectators arrive and leave for each of the three games
scheduled each evening. The total of this traffic coming and going would alnost
equal the Bcmber traffic on an average night who \o.Ould be caning once and leaving
once. He indicated that additional parking \>,Quld be made available between the south
field and the lake area on grass and that existing trees \\uuld be placed around the
south r:erirooter of the park to add a thick buffer for adjacent residences as well as
in other locations. He stated that an architect has subnitted a proposed agreement
for architectural services to design the grandstand facilities, a building for rest-
roans and locker rcx:xns and a press box. He felt that this type af \\Ork by city
crews would be a.J.Jrost imp::>s~ible because of other scheduled activity and that the
facilities CX>Uld be completed much quicker by going to outside oontract. All efforts
are being made to design facilities which will care in at a pri.ce not to exceed a
5 year pay back of the savings fran Jack Russell Stadium. Members discussed this
issue anc1 were infonred that the existing Sl?uth field orientation would not change,
the light 1X>les already exist, and a heavy buffer of cedar trees e."<i.st along Hercules
Avenue', which hides the present facilities frc:m the residents who. live to the west
of the park. Although it is difficult to predict hCM successful the Bombers might
be in future years at Frank Tack Park, staff, based on previous experience, feels the
impact will not be substantially different than \olhat currently exists with slCM pitch
soft ball games. Mrs. Schultz asked what will happen to the sleM pitch softball
games which presently play on the nights that the B:tnbers will be using the converted
field at Frank Tack Park. Mr. Wilson res1X>nded that this would be sanewhat of a loss
for the slcM pitch teams, but that they would have the improved facility at Ray
Green Field to utilize. Mr. Wilson infol:'Ired nembers that he will be sending a letter
to residents who have raised objections' abc)Ut the facilities inviting than to the
department office on Tuesday evening, Decenber 4, between 7 and 9 p.m. He stated
that site plans and aerials will be available at the infonrational session and that
residents will have an opportunity to express their concerns and to solicit answers.
Mr. Wilson SC\id that he seriously doubts that all problans could be avoided, but
that every at-tenpt would be made to reduce any increase impact that might occur.

Other Reports - Mr. Wilson showed locmbcrs a preliminary site plan for
a sailing center to be proposed for the City's property by the toll booth on Sand
Key. He indicated that severallromOOrS of the sailing ccmnunity have been working
with the city staff on the project and that the City I S environrrcntal peoplQ have
been involved. 1\ resolution is being prepared whereby the City carrnission will be
asked to indicate their favor of the project and authorize representatives of the
sailing canmmi.ty to begin soliciting funds for the eventful construction of a
Sailing Center. These funds could supplement IrOnies contributed by the city fran
Park land dedication rronies fran the Cheezum Developnent. The Sailing Center will
include other facilities such as a picnic area, playground apparatus, a pedestrianl
jogging path, parking areas, etc. Further, citizens use of the water's edge of
the property will rot be impeded by any construction. Mrs. Schultz also irdicated
that bike paths along lx>th sides of Gulf Blvd. should receive high priority as far
as the expenditure of the Park Land Dedication noney is concerned. She alee rein-
forced her desire that the public accesses to the Gulf of Mexico frcm Gulf Blvd.
be clearly identified. Mr. Wilson indicated that this has possilily already been
done, but that he would check and report back at the Januar.! neeting.
Mr. Wilson reminded members that the regular meeting to be held in December \>,Ould
ncn::rna.1ly fall on Deceml::er 24, or Christmas Eve. Mr. Fuchs made a notion that the
Deceml::er Reeling be cancelled because of the holidays. Mr. Fincher seconded the
lTOtion which passed. Mr. wilson indicated that he would advise all rrembers that the
December meeting ~uld be cancelled.
CaTIrents by Board Members - Mr. Ford - compli.rrented the deparbnent on the
improvements made to the parJd.ng area for soccer at the Eddie C. Mxlre Ccmplex, the
trail to the soccer fields fran the parking area, the alumimml benches installed
at the Eddie C. M:>ore Ccmplex and at the Court Street Soccer Field, and said that
the fields look in excellent condition. He also indicated that the soccer fields
at l<<:Mullen Booth Road would be a tranendous asset to both soccer arrl football.
Mr. Fuchs - Mr. Fuchs rrentioned that he is a member of the Parks and
Recreation Board and also serves on the Coalition of Hare ONners \-mich represents
18 different hane owners associations. He said he gets many complaints about
cracked sidewalks, unkept grass, the maintenance on the bayfront park area, etc.
He said people ccme to him as a menber of the Parks and Recreation Board and that
he f:iix.1s hiroself in a }?Osition of defending the deparb'rent while he feels substantial
improvanents and \o,Urk could be accomplished. Although he sees the need for efforts
expanded on i terns such as soccer fields, ete., he feels we need to make every effort
to put w::>rk and improvements into the Bayfront park area. He also questioned what
had hat;:penecl to the original plan to landscape the 1-1e:rorial Causeway rredians as
submitted by Mrs. Nancy Pappas. He has had questions regarding this and felt that
the project should have been under way by this time. Further, he said the slide
presentations by' the consultant of the Bayfront plan showe::1 cracked sidewalks, un-
kept grass, no running water in the lake at COachman Park, etc. He felt that improve-
ments should have been made to these items. Mr. Wilson resp:>nded that the Department
originally hoped to rrake iInprovements to the Bayfront landscaping !ll3nY years ago.
Eight or ten years ago the Landscape School at the University of Florida had students
prepare many drawings of proposed landscaping for the Bayfront. Improvemmts could
,have been made by the Deparbrent on an individual basis along the Bayfront, but
rroney expm1ed on these improvements could have ,been wasted if the park was torn up
"a little later in order to landscape in accord with an overall plan. Mr. Wilson
stated that' an "overall landscape plan is needed for the Bayfront and, if the

referendlml does not pass, the Board oould ask the City Camtission to adopt the
overall plan and request approval for the department to proceed with improvemmts
on a 1:i1ased basis as rroney is available tcMard the overall developnent concept.
Mr. Wilson felt that an overall park plan is needed so that developnent does rot
occur on a hodgepodge basis. Also, Mr. Wilson indicated that rronies allotted for
laD:lscape materials in the bond issue arrount to less than 5% of the total rronies
to be approved. A pri.nary need at Coachm:m park is a n€M irrigation system and the
deparbnent has been reluctant to install a new systan over the past years knowing
that an overall plan would eventually be adopted and an irrigation system in a
different design might J:e required. Also, although a considerable arrount of the
existing sidewalk could be replaced, the location of sidewalks would be different in
the new plan and any rroney spent nt:M might be wasted. HCMever, Mr. Wilson agreed
with to1r. Fuchs in that ilrprovements are needed and that these oould take place
either at a quicker pace by nonies being made available through the bond issue, or
by phased developoont over a period of several years. Mr. Fuchs continued to
express his ooncerns that additional maintenance be provided at the Bayfront Parks
and Mr. Wilson assured him that every effort would be made to maintain the parks in
the best exmdition p:>ssible until such t..i.roo as the referendum goes to the public.
Mrs. Schultz suggested that the subject of Coachman Park be placed on the Board IS
agenda for the meeting in January. Other members indicated. awroval of this re-
cx:mnendation and Mr. Wilson stated that it \>.Quld be placed on the Agenda. Mrs. Schultz
also expressed concem that several projects are initiated'. andendorsed by the Board

etc. She clidn't feel that roai.ntenance or renovation should always be withheld be-
cause of sarething that might occur in the future.
Mr. Fincher - Mr. Fincher asked if non-resident card payments are based
on a per person basis, or if there is a family rate. Mr. wilson resFOnded that
all ron-resident fees are paid on a per person basis and that no allowance is made
for families. HCMever, he indicated the City's non-resident p:>licy might be
reviewed in the near future.
Dr. MacNutt - Dr. MacNutt felt that bike paths along Sand Key should
receive high priority. He also asked aOOut the Florida Recreation and Park Associa-
tiondistrict meeting recently held at the Ruth Eckerd Hall. Mr. wilson responded
that this meeting was held and that rrerrbers were invited in the event they could
get off work and. desire to attend.
Mrs. Schultz ~ Mrs. Schultz asked.. if Mr. Nornian Bie had a permit to jnstall
the fence along his waterfront property on Pierce Blvd. Mr. Wilson said that he
\\Ould investigate this and repc>rt at the January meeting. Mrs. Schultz also brought
up the fact that the department had landscaped the first and eastern nost median
on the causeway several years ago and that it looked good. She felt that we should
~ssibly have followed through with additional roodians. Mr. Wilson responded that
this was considered but it was at the t.:i..ne talk began about relandscaping the entire
causeway and that a decision was made to wait and see what would happen in the long
run. He felt that expenditures made might be in vain and replaced by a new land-
scaping scherre. Mrs. Schultz also asked about the handicapped ramp at Clearwater
Beach and felt that it \'.Uuld be alrrost impossible to maintain with blowing sa
Mr. Wilson responded that a Civic Club will be donating the m::mey to cover the
materials and that the City provided .lal::or to install the ramp. However, irrlications
are that sand fran northwestern winds on the beach possibly might wake it al1rost
