Missouri Avenue, on March 28th. 1983, at 7:30 p.m. Members present were: Mr. Alison Fincher. Hr. Eric Ford, Mr. Murray Fuchs, Chairman Ginger McQuigg, Dr. LaMar McNutt. Mrs. Nancy Morgan. Mra. Diann Schult~ and Mr. Charles Wood. Dr. Ira Berger was unable to attend due to Passover holiday. Mr. Ream Wilson was also in attendance. Mr. Fuchs moved that the Board Minutes of February 28th. 1983, be approved as mailed. Mrs. Morgan seconded this motion which passed. Chairman McQuigg turned the meeting over to Mr. Wilson for the purpose of discussing the draft of a proposed ordinance for Parks and Recreation. , ' , Mr. Wilson explained that the City of Clearwater currently has no Parks and. Recreation ordinance and that one is needed to support policies and employees who are stationed at various parks throughout the City. He indicated that other cities have such an ordinance and that they find them extremely valuable. Each Board member had a copy of the draft ordinance and discussion proceeded section by section. Section 1 - There was no comment regarding this section since it pertained primarily to definitions. '"0 '. , , , '" " ,'.' Section 2 - Traffic Laws - Under Paragraph (d) it was recommended that the word "bicyclist" be changed to read "self-propelled vehicles". , , ~ ,., " Section 3 - Trucks and Other Vehicles - Mr. Wilson explained that this section would assist as it relates to unauthorized concession vendors selling goods at City parks during large activities. :1.:.' , , Section 4 - Soliciting Rides or Fares - No comment. Section 5 ,- Bicycles. Mr. Wilson explained that this section would address semi-trailer tractors, etc. which are frequently parked at park sites overnight. " .. Section 7 - Preservation of Prnperty -Under Paragraph (b), members recommended that the words dig and transplant be removed from the first sentence. The sentence would then read: "No person shall remove from any park area any beach sand...... ' " 'II. " ~~,' '. Under Paragraph (c) line 7. members recommended that the words rope. wire or other contrivance be deleted. Paragraph (f) would be changed to Paragraph (e) and would read "No person sholl stand or sit on Bny structure not intended for such UBe in any pork that may endanger persons or structures". '( ,..-II"" Section 8 - Protection and Preservation of Wild Life - Primary concern from Board members related to the fact that fishing not be precluded from taking place in City lakes. \l: Section 9 - Recreation Activities ~ Members recommended that Paragraph (a) be changed to read "Parks and Recreation Direc tor shall be responsible...... I ~ . . , , Members recommended that a Paragraph (e) be added to read "No public address system or electrical amplification will be permitted in park areas except by special permit." Section 10 - Bathing and Swimming - Under Paragraph (b), members questioned the value of leaving "se1f-opening'cans" 1n this paragraph. Members had no comments on Sections 18 through 23. ro,\ Section 24 - Noise - Members requested that this section be clear as to prohibit excessive and unnecessary noise that may be offensive to other park UBers. Members had no comments on Sections 25 through 27. Section 28 - DrunkennesB and Use of Narcotics - Members recommended that the word "i11egel" be placed between alcohol and drugs. Section 29 No comments. Section 30 - Proper Use of Facilities - Members recommended that Paragraph (c) be deleted. Section 31 - Camping - Under Paragraph (e)) change 10:00 p.m. to 11:00 p.m. There were no further comments on the proposed ordinance. Mr. Wilson explained that input was being received from various departments and that they would have another opportunity to review the draft. ~. , i.. .'?:\ ~. ,,~~/ Comments by Board Members - Mr. Wood inquired about members receiving tickets to Philadelphia Phillie games scheduled for Saturday and Sunday, April 2nd and 3rd. Several members requested tickets for these games and Mr. Wilson stated that he would make arrangements. " , .' , "> Mr. Fuchs stated that the scoreboard at Jack Russell Stadium is not working properly and causes considerable problems. Mr. Wilson said that he had met with an electrical engineer from Tampa who represents the manufacturing company of the scoreboard and that remedial action is being investigated. ;, Mr. Ford showed members a newspaper article relative to compliments that the City received on Glen Oaks Golf Course. Mr. Wilson indicated that it was nice to receive articles such as thist especially since we have had problems with maintenance in the past. Mr. Wood inquired about oil washing up on north Clearwater Beach. He stated that he visited this section and got oil allover him. Mr. Wilson said that he would investigate. .' ,. Mrs. Schultz said that she had received compliments regarding the soccer fields at the Eddie C. Moore Complext but also a need evidently exists for additional marked parking. Alsot Mrs. Schultz expressed concerns about the poor condition of the annual beds on Memorial Causeway and of maintenance to the Causeway in general. Mr. Wilson responded that the department has not had good response from annuals on the Causeway and that he would look into the situation. Schultz inquired about the placement of splitrail fencing to' designate the parking area boside McKay Athletic Field on Handalay 'Avenue. Hr. WilBon said' that he would look into this situation. Further, Mrs.', Schultz inquired about improvements needed to the boat ramp by the Youth Maritime Center. Mt. Wilson informed Mrs. 'Sc.hultz tba't' the boat ramps in the City come under the supervision of Mr. Bill Burchfield and she might want 'to contact him regarding the fncilities. Mrs. Schultz also inquired about when Sand Key Park will be opened to the public by the County. Mr. WilBon Buggested that Mrs. Schultz contact Fred McLean of the County Parks Department to find 'this information. ,He also said that he would cheek with Mr. McLean. Mrs. Schultz also suggested that the "Citizen's Choice Amendment" be placed on the 'next agenda of the Parks & Recreation Board for discussion.
