PARKS AND RECREATION BOARD MINUTES

The regular meeting of the Parks and Recreation Board was held at tho
Department offices, 10 South Missouri Avenue, on February 28, 1983, at 7130 p.m.
Members present were: Mr. Alison Fincher, Dr. Ira Berger, Mr. Eric Ford, Mr.
Murray Fuchs, Mrs. Ginger McQuigg, Mrs. Nancy Morgan and Mr. Charles Wood. Mrs.
ciann Schultz was unable to attend due to illness and Dr. LaMar McNutt was also
unable to attend. Mr. Ream Wilson and ~~. Art Kader were also in attendanco.
Two corrections were made to the Board Minutes of the meeting of January
24th, 1983. First, on page 4, change Ms. Morgan to Mrs. Morgan. Second, change
the departing date of the Philadelphia Phillies from March 8th to April 8th.
Mr. Fuchs made a motion to approve the minutes as amended. Motion was seconded
and passed.
Chairman McQuigg welcomed Dr. Ira Berger as a new member of the Parks and
Recreation Board.
Mr. Wilson also informed members that Mr. Ed. Steiner had requested that he
not be reappointed to a second term on the Parks and Recreation Board due to the
pressures of outside business. Members directed Mr. Wilson to send a Certificate
of Appreciation to Mr. Steiner for his contributions as a Board member.

Mornin~side-Meadows Homeowners Association - Chairman McQuigg introduced
Mr. Ed Geoghegan and Mr. Vito Negre1li as representatives of the Morningside-
Meadows Homeowners Association. Mr. Geoghegan spoke first and informed Board
members that a survey had recently been taken of residents in the Morningside-
Meadows Area. Basically, they are happy with the Recreation Complex, but un~
happy with the CoCoNuts Lounge. Mr. Geoghegan stated that a goal of the Assoc-
'iation is to have the LOunge closed and residents suggest that the building be
used for Parks and Recreation indoor recreation activities. He stated that the
City now has only one indoor recreation center east of Keene Road. He also
stated that there are 609 residences in the Association.

Mr. Geoghegan reported that many young families comprise the Association
and only 7% of the survey respondents didn't want an indoor recreation facility.
Mr. Geoghegan also spoke in favor of a library being offered at the site. He
stated that they ,were on a fact-finding mission and were not looking for action
from the Parks and Recreation Board tonight. According to Mr. Geoghegan, 99%
of the people support indoor recreation facilities and said that no other City
recreation area has a drinking establishment in such close proximity. Mr.
Geoghegan said that indoor recreation activities are currently conducted inside
the boiler room at the Morningside Recreation Complex, that these are good
activities, but not as good as they should be with appropriate facilities.

He stated that the City acquired the Morningside Recreation Complex by
accident and that the homeowners were not organized at the time.
Mr. Nigrelli informed the Board members that 350 children ate present
within the Association and that indoor recreation facilities are needed for

them and also older residents. He said tho boilor room is cramped and that
problems arise with recreation activities during inclomont weather. He said
the Parks and Recreation staff does an excellent job but ncod additional facil-
ities with which to work. He said 93.5\ of the survey roapondontn said Yos to
the city acquiring the CoCoNuts Lo\Ulge. lIe Baid persons 1J.ving in tho Morn-
ingaide-Meadows area do not have sufficient time in tho aftornoon to transport
their children to indoor recreation activities located in OtilCr. soctions around
the City.
Mr. Murray Fuchs inquired further about the Lounge and the outside facili-
ties.. Mr. Geoghegan responded that the Lounge is the main problem and thrust
behind the Association's actions. He said that on occasion, visitors of the
Lounge (drivers) have actually chased children.
Mr. Geoghegan reported that many retirees in the Morningaide-Meadows
Association could actively support and assist with indoor recreation center
activities as volunteers.
Mrs. McQuigg inquired about other suggestions. Mr. Geoghegan responded
that classes such as physical fitness, craft!.: aerobic dancing, bridge, square
dancing, etc. could be conducted.

Mr. Fuchs indicated that Kings Highway Recreation Center is an excellent
indoor center and that possibly something similar is needed in the Morningside-
Meadows area. Mrs. McQuigg asked about the ownership of the CoCoNuts Lounge
and asked if the.owners are willing to sell. Mr. Geoghegan responded that
they possibly would if the price was ri.ght. He said that the Association is
not promoting condemnation and that their first priority and usage would he
recreation and second as a library.

Mr.. Fincher asked if the CoCoNuts Lounge was violating a City ordinance
by its presence. Mr. Geoghegan responded that it was and that restrictions are
now in the lease to prohibit it from being there.

Mr. Wood inquired about the Board having a copy of the survey. Mr.
Geoghegan responded that the Association is there to assist the Parks and
Recreation Board.
Mr. Wood said that he couldnrt see the City buying out an illegal activity
and paying premium dollars. He felt it should be reduced to legal limits be-
fore city tries to purchase..
Mr. Fincher said that a driver knocked down a palm tree in a median close
to his home.

Mr. Fuchs said that he agrees with Mr. Nigrelli and Mr. Geoghegan and that
'the City,should push for an indoor recreation facility.

..-'-""Mr~ 'Wilson informed members that the five-year Parks and Recreation open
space plan identifies a need for indoor recreation facilities in east and
north Clearwater. Primary indoor facilities are currently located west of
Highland Avenue. Depending on the outcome of the CoCoNuts Lounge and conditioned
on capital improvement monies being available in the future, evaluation would
have to be given as to whether a new recreation facility is constructed or this
older building is purchased and renovated.

No official action was taken by tho Doard regarding thls mattor and Mrs.
McQuigg and members thankod Mr. Geoghegan and Mr. Nigrelli for sharing their
concerns.
Responses to Board Member Comments.
Mr. Wilson informed members that additional lights have been installed
in the Jack Russell Stadium Parking Lot for soccer activities, that a map of
Parks and Recreation facilities has boen prepared for members' information,
and gave a status report on Glen Oaks Golf Course. Specifically, he said that
the course is in improved physical condition and that inventory and cash con-
trolprocedures are working well. Last year the course averaged at this time
107 players per day BS opposed to this years 103 players per day. Compared
to projected revenue, revenue as of the fourth period is down $20,000. Mr.
Wilson also informed members that interest is being shown on behalf of the
Chi Chi ROdriguez Foundation as it relates to a proposal to the City to lease
the course and operate it as a public golf course. Mr. Wilson said that the
Chi Chi Rodriguez Foundation is still preparing its feasibility study, especially
as it relates to their tax situation. He said that he would keep the Board
apprised of future developments.
Philadelphia Phillies - Mr. Wilson passed out schedules of the Philadel-
phia Phillies spring training games. He invited members to call him in the
event that they wish to attend any of these activities.
Letters from the city Manager

Mrs. McQuigg read the letter from the City Manager relative to the possible
combination of the Parks and Recreation Board and the Beautification Committee.
Members discussed this item and the general con census was that there would not
be as much participation from the lay member if the Boards were consolidated.
Mr. Fuchs said that he felt the two Boards should remain separate and Mrs.
McQuigg indicated that a time could not be found that would be satisfactory
to members of both Committees. Mr. Fuchs made a motion to have the Boards
remain independent of each other. Mr. Fincher seconded the motion which passed.
Mr~. McQuigg also read the letter from the City Manager regarding the post-
poning of a request to have Tourist Development Council monies considered for
the acquisition and the development of parkland. Presently, other City pro-
jects and requesJ:.s of the Tourist Development Council take priority.

Park Ordinance - All members, previous to tonight's meeting, received
drafts of a proposed Parks and Recreation Ordinance for the City of Clearwater.
Because of a lengthy agenda, Mr. Fuchs made a motion to table this important
item to the next meeting and to devote the entire meeting to its discussion.
Motion passed.

Parks and Recreation Board Meetings - Mr. Wilson discussed with members '.
the format of existing Parks and Recreation Board Meetings and inquired if
members desired to change from the Director of Parks and ~crea~ion chairing
the majority of the meeting to the Chairman of the Parks and Recreation Board.
Members discussed this item and Mr. Fu~hs made a motion to continue the format

operates well or batter than otllers under. the existing format. Mr. Wilson
invited'members to contact him in the event they have items they would like
placed on the agenda. Mr. Fincher seconded the motion made by Mr. Fuchs

Mrs. Morgan informed members that they should eliminate the work phone
number along 'side her name on the list of membership. Mrs. Morgan may be
reached at her home phone.
'Mr. Fuchs indicated that the Parks and Recreation Board covered a lot
of material tonight and felt that the members should give serious support to
the Morningside-MeadowB Homeowners Association.
Dr. Berger had no conunent.
Mr. Ford said that the soccer people appreciated the soccer improvements
at the Eddie C. Moore Complex and ~tated that restroom facilities and lights
are still needed.
Mr. Fincher indicated support of the Morningside-Meadows request and in-c
,qui red about a light at the entrance to the Eddie C. Moore Recreation Complex.
Mr. WilBon responded that a light has 'recently been installed at this area.
, Mrs. McQuigg inquired about the status of the Scientologists activity
at Northeas~ Coachman Park. Mr. Wilson responded that they would be leaving
,the area shortly.
