City of Clearwator ~ Parks and Recreation Board Minutes Monday, May 21, 1984 ,/ The regular meeting of the Parks and Recreation Board was held at the city Hall Annex at 10 S. Missouri Avenue, on Monday, May 21st, 1984, at 7:30 p.m. Members present included Mr. Alison FinCher, Dr. Ira Berger, Mr. Eric Ford, Mr. Murray Fuchs, Co-Chairperson Diann Schultz, Mrs. Jacquelyn Tobin, and CO-Chairperson Charles Wood. Miss Kim Rogers (student Board member) and Mr. Ream Wilson were also in attendance. Members unable to make the meeting included Mrs. Nancy Morgan and Dr. LaMar MacNutt. Regarding the Board Minutes of April 23rd, 1984, Mr. Wood pointed out that Mrs. Schultz' suggestion that discussion be held regarding General Fund monies being sought for Parks and Recreation projects was not on the Agenda. Mr. Wilson agreed and said it would be on the Agenda for next month's meeting. Also, discussion regarding the Street Tree Program was included in the Agenda. Mr. Ford indicated that a correction is needed in that he is referenced as Mrs. rather than Mr. in the opening paragraph of the April Board Minutes. Mr. Fuchs made a motion that the ~inutes be approved as amended. Dr. Berger seconded the motion which passed. Street Tree Program Mr. Wilson explained that between May 1983 and April 1984 the Nursery Division planted 123 street trees at a per tree cost of $40 for a total revenue of $4,920. The first seven months of this fiscal year, October 1st through April 1984, the Department budgeted $4,200 in revenue and have collected $3,800. Also, twenty-eight petitions involving thirty-seven trees are on hand ready to be serviced. Mr. Wilson stated that interest in the program has gained support in that it is being promoted by Nursery Division personnel and replacement trees are being requested to substitute for those trees lost during the winter's freeze. Mrs. Schultz felt this was an excellent program and that additional public awareness is needed. Mr. Fincher inquired about how the program worked and Mr. Wilson explained that trees are planted within five feet of the right- of-way on private property. once planted, maintenance is the responsibility , of the private property owner. Many subdivisions have been completed includ- ing Morningside, the Meadows, Grovewood, etc. The original pilot project was trees planted along the right-of-way of Cleveland Street between Highland Avenue and Belcher Road. Presently, rather than from subdivisions, the majority of requests for trees are from individual property owners scattered throughout the City. Mr. Wood asked if the City had a planned program geared for the removal of the large number of trees killed during the freeze. Mr. Wilson responded that Forestry crews are busy around the city removing those trees that are deemed the most hazardous and that numerous requests for tree removal permits are being received from the private citizenry. Many of the trees which need removal are located on private properties. However, Mr. Wilson said that all of the Cuban laurals around City Hall will need removal as will Australian pines.and sea- grapes on the Memorial Causeway. Thousands of Australian pines on Sand Key will also be removed. ~ ," ~ Cooper's Point .'. Mr. Fuchs said he and his wife, along with others from thoir neighborhood, joined the large nwnber of people who represented Clearwater at tho Cooper's Point hearing in Crystal River. He said they went on a bus and that the trip was one of. the most enjoyable he has been on. He indicated that Commissioner William Justice played a harmonica and Mike Kenton played a guitar to entertain those on the trip. He feels the acquisition of Cooper's Point will receive high priority by the CARL Committee. He said the group left Crystal River around 6 p.m., ate on the way back, and returned to Clearwater at approximately 9 p.m. He felt that Mr. Jim Sheeler of the Planning Department should receive a special commendation regarding his excellent efforts in organizing and plan- ning this trip. Memorial Causeway "0 .' .;' . . .. Mr. Wilson informed members that the City Commission, at their last regular weeting, approved a resolution supporting the renovation of the Causeway medians . . which in turn will support fund raising efforts being planned by the Clearwater Beach Association. Members were advised that the Clearwater Beach Association is attempting to raise money to purchase all plant materials, prepare the beds and plant all materials. Presently, the Parks and Recreation Department expends approximately $47,000 each year to maintain the medians and it's quite possible that private contract maintenance could be secured for a lesser amount. If this is the case, the Parks and Recreation budget may be reduced with monies saved being earmarked to pay for the contracted maintenance. . . The ,Beach Association will be conducting fund raising activities and Mrs. Schultz 'indicated that a boat ride is planned. Bayfront I~rovements Mr. Wood showed a conceptual plan of the Bayfront renovation to members and discussed ,each item. 'He indicated the renovation w~uld include tho area north . of the Sand Castle Hotel and run south past.' the WTAN property. He stated the plan is very park oriented with two new park areas proposed. One would be an area called North Park in the vicinity of the existing Sand Castle and the other would be a waterfront park just southeast of Pierce 100. He said only one tennis court would be lost in allowing for a green buffer strip to run along the east 'side of.. the roadway. l>1r. Wilson explained the plan was exciting and that the landscaping called for a lot of open green meadow with trees clustered, High maintenance shrubbery would be eliminated because of maintenance and interference with public view. Any plantings would be of a low profile and low maintenance~ Members discussed the project and were informed that the meeting originally scheduled for Thursday night, May 24th, was cancelled. Mr. Wilson informed members that they would be renotified when a new meeting date is set. He encour- aged all members to attend the meeting so they could see the entire presentation by the consultants. Cliff Stephens Park Members were advised that the dedication ceremonies for Cliff Stephens Park were held on May 10th and that many felt it was the finest dedication ceremony in,n long time. Mr. Fuchs and Mr. Wood attended the dedication cere- mony as did Mr. Ron Schultz. Miscellaneous Park projects A restroom facility is approximately one-half constructed at Countryside Community Park, the Court Street Soccer Field has been tilled and is being pre- pared for resprigginq, new playground apparatus has been ordered for Montclair Park to replace apparatus that has rotted and Ray Green Field is being prepared for resprigging. Comments by Board Memtiers Mrs. Schultz mentioned that the parking lot next to McKay Athletic Field on Mandalay is being used for the dumping of tree limbs and other cuttings from private properties. Mr. Wilson responded that he would look into the situation. Further, Mrs. Schultz felt the Clearwater Beach sign looks bad in that it is covered with sand from the recent windsto~s. Mr. Wilson concurred and said that the Department is currently looking into relandscaping the median, possibly doing away with the sign and utilizing beach type landscape materials. Also~ Mrs. Schultz reiterated her concerns that efforts be made to secure General Fund monies for parks and recreation projects. She felt these are needed in addition to open space/recreation impact fees. Members discussed this issue and asked that it be placed on the Board Agenda for the next meeting in June. Mr. Ford said he was pleased to see the renovation beginning at the Court Street Soccer Field. Further, he asked about the training apparatus being placed at the Jack Russell stadium Soccer Field and Mr. Wilson responded that . plans were underway to accomplish same. Mr. Ford said the fields at Eddie C. ., Moore. looked good and appea~ to be getting more water. However, he feels that once the soccer season is over, grass will hilve an opportunity to run and cover the goal areas. Mr. Fincher informed members that a softball team from Kentucky visited . Clearwater and played several local softball teams inclUding his team, Calvary Baptist Church. He felt this was good public relations~ Mr. Ford echoed the statement and said manyteffins visit the area to play soccer. There. being no further business before the Board, the meeting adjourned at , , 8:30 p.m. -3-
