Tho regular moeting of tho Parks and Recreation Board was held at the City
Hall Annex ,at 10 S. Missouri Avenue, on Z,1onday I June 25th, 1984, at 7: 30 p. m.
Members present included Chairperson Dian" Schultz, Mrs. Jacquelin Tobin, Mr.
Murray Fuchs and Mr. Eric Ford. Members unable to attend inclUded Mr. Alison
Fincher, Dr. Ira Berger, Dr. LaMar McNutt, Mrs. Nancy Morgan and Co-Chairporson
Charles Wood. Also in attendance was Mr. Ream Wilson.
Mrs. Schultz informed members that a quorum was not present and tllat action
could not be taken on ~le Parks and Recreation Board Minutes of May 21st, 1984.
Action on tllese Minutes will be postponed to the July meeting.
Special Meeting
Mr. Wilson informed members that a special meeting of the Board was held on
Sand Key on Monday, June 4th, to discuss a proposal to purchase the tennis court
property adjacent to the Gallery Restaurant. Mr. Wilson stated that Mr. Fuchs,
Mrs. Schultz and Mr. Wood attended this meeting and made a recommendation that
a maximum purchase price of $200,000 be offered. Serving as a basis for this
amount is the City's position that development rights no longer exist on the
property and that the property is small and would require high maintenance due
to blowing sand.' Mr. Ford indicated in favor of the proposal. Mr. Fuchs ex-
pressed concerns that the property would only benefit those residents on Sand
Key. Members stated that the property would be purchased with imp?ct fee money
and must be spent on Sand Key to benefit those paying the impact fees. loirs.
Tobin indicated in favor of the property in that it would provide open spac~ in
the ndddle of considerable concrete development, but felt that the tennis courts
should. be disposed of and the property developed as passive open space. She
felt that' too much maintenance would be required for the tennis courts. Mr.
Wilson informed members that Chief Assistant City Attorney Frank KO'flalski has
talked to.the Pinellas County Tax Appraiser, Mr. Ron Schultz, who had additional
in'formation regarding the property. Further information will be made available
and Mr. Kowalski is attempting to arrange a meeting with the City Manager to
discuss . the proposal. Any new information on the proposal will be brought be-
fore the Parks and Recreation Board.

Public Access to Clearwater Beach

Mrs. Schultz felt that all public accesses to the Gulf of Mexico should be
.c1early identified as being available for the public. Mr. Wilson displayed maps
showing seven public access strips available at the present time, one being on
Clearwater Beach by 440 West and the other six being on Sand Key. Mr. Wilson
said he would look into the possibility of identifying these public accesses
with similar signs so that they could be easily identified by the general public.
Mr~ Wilson said he would report back to the Board at the next meeting.

Bayfront Improvements
R~garding improvements proposed for the Bayfront, Mr. Fuchs expressed strong
concerns about the proposal to construct a parking garage, about any additional

permanent structures on the waterfront and about the high cant or acquiring
private proporties. Mrs. Schult~ asked Mrs. Tobin to give a roport to tho
Board since she attended the last meeting of the Dayfront planning comrnl ttoo.
Mrs. Tobin reported that current plans are to go to a reforendum on Docembor.
5th in a separate election. Further, she reported thilt approximately 170 of
the 475 parking spaces on the cast side of Drew Streot would be removed in
favor 'of parkland or open space and that eo spaces on tho Dl1ysidc of Drow
Street would also be removed for landscape purposes. In lieu of losing these
parking spaces, Maas Bros. would require that a parking garage be constructed
to replace those spaces lost. Considerable discussion ensued between Doard
members as to the location of a possible parking garage. Mrs. Tobin informed
members that the Bayfront committee originally discussed locating a two-tiered
garage toward the bottom of the bluff between MallS Bros. and Coachman Park
with'the garage being constructed in such a manner to where it would be land-
scaped and attractive. She also indicated that the committee was in favor of
placing the garage on top of the bluff along Osceola Avenue. A considerable
n'umber of large oak trees exist on this site and would have to be protected.
Mrs. Tobin informed members that discussions have been held relative to the
acquisition of the Sand Castle property for park purposes and that Maas Bros.
may be encouraged to renovate and improve the exterior of their building. Mr.
Fuchs reiterated his opposition to a parking garage or any permanent structures
below the bluff on the Bayfront. Mrs. Tobin responded that the parking garage
would only be to replace those spaces lost to beautification and that the com-
mittee's recommeudation is to construct the garage on top of the bluff by
OsCeola.
Mrs. Tobin also stated that a community room is being proposed to be located
around the bluff for general meetings of the public whereby the view of the Bay-
f~ont and water could be appreciated. She said that on July 19th, the consultants
may .be going to the City Commission with more definitive plans. She said that
Phase I would include improvements to Coachman Park, the promenade, walkway
landscaping, community building, parking replacement, land acquisitions and
support facilities for the tennis court area. Mr. Fuchs asked about the Norman
Bie property and Mrs. Tobin responded that the current feeling is not to fill
in that portion of wetland but rather to construct a boardwalk type promenade
on pilings. ,.
Mr. Wilson informed members that he had received a phone call this date from
Chris Papandreas of the Planning Department suggesting that the Bayfront proposal
be scheduled for the next Parks and Recreation Board meeting and the next meeting
'of the Beautification Committee. Ms. Papandreas felt these meetings would be
important for final input and suggestions regarding the proposai and that this
input' is important prior to a final plan going to the general public by way of
. referendum. The Board was unanimous in aSking that the next meeting of the
Board in July be devoted entirely to the Bayfront and that the plan and a repre-
sentative of the co~ttee be present to address the proposal.
Mrs. Schultz then asked each member to give brief comments as to their feel-
ings ~e9arding the proposal for theEayfront.

Mrs. Schultz supports tho buying of open spaco for parkland. Sho folt
that the referondwn was excollont and that everything in the bond iasuo nhould
be worded very tight S~ that all citizens know exactly whoro all dollara arc
going. Mrs. Schultz could not support any money being exponc.led for conunorcial
developoont and she could not strongly support: the construction of a community
room. However, aho indicatod the possibility of the committee looking into
utilizing tho third floor of the library for this purpose. If the third floor
of this facility could not be used, possibly a fourth floor could bc constructed.
In either case, she folt that tha library should be considered.

Mr.. Fuchs said he supports the development of open clear park areas on the.
Bayfront. However, he is opposed to the construction of any permanent structures
below the bluff including the parking garage and a community room. He felt he
could support a parking garage on top of the bluff adjacent to Osceola Street
~d the installation of a community room also above the bluff. He is strongly
in favor of retaining the eight tennis courts and only losing one. He expressed
'concern that someone at the last meeting at the Memorial Civic Center expressed
a desire that the tennis courts be deleted. He supported Mrs. Schultz in feel-
ing that the wording of any bond issue should be very tight so that all residents
know exactly where the dollars are going.

Mr. Wilson said he would contact Ms. Papandreas in establishing a program
for the July Board meeting and that that meeting would consist of this one item.
He informed members that the Bayfront committee is composed of lay citizens and
that they too have considered many of the items discussed by the Board tonight.
The committee has done an outstanding job in attempting to gain input from all
segments of the community and are attempting to develop a Bayfront in which all
of Clearwater could be proud.
Parks and Recreation Board members thanked Mrs. Tobin for her complete re-
port on the status of the Bayfront proposal and expressed to her their appreciation.
General Fund Dollars
since a quorum was not present at this meeting, Mrs. Schultz asked that this
item be placed on the regular Board meeting agenda for the month of August. At
this.point, Mr. Wilson distributed to members copies of current Capital Improve-
ment Project requests for the 1984/85 year which shows suggested sources of
fund~ng. ~
Debris in Parking Lot

Mr. Wilson informed members that the Sanitation Division has been inforriled
of the debris which has been deposited on the parking area of the McKay Playfield
and that the -owner of the adjacent property will be notified by the Sanitation
Inspector. Mr. Wilson also reported that he had been to the house but that the
owner was not at home.

Comment~ by Doard Members
Mr. Ford thankod Mrs. Tobin for her completo report on tho Bayfront proposal
and said that tllC sprinkling system was on at the Court Street Soccer Field and
that the grass sprigg appear to be growing.
Mr. Fuchs felt that it might be appropriate for the Parks and Recreation
Board to send a letter to Wimbleton indicating that bad sportsmanShip displayed
by one or two playors is not indicative of tennis players coming out of Clear-
water or other cities. He mentioned that this would be a different type project
for the Board but felt it might be desirable for the Board to take a position
and to e~ress their concerns about the display of bad sportsmanship. Mrs.
Schultz said this item could be discussed at the fOllowing Board meeting but
that since it was a one item agenda for the Bayfront, she suggested'it be sched-
uled for the meeting in August. Mr. Fuchs also felt that it was time for
another tour to be established for new members of the Eoard and that it be held
in conjunction with a luncheon at a local restaurant as has been done in past
years. Mr. Wilson responded that he would arrange such a tour and he would
contact the newer members of the Board for a day and time. Once this is estab-
liShed, he will contact other Board members to see if they could also attend.
Mrs. Tobin expressed her pleasure in learning that the Australian pines
being removed from Sand Key will be disposed of by the way of wood chips on the
property. She said this conserves considerable dollars and felt the practice
should be repeated wherever possible.
Mrs. .Schultz expressed concerns about high maintenance shrubbery around
fire stations and felt that landscaping could be changed to reduce maintenance.
At. this point, Mr. Wilson distributed to Board members data regarding the number
of acres maintained by the Parks Division from the years 1977 through 1984 and
the number of Parks maintenance employees available for this maintenance. He
said every effort is being made to assure that work sites are not overstaffed
. or overequipped. This is an ongoing problem of supervision. However, the
factual sheet distributed reveals that between 1977 and 1984, acres of maintenance
has increased by 84.41 acres or 16.9\. During this same period, we added 1.23
maintenance employees for a growth of only 2.6\ to the Parks Division. In 1977,
there was 10.62 acres of maintenance per errployee and at the present time, the
ave~age is 12.10 acres per employee. Further, i~ addition to the additional
acreage, many of the acres that were undeveloped in past years, have been de-
veloped with active or passive facilities and are much more labor intensive.
New areas added since 1977 include but are not limited to Montclair Road Park,
Court ,Street Soccer Field, Countryside community Park, Eddie C. Moore Complex,
cypress Point Park, Country Hollow Park, Cliff Stephens Park, Edgewater Drive
Addition, etc. Also, Fire Stations #5 and #6 have been added as has the water
tank on 580, the Water Pollution Control Plant in Northeast Clearwater and the
Law Enforcement Training Center. Additional rights-of-way have also been added
to the maintenance schedule.
