',1 :' ',' " ':\ l\ ' ,\ i , \ \ \ \ \ . \ PARKS AND RECREATION BOARD MINUTES Monday, October 22, 1984 ., / f. ~ I ~ 1 ; ./ ". / "./ The regular meeting of the Parks and Recreation Board was held at the City Hall Annex, 10 s. Missouri Avenue, on Monday, October 22nd, 1984, at 7:30 p.m. Members present included Mr. Buck Fincher, Mr. Eric Ford, Mr. Murray Fuchs, Mrs. Nancy Morgan, Co-Chairperson Dlann Schultz, Mrs. Jacquelyn TObin, and Co- Chairperson Charles Wood. Mr. Art Kader was also in attendance. Board members unable to attend included Dr. Ira Berger and Dr. LaMar MacNutt. Mr. Fuchs moved that the Board f.1inutes of September 24th, 1984 be approved. Mrs. Tobin seconded the motion, which passed. Mr. Wood requested that Mr. Kader respond to'Board members comments from the September 24th ~etin9. Mr. Kader responded to the Board members comments as follows: '.:1', 1. The trees at Morningside have been inspected and those dying are scheduled to be removed and will be replaced within the next month. Also, Mr. Kader indi- cated that some punk trees located along the west fence line of the tennis courts would be removed as time permits. Mr. Wood was kind enough to take some pictures for, the Parks Department concerning some additional punk trees that have died along the south border of Sid Lickton Park. Mr. Kader responded that he would look into this situation and trim back the trees as soon as possible. Mr. Kader further indicated that it is the policy to remove punk trees whenever possible since they are an undesirable tree. However, we will not remove the punk trees south of Sid Lickton since they do provide a much needed buffer between the ballfield and the residents. ,: (',. :""0 ' ' , 2. Mr. Kader responded that additional trash containers would be placed at the Eddie C. Moore soccer field. Several of the containers which were used for Jazz HOliday would be relocated to the Eddie C. Moore soccer fields. 3. Mr. Kader responded that the existing Port-Q-Lets at Eddie C. Moore Com- plexare scheduled to be replaced by those from another company. It is the feeling by Department staff that the new Port-O-Lets will be sturdier. Also, the City will stake these Port-O-Lets so that they will be more secure. Philadelphia Phillies - Mr. Kader informed members that the City Commission approved a new lease agreement with the Philadelphia Phillies to lease Jack Russell Stadium on a yearly basis. This lease will necessitate relocating the Clearwater Bombers to another facility, primarily Frnnk Tack Park. Mr. Kader reviewed the major"contract points between the City and the Philadelphia Phillies. They are as follows: '" ~(' 'O~'" '. .;~ , ' " . ,I., . " 1. Phillies responsible for all, operations and related costs except for $10,000 building and maintenance cost. 3., Phillies ,'entitled to all revenue. 4.' City pays as annual rent a sum equal to any 'locally imposed or assessed taxes ($2,700 in 1984) and additional cost above this amount. 11. city retains control of all parking areas. 12. High school Band Boosters retain parking concession. 13. Youth soccer continues in parking lot. 14. City deals with Phillies during term of lease. 15. Mutual cancellation clause in event either party fails to perform. Mr. Kader further described the operating budget at Jack Russell Stadium and the capital improvement cost that would be required under this new agreement. He stated'that there would be an annual savings to the City of approximately $75,316. The City Commission approved that five years of this annual savings could be used to complete the capital improvements at the Stadium and at Frank Tack Park for the Clearwater Bombers. The total capital improvement cost at Jack R~~sell Stadium will amount to approximately $137,000. While Parks and Recreation staff recommended only $81,520 be used to renovate Frank Tack Park for the Bombers, the Commission allowed the Bombers a great deal more money to renovate the facil- ities~ Mr. Kader indicated that meetings with the Bombers were scheduled for Tuesday, October 23rd to discuss additional capital improvements at Frank Tack Field. Mr; Kader also indicated that a one year $30,000 subsidy was also granted . to' the Bombers. Oiann Schultz wanted to know if it was too late to offer any input into this agreement. Mr. Kader responded that it had already been approved by the City Commission and that he was simply informing the Board as to the Commission's action. Soccer/Football Fields - Mr. Kader provided an update to members regarding the proposal to construct soccer and football ,fields on McMullen-Booth Road prop- erty north of Countryside High School. He displayed an aerial map showing the location of the field areas in relationship to the Eagl~s Nest. Mr. Kader informed Board members that an approval by the Department of Natural Resources is needed before we pursue the development of these fields. He further indicated that while the fields were outside the primary and secondary zones, that the light pole height and lights do give the Department of Natural Resources some concern. Mr. Kader ..indicated that some response would be forthcoming from their department within the next week and that it was the intention of staff to get tms item before the city Co~ssion for the second meeting in November. If the fields are approved "by the city Conunission, construction would begin sometime in February or l1arch. Sprigging would occur in March and April and will be ready for use in the fall season of 1985. Some discussion ensued concerning the proposed sidewalk from Landmark Drive to the soccer fields. Mr. Kader indicated that no direct route had been established yet, however, the staff would be researching the best way to get citizens to the new complex. Mrs. Tobin indicated that we should make the sidewalk as safe as possible and cited the example of McMullen Park Tennis Complex as a bicycle trail that is used after dark. She. stated that it is definitely a scary situation to go into McMullen Park even though it is a very short bicycle trail area. Mr. Kader responded that we would certainly take into consideration the safety of all persons using the park after dark. I .', ~ '. <' , ~ . ::.;>~ ,'. , .< .: <' ., ' , ',I"~ ,., District FRPJ\ Meeting - Mr. Kader informed Board members that the District meeting of tho Florida Hecroation and Parks Association was to be held at PACT on November 13th and would be hosted by the Clearwater Parks and Recreation De- partment. He extended an invitation to all Board members and further noted that they would be notified by mail of this activity. There being no other reports, Mr. Wood requested comments from Board members. They were as follows: Mrs. Schultz had no comment. Mr. Fincher had no comment. Mr. Fuchs wanted to commend Ream Wilson on the excellent job of presenting the agreement between the Philadelphia Phillies and the City at the Commission meeting of October 18th, 1984. Mr. Fuchs indicated that Ream did an excellent job and that he counts it a privilege to have someone as knowledgeable and professional as Mr. Wilson work- ing for the City. Mr. Fuchs wanted to make certain that Board members were aware of Ream's excellent presentation to the City Commission. Mrs. Morgan expressed her concern over three items which had occurred during the past month and requested that the Parks and Recreation Department investigate these. They are as follows: 1. Pepsi Hot Shot Competition - Apparently the local Pepsi manufacturers did not want to sponsor the Hot Shot Competition beyond the local level. Mrs. Morgan w~s concerned that the young people who had practiced and prepared themselves all year for this contest were not able to compete beyond the local level. she wanted to know if the Parks and Recreation Department had contacted Pepsi or exerted,any pressure to get local sponsorship of this event. Punt; Pass and Kick Competition - On Tuesday, Octoher 16th, a scheduled Punt, Pass and Kick contest was to be held at Woodgate Park, however when several participants and parents arrived at Woodgate Park no one was there to hold the competition. The kids were understandably upset and disappointed that they could not take part in this competition. Mrs. Morgan was concerned that we had adver- tised these programs and for some reason had no one there to administer them and/or inform participants of any change in schedule. Her primary concern at this time was if the kids would have an, opp or-tun i ty to take part in the Punt ~ Pass and Kick, competition. Mr. Kader responded that he would contact her as soon as possible concerning this item so that the kids could take part if at all possible. " ; ~, ' ,', ,), 3. Mclofullen Tennis Complex - There isa problem with balls rolling underneath the dividing fence on the first eight courts at HcMullen Park Tennis Complex. Apparen~ly the courts have either sunk or the fences curled up. However, she indicated that it is a dangerous situation to have a ball rollover from one court to another. Mr. Kader indicated that he would research this immediately. ,', .,..t j " ,I' " ", Mr. Ford thanked the Department and Larry Dowd for taking such good care of the'soccer fields. He also indicated that the soccer groups would be interested in helping the City with the development of the fields at McMullen Road. Mr. Kader indicated that he is aware of ~le problem and that we would do something shortly concern- ingthis. Ho further assured Mr. Ford that Larry Dowd was aware of the problem . and was, making certain that the mole crickets did not come into the field. Mr. Ford indicated that it seernedthat there was not as much water going on the soccer fields' as compared to the softball complex. Mr.. Kader responded that that was probably so since the softball fields were on an automated system rather than a ",manual system. Larry Dowd is presently trying' to get the soccer fields on an automated sys~em so that ,the fields could be watered on a ~egular basis. ,Mrs. Tobin offered an invitation to all the Board ,members for a concert in the park on November 24th from 4 p.m~ to 6 p.m. for the promotion of the Bayfront Developmen~ Plan. ,s~e ,further indicated that most of the promotion :for the up- .' coming bond referendum would be dona after the major election of November 6th.
