\ nlC regular meeting of the Parks and Recreation Board waD held at the
City Hall Annex at 10 South Missouri Avenue, on Monday, April 23, 1984, at 7:30
p.m. Members preBcnt included Co-Chairperson Diann Schultz, Mr. Alison
Fincher, Mr~ Eric Ford, Mr. Murray Fuchs, Dr. LaMar MacNutt, and Mrs.
Jacquelyn Tob1,n. Co-Q1airperson Charles Wood, Mrs. Nancy Morgan, and Dr. Ira
Berger were unable to attend. Hr. Ream Wilson and Mr. Larry Dowd were also in
attendance.

Mr. Fuchs made a motion to approve the Board Minutes of Monday, Harch
26, 1984. Mr. Ford seconded the motion, which passed.
Mrs. Schultz introduced Mr. Larry Dowd, Superintendetlt of Recreation
Facilities, who in turn explained the workings of his Division to members of
the Board. He diatributed to each member a typical week's schedule of all
athletic facilities and explained how various using groups are scheduled.
Also, members received a copy of "Areas of Responsibility" within the
Recreation Facilities Division. Mr. Dowd explained that his Division ia
divided into primarily two sections. First, the custodial section which
maintains all municipal park restrooms and recreation buildings, and the
groundskeeper section which maintains all outdoor athletic facilities.

Mr. Dowd also explained that his division handles all rentals of Martin
Luther King Center, the City Hall Annex Auditorium, and the Memorial Civic
Center building. Members questioned Mr. Dowd about rates for rentals and he
responded that rates are broken down according to private rentals,
pUblic/civic/church rentals, co-sponsored or city-related groups. Private
rentals are required to pay a $30 basic rental fee plus hourly charges.
Public/civic/church groups are not required to pay the basic rental, but only
the hourly charges which are $lO/hr per lights and $7.S0/hr for personnel.
Co-sponsored groups pay $1 only and city-related groups require no charge.

Mr. Dowd said his division consists of Custodians, Maintenance Worker
I's, Maintenance Worker II's, Groundskeepers, Equipment Operators, and
Tradesworkers. Tradesworkers get involved in building type projects, including
the installation and repair of playground apparatus.
,Mr. Fuchs asked if activities are planned for athletic facilities
involving adults, and especially, senior citizens. Mr. Dowd responded in the
affirmative and mentioned shuffleboard, lawn bowling, horseshoes, plus senior
citizen softball activities, etc., that take place on athletic fields. Mr.
Fincher asked if the Phillies aet specifications regarding maintenance of
Carpenter Field and Jack Russell Stadium.. Mr.. Dowd responded that
specifications were not established, but,that the Phillies send down three
groundskeepers ahead of spring training to assist with special type maintenance
programs, including the preparation of pitching mounds, etc. He explained that
800 to 1,000 yards of dirt 1a brought in each year at Carpenter Field because
the 'facility was originally built on a dump.
Mr. Ford expressed concern about golfers hitting balls on athletic
fields and taking divots from the turf. Mr. Dowd said this is a problem, but
it is not easy to eliminate.

Hr. Dowd explained that after the Phillies leave Jack RUBsell Stadium.
1the infield sod is removed in preparation of the field for the Clearwater
Bombers. After the Bombers leave, sod is replaced in time for the Minnenota
Twins and then again, the Philadelphia Phillies. He indicated that major
projects are currently under way, including the renovation of one good softball
field to be located at Ray Green Field with one corner of the park to be
developed as a passsive area with trees. He indicated this field would be well
utilized and that the passive area would be an asset to the surrounding
neighborhood. He also explained that the City Commission recently approved the
tranofer of monies for the renovation of the Dourt Street field. Like Ray
Green, this will include removing all existing weeds and other growth, and
re-spr1ssing. Playground apparatus is currently being installed at Marshall
Street Park and renovations will be scheduled for Chesapeake Park.
Mr. Fuchs asked about vandalism and whether or not it is a problem. Mr.
Dowd responded that a task force has been formed in the city and that they will
be meeting with the Police Chief to discuss efforts that might reduce this
pro blem.
Considerable discussion ensued between Mr. Dowd and Board members
regarding activities of the Recreation Facilities Division and, when finished,
Board members thanked Mr. Dowd for his attendance and explanations.
Co~per'~P~~ - Mr. Wilson reminded Board members of the meeting to be
held in Crystal River on May 9, from 3:00 to 6:00 p.m. Mr. Fuchs mentioned
that many people from Clearwater will be congregating and leaving for Crystal
River from the Clearwater Mall.
. ~axf~ont Redevelopment - Mr. Wilson informed members that he recently
attended a meeting with Mr. Charles Wood and the Dayfront Planning Committee.
He said Mrs. Wray Register has done an outstanding job in chairing this
important committee and tlmt the consultant is currently working on various
proposals. He stated the Parks and Recreation Board would have an opportunity
to review proposals and to indicate their favor or disfavor with various
phases. Hopefu1.ly, many concerns and improvements could be ac.c.omplished so
that strong general support would exist for a bond issue in the fall.
Memorial Causeway - Mr. Wilson explained that the City Commiosion, on
May 3, will be considering a proposal submitted by the Clearwater Beach
Association for the re-la.ndscaping of the medians on the Memorial Causeway. He
said he has been asked to prepare annual cost estimates for exising landscaping
as compared to annual estimates for maintaining the proposed landscape
materials. The proposed plan will result in considerable manhours being saved
because of the elimination of shrub beds, but that additional hours will be
added for the preparation and planting of annuals. Annual maintenance hours
are estimated to be very similar for existing and proposed landscaping and the
flowers are important in the proposed scheme because of the color they would
add to the Causeway. Lry comparing existing and proposed landscaping, annual
costs ,for personnel and e~uipment will be reduced slightly under the proposed
plan, but materials, e8pel~ially for the purchase of annuals, will be
increased. Presently, the City spends approximately $47,000 a year to maintain
the medians and the estimate for maintaining the proposed landscaping will
approximate $49,000. Therefore, since annual maintenance costs will be
approximately the same, and since moniea for acquisition and installation of
plant materials will be raised from the private sector at no cost to the
taxpayers, Mr. Wilson said he is recommen~1ng in favor of the proposed plan.

Generally, Board members felt that the beautification of the Causeway is
a good idea. Dr. MacNutt and Mr. Fuchs expressed concerns about the fact that
people may be interested in the beautification now, but might not be as active
1n the future. Mrs. Schultz responded that the Beach Association has been in
operation for Many years and that they have always had a sincere interest in
the Causeway. Items mentioned by members regarding this subject included; 1)
Dr. MacNutt expressed concerns about the effects of freeze on some of the
landscape material, 2) members felt the renovation of the medians might
generate an interest and need to improve the landscaping on the shoulders of
the Causeway, 3) if Oleanders were used, would signs warning people about their
poisonous affects be required, 4) landscape materials should be of low
maintenance varieties, and 5) wtldflowers might be considered for the
shoulders.
Mr. Wilson said wildflowers have recently been planted at the new Cliff
Stephens Park and that they are beginning to germinate. Further, he indicated
that Chris Cowles (City Forester) and Charles Dray (Landscape Archited) are
currently looking at materials that might be used on the shoulders of the
Causeway.
Mr. Ford made a motion to approve the concept to improve the causeway as
proposed by the Clearwater Beach Association since funding for acquisition and
installation would be raised by the private sector. Mrs. Tobin seconded this
motion, which passed.
Capital Improvement Projects - As agreed to at the last Parks and
Recreation Board meeting, members assigned priorities to proposed Capital
Improvement Projects for the 1984/85 fiscal year. However, priorities were
assigned only to those projects which would require funding from the General
Fund. With this understanding, the following projects are listed in terms of
priority and numbers of votes received from Board members. Each Board member
had five votes, with first place votes counting five points and fifth place
votes counting one point.

2. Eddie C. Moore Complex Restrooms - 15 points
3. (Tie) - Jack Russell Stadium Seat Replacement (10 paints)

At this point, Mrs. Schultz expressed a concern to members that the City
needs to look toward General Fund monies to be expended and allocated for Parks
and Recreation Capital Improvement Projects rather than relying solely on
impact fees. She felt this is a requirement that should be met according to
the ordinances and court cases. Members discussed this item generally and
agreed to place it on the agenda for the Board meeting in May.

Mrs. Schultz asked members if they had receivc<l a copy of Mr. Wilson's
memorandum that was sent to Mr. B111 Burchfield regarding the boat ramps, Youth
Maritime Center attendanceo, atc, which was infortllation to be provided to the
Marine Advisory Board. She complimented the information nnd asked that members
receive a copy of the memorandum.

Respons~2-Board Member COlDJIlen~s.. - In addition to the memorandum aent
to the Harbo~aster, Mr. Wilson explained that Mr. Steve Gerakio8 uf Clearwater
High School will have approximately 25 to 50 students attending the Cooper's
Point Hearing in Crystal River on May 9. Further, in accord with the request
of Mrs. Nancy Morgan, Mr. Wilson had an example of basketball nets which have
metal covered by fabric, resulting in a longer life. He stated this net costs
approximately $2.99 compared to regular basketball nets of $1.85. However, the
new nets are worth the extra dollar since they laat considerably longer than
those without metal. The department will be purchasing the new type.

scheduled for May falls on Memorial Day, members agreed. ~ change the .Electing
to Monday, May 21.
Other Reports - Mr. Wilson asked members if they l~d received copies of
invitations to the dedication of the Cliff Stephens Park. Members responded
that they had. Further, Mr. Wilson distributed copies of the Parks and
Recreation Department newspaper which explains department programs and which
will be distributed to the majority of homes in the City limits.

Mr. Alison Fincher - Complimented the presentation of Mr. Dowd and
appreciated the information relative to Recreation Facilities.

Mr. Eric Ford - Also complimented the presentation of Mr. Dowd and felt
the Parks and Recreation Board might need to become more involved in
identifying areas of Clearwater where recreatin needs exist.
Mr. Murray Fuchs - Informed members of a picnic his homeowners
association is having at Moccasin Lake Park on Sunday. April 28.
Dr. LaMar MaCNutt - Expressed his appreciation to Mr. Dowdle
presentation and felt the Board should become more involved in presenting Parka
and Recreaion needs.

Mrs. Jacquelyn Tobin - Indicated that her thoughts were expressed by
other members.

Mrs. Mann Schultz - Asked Mr. Wilson about the "Letter to the Editor"
regarding the restrooms at the South Beach Pavilion. Mr. Wilson responded that
the Parks and Recreation Department does not supervise the restrooms at the
South Beach Pavilion, however he understands action is being taken. The
restrooms are extremely busy and difficult to keep clean since they probably
receive as much traffic as any restrooms in the County. Mr. Wilson understood
that the restrooms are cleaned by the South Beach Pavilion employees several
times a day. Further, Mrs. Schultz asked whether or not the City Street Tree
Program is still in operation and a~ked that a report be given at the next
Board meeting. Mr. Wilson responded that a report would be prepared.
