The regular meeting of the Parks and Recreation Board was held at the City Hall Annex at 10 S. Missouri Avenue, on Monday, March 26th, 1984, at 7;30 p.m. Members present included Co-Chairpersons Charles Wood and Mrs. Oiann Schultz, Mr. Murray Fuchs, Mr. Alison Fincher, Mrs. Nancy Morgan, Mr. Eric Ford and Mrs. Jacqueline Tobin. Dr. Ira Berger and Dr. LMtar MacNutt were unable to attend. Also in attendance were Miss Kim Rogers, student board member, Mr. Ream Wilson and Mr. Art Kader. Mr. Wood introduced and welcomed Mrs. Jacqueline Tobin as a new member of the Parks and Recreation Board. Mr. Fuchs made a motion to approve the Board minutes of Monday, February 27, 1984. Mr. Ford seconded the motion which passed. Prior to the regular items on the agenda, Mr. Wood asked Mrs. Schultz to provide a report regarding her meeting with the City's Marine Advisory Board. Mrs. Schultz informed members that she had gone to the Marine Advisory Board to inform them of improvements that were needed at the boat ranp adj acent to the Youth Maritime Center (Clearwater Beach Recreation Complex). She said the Board made a motion to temporarily place slag at the boat ramp for improvement purposes. She also'said the Board was most interested in the opening of Dunedin Pass and that they will support additional boat launching facilities in the City. Mrs. Schultz also informed members that the Marine Advisory Board raised a question about the possibility of a reduced number of young people attending programs at the Youth Haritirne Center. They felt the name change from "Youth , Maritime Center" 'to "C1ea:tWater Beach Recreation Complex" may have been accom- panied by an increase in attendance from adults. Mr. wilson said that more pro- gramming is now available for adult activities in the morning and early afternoon hours while youngsters are in school, but that the attendance of young people is the'same if not more than has been in the past. He felt the program currently offered is ,well-received by all and better rounded for all ages. ,Mrs. Schultz also expre~Bed an interest on behalf of the Marine Advisory Board for the City to keep in mind a possible small boat marina being located at ,the Clearwater Beach Recreation Conplex site in the future. Mr. t'lilson responded that this has been kept in mind and that the basketball court and future handball court to be located immediately west of the Recreation Center will complete the recreation development. Property to the north of the existing parking lot would be available for a small boat marina. He also stated that property on the east side ~f the Recreation Center will eventually be developed as a passive park. Mrs. Schultz asked if statistics could be sent to the Marine Advisory Board regarding the attendanCe! of young people. Mr. Wilson responded that this wou:'..d be done. ~ .' ':,',p' Mr. Fuchs stated that the City should concentrate on improving Seminole Boat Ramp and other existing facilities before looking to purchase or construct new facilities. He felt Seminole Boat Ramp could stand a clean up and improvement program. In summary, Mrs. Schultz suggested that the Parks and Recreation Department respond to the Marine Advisory Board on four items. Specifically, the Board's support of the opening of Dunedin Pass, youth attendance statistics for the Youth Maritime Center, the recognition of space for a small boat marina at the Clear- water Beach Recreation Complex and the possible acquisition of the Florida Power property for additional parking. Cooper's Point - Members were updated on the status of Cooper's Point. Specifically, they were advised that the CARL Committee will be conducting four state-wide hearings and that the closest hearing to Clearwater will be held in Crystal River on May 9th from 3 to 6 p.m. This meeting will be held at the City/ County Auditorium. Jim Sheeler of the Planning Department is coordinating an effort for as many people to attend this hearing from Clearwater as possible. People are encouraged to attend the hearing on their own, but may contact Mr. Sheeler to see if other transportation may be available in the event it is needed. Following the four state-wide hearings, the CARL Committee will make a final recommendation to the Governor and the Cabinet which will be formally considered at the first Cabinet meeting in July. Final action on lands to be purchased by the state will follow this Cabinet meeting. Mr. Fuchs recently turned in a petition for Cooper's Point and these are still being encouraged in support of the project. Mr. Wood said he sent individual letters regarding Cooper's Point to each of the members of the 'CARL' Committee and that he got a response from one of the members. Other Reports - Mr. Wilson reported on the following items: 1. The City Commission on this date is considering the Cheezem Development on Sand Key. Present proposals include a park dedication fee of $900,000 to be e~ended on parks and recreation development and/or acquisition on Sand Key. This amount would be payable at $1,475 per unit at the time of. Certificates of Occupancy. .2. Mr. Wilson showed a recreation newspaper that has been distributed in other cities. He said Clearwater's Recreation Division is preparing a newspaper which will be available for spring and summer programs and which will be distributed to households in Clearwater by Recreation staff members. He said a media blitz will be issued prior to the de- livery of the newspaper encouraging residents to stop recreation personnel while they are delivering the newspapers i~ the event the residents have any questions or suggestions regarding the recreation program in Clear- water. Members felt this was agood nethod of distribution. 3. For additional information on Proposition 1. Mr. Wilson said the City's Finance Director, Mr. Dan Deignan, has volunteered his services to attend . the next meeting of the Parks and Recreation Board to explain and answer any questions Board members may have regarding Proposition 1 and its affect on Clearwater. Members were informed that ~le dodication ceremony for Cliff stephens Park (Alligator Creek) will be held on l-tay 10th, at 10 a.m. He said formal invitations will be sent to Board membors. 1984/85 Bud~et Submissions - Members, at the February Board meeting, had re- ceived copies of the operating budget submissions of tho Parks and Recreation De- partment for the 1984/85 fiscal year. Mr. Kader explained that operating budgets from va~ious departments will be presented in two ways. One is in the event Proposition 1 passes, and the other is in the event Proposition 1 fails. Budgets , " will be actually formed by a series of meetings with the city Commission. Mr. Kader explained that the Department's base level of service includes only those programs necessary due to health, safety and welfare. He displayed a chart showing the base level which includes 104 out of 197.25 positions within the De- partment. lIe explained how 18 additional decision packages may be added to this base by priority. Each package contains certain programs and appropriate employees. Decision packages are primarily in five groups: 1. Park Maintenance 2. Forestry/Nursery 3. Recreation Facilities 4. Recreation 5. Administration Each of the above groups have anywhere from three to six decision packages relating to their area. The City Commission will be considering the base budget , as submitted by the Department and may approve it as is or delete or add to it. A possibility exists that the City commission may feel that several of the decision packages 'are essential enough to add to the base package. Oecisions such as this will be made by the City Commission regarding all departments' budgets in an attempt to fund those essential services that may be provided by monies available in the event proposision 1 passes. Mr. Kader also discussed the capital improvement program requests that were submitted by the Department. Basically, this listing is very preliminary and in- dividual sheets have not yet been prepared. However, of the thirty projects, the fi~st six were identified by staff as being urgent, projects seven through eighteen were identified as being important and projects nineteen through thirty are class- , ified as less important. Members were informed that the city Commission will be , reviewing each of these projects and establishing their own priorities. Parks and Recreation Board members will have opportunities to provide recommendations to the City commission regarding operating budget items as well as capital budget requests. Mrs. Schu1tz'felt that the Parks and Recreation Board should be prepared to rank capital improvement projects at the April Board meeting. Nembers agreed and this will be placed on the agenda for that meeting. Comments by Board Members - Mrs. Schultz welcomed Mrs. Tobin to the Board and asked that she say a little about herself for informational purposes. Rurther, Hrs. Schultz expressed a strong interest in the northern end of Clearwater Beach and hopes tha~ it will at some time be turned over to the City. In addition, Mrs. Schultz felt'that the City's stance or the affects of Proposition 1 might be included in " the ,re'creation newspaper if one is printed in the fall. Mrs. Tobin informed members that she was married, with three children who arc active in baseball and swimming. Further, she said she looks forward to serVing on the Board and that she is active in local pOlitics. Mrs. Tobin said she lives in the Meadows area and that she would like to see a strong diving program in Cleaxwater. Mr. Ford apologized for not being able to attend the February meeting at the Memorial Civic Center. lIe informed members that five soccer teams from Clearwater made it to the State Finals and that no other City has ever been represented by :this many teams. Mr. Ford also complimented the soccer fields and other recreation facilities provided by clearwater and felt that they were better than those pro- vided by other cities he has visited in tho soccer program. However, he reitorated the need for improved parking facilities at the Eddie C. Moore Recreation Complex and a need for additional trash containers. Mr. Fuchs complimented Art Kader on his presentation of the budget and thanked him for attending the meeting. He re-emphasized the importance of Cooperts Point and hoped that the Board could get enough people to go to Crystal RiVer. Members also felt that it m~ght be good to have students represented at the public hearing in Crystal River. Mr. Wilson said that classes at Clearwater High School taught by Mr. Steve Gerakios rnightbe interested in this type project. He said he would contact Mr. Gerakios to determine if he felt it might be a worthwhile endeavor for his students. Mrs. Morgan said the tennis hatter's wall at McMullen Park needs painting and a stripe painted representing a net. Mr. Wilson responded that a majority of facility, crews .are currently busy at Alligator Creek in order to satisfy the dead- line'of the State grant, but.that arrangements are being made for the wall to be painted by.recreation groundskeepers or Building and Maintenance personnel. Mrs. Morg~ also stated that basketball nets around the city appear to be torn and removed very frequently and that she recently discovered a new type net that has wire with a cloth type covering. She said she installed one of these at Woodgate Park and that it has'held up very well. Mr. Wilson said he would investigate this type net and.that the additional cost for acquisition might pay for itself in longevity. . Miss Rogers:indicated that she had enjoyed attending this meeting.
